高校科技成果转化效率与收益分配激励效应的三角验证研究

以江苏省为例，首先运用DEA-Malmquist指数评价模型对高校科技成果转化效率进行实证研究，发现各高校政策激励后期的科技成果转化效率较前期有显著提高。为解析当前高校成果转化政策体系中，收益分配政策对提高科技成果转化效率的促进作用，进一步实施基于文本分析法、问卷调查法与访谈法的三角验证研究策略。通过整合研判与溯因研究发现，以科研人员为主要激励对象的收益分配政策，对高校科技成果转化的激励效应较弱，根源在于激励环节与转化流程不对应、激励主体与转化主体不匹配以及激励回馈与激励风险不对称3个方面。

The Research on Transformation Efficiency of Scientific and Technological Achievements and Triangulation of the Incentive Effect of Income Distribution in Colleges and Universities

First of all, this paper makes an empirical study on the transformation efficiency of scientific and technological achievements in Colleges and universities of Jiangsu Province through DEA-Malmquist index evaluation model.It is found that the transformation efficiency of scientific and technological achievements in the later period of policy incentive is significantly higher than that in the earlier period of policy incentive.In order to analyze the promotion significance of income distribution policy on the efficiency of scientific and technological achievements transformation, this paper further implements the triangulation research strategy based on text analysis, questionnaire survey and interview.Through the Comprehensive judgement and retrospective research, this paper puts forward the conclusion that there is weak incentive effect in the current income distribution policy with researchers as the main incentive objects, which is rooted in three aspects: the mismatch between incentive link and transformation processes, the mismatch between incentive subjects and transformation subjects, and the asymmetry between incentive rewards and incentive risks.
