摘    要:矿业作为国民经济建设的基础行业对生态文明建设是推动器也是导火索。为探索矿业生态文明建设各利益协调机制,文章构建地方政府、矿山企业及矿区公众三方博弈模型,并用仿真工具对三方行为策略进行仿真分析。研究表明:中央政府奖励、地方政府监管成本、矿山企业绿色开发、破坏开发收益与成本差额、开发保证金、矿区公众参与收益、成本等显著影响三方主体演化理想状态,并就政府、矿山企业及公众角度提出相关建议和思考。

Abstract:Mining, as the basic industry of national economic construction, is a promoter and a fuse to the construction of ecological civilization. In order to explore the coordination mechanism of various interests in the construction of mining ecological civilization, the article builds a three-party game model of local government, mining enterprises and mining public, and uses simulation tools to simulate and analyze the three-party behavior strategy. The research shows that: central government incentives, local government supervision costs, green development of mining enterprises, destruction of development revenue and cost difference, development deposits, mining area public participation revenue, costs significantly affect the ideal state of the evolution of the three parties, and puts forward relevant suggestions and reflections from the perspectives of the government, mining enterprises and the public
