铁路客运专线融资结构方案比选研究

摘    要:所提出的铁路客运专线融资结构方案比选是一个复杂的多目标决策问题。根据这个特点,建立了铁路客运专线融资结构方案比选递阶结构模型、指标组合权重AHP(Analytic Hierarchy Process)计算模型以及AHP-TOPSIS(Technique for OrderPreference by Similarity to Ideal Solution)决策评价模型;编制了比选系统和分析软件;最后对给出的应用实例进行了验证。研究表明,该比选系统能充分利用信息对复杂方案进行优劣排序,排序结果能够比较客观地反映我国铁路客运专线融资结构的实际情况,可为铁路客运专线的融资结构提供指标评价及方案优选服务,避免因主观原因而造成的决策偏差。

Abstract:The paper indicates that capital structural scheme selection of dedicated passenger railway construction is multi-objective and complex.On this basis,the multi-level hierarchical structural model in conjunction with AHP model and TOPSIS model was built.The decision-making analysis system and the application software were worked out.Actual sample cases were used to verify that the model established in this paper could make full use of information to sort all the complex schemes.The results can reflect objectively the practical situation of capital structure of dedicated passenger railway construction in China.They can provide service of assessment and selection for financing of dedicated passenger railway construction so that human errors in policy-making could be avoided.
