提高城市地面"透水率"的方法与规划管理措施

旨在通过加强规划管理措施减少城市地面硬化带来的一系列危害.分析了我国目前城市地面盲目追求硬化效果导致的危害,总结借鉴了国内外提高地面透水能力的基本方法,并在此基础上提出了“透水率”的概念,给出了计算“透水率”的基本方法,并建议将“透水率”纳入城市控制性详细规划指标体系予以强制执行.可以大大加强提高地面透水能力的可操作性和有效性,从制度层面保证“透水率”的强制执行,从而减少地面硬化带来的危害.

Methods for improving "seepage ratio" of ground in urban planning administration

The purpose of this article is to reduce the harm caused by hardened ground by with the methods for planning administration.Based on the analysis of harm caused by hardened ground and the summary of the measures of improving penetrative ability of ground, this article brings forward the concept of "seepage ratio" and its computing method,and suggests putting "seepage ratio" into the index system of the regulatory plan in order to execute it strictly.Putting "seepage ratio" into the index system can greatly increase the feasibility and validity of improving the penetrative ability of the ground,and ensure its executing strictly on the policy level.
