中欧联合资助计划的资助绩效、形势分析及启示建议

2015年，中国科技部和欧盟科研与创新总司共同设立了中欧联合资助计划，以支持各自的科学家开展联合研究。学界对该计划的评估和研究相对较少，鉴于此，基于“十三五”中欧联合资助计划绩效评估的展开，通过综合的评估方法，对联合资助计划的目标定位、资助现状、资助成效和管理现状进行评估，以期为中外联合资助计划和合作计划的评估，以及未来中欧科技合作的布局和发展提供参考。评估结果显示，中欧联合资助计划具有多边合作优势，产出多样、成果瞩目，促进了中欧间合作网络关系的深化和拓展，为合作多方带来了收益，促进多边发展的国际科技合作新格局。最后，结合中欧科技合作的机遇和挑战，对中欧未来科技合作提出加大重视程度和合作力度、以平等的机制推动开展项目合作、增设中欧间软科学合作项目、加大宣传力度的意见建议。

Research on the Funding Performance, Collaboration Trend, and Suggestions of the China-EU Co-funding Program

This paper is based on the evaluation and research on the China-EU Co-funding Program, which is co-established by the Ministry of Science and Technology of China and the EU Directorate-General for Research and Innovation. Combined with the analyses of the changes between the China-EU STI relationship, illustrates the outcomes, problems and difficulties of the China-EU STI cooperation. Based on the current cooperation situation, suggestions to optimize the future China-EU science and technology cooperation are raised.
