| 摘 要： | 辽宁省在＂十一五＂期间不断加大对农村水利建设的资金投入,加强农田水利、农村水电及电气化、农村饮水安全等建设,改善农村生活生产条件,切实保障了全省农业和农村经济持续、稳定、协调发展。自然性缺水与水环境恶化,基础设施防灾、蓄水、灌溉能力降低,建设、管理、监督主体缺失,资金投入不足仍是制约全省农村水利建设发展的主要问题。要因地制宜,分类实施农村水利建设工程,重点发展适用北方干旱地区的节水灌溉模式以及沙漠化防治技术试验与研究,加强水土保持生态建设和管护,建立最严格的水资源管理和保护制度体系,有效遏制水环境恶化;加快农村水利基础设施的更新改造,推进民生水利发展;推行农户主体、集体主位、政府主导＂三主模式＂,改变农村水利建设管理现状;兼顾水利的公益性和产业性特性,加快农村水利项目投、融资体制改革。
