| 摘 要： | 新型农村社区是继＂离土离乡城镇化＂、＂离土不离乡城镇化＂之后探讨出的第三条道路,是既不离土也不离乡的城镇化,是继家庭联产承包责任制之后农村发展的＂第二次革命＂。所谓＂新型＂就是要像建设城市社区一样建设农村社区。许昌、新乡两地的实践可以为其他地区提供借鉴。

| Abstract: | The construction of new rural communities is the third approach tried in practice,following ＂urbanization is realized by encouraging farmers to leave their lands and homes＂ and ＂urbanization is realized by encouraging farmers to leave their lands but not homes＂.It is realized by making farmers not leave their lands and homes,at the same time,it is the ＂second revolution＂ following the rural household contract responsibility system.The so-called ＂new type＂ makes the construction of rural communities identical to that of urban counterparts,equipped with the infrastructure and functionality corresponding to that of urban communities.A reference can be provided for other places by the practices in Xuchang city and Xinxiang city. |
