| 摘 要： | 从制度上防止行政机关不当拒绝履行公开义务,切实完善行政公开对象、公开方式、公开范围,制定信息公开法是保障大多数公民能够平等获取行政信息,维护社会合法权益的基本措施,是完善我国行政公开制度的基本途径。
