| 摘 要： | 改革开放30年来,以"村民自治"为核心的基层民主建设取得了令世人瞩目的成绩,成为中国特色社会主义民主政治制度的重要组成部分。与此同时,包括农村基层民主在内的"草根民主"建设也在实践中遇到了各种困难。问题的症结在于基层民主制度建设未能和支撑制度运作的社会资本等文化基础结合起来。文章在分析中国城乡民主发展的基础上,重点探讨了乡村基层社会治理所赖以运作的社会文化基础,认为乡村民主建设必须与基于传统乡村社区互动文化网络在内的社会资本相结合,才能突破草根民主建设的困局。
