建立公平的城乡社会保障制度的实证分析

我国城乡社会保障在保障种类、保障水平、保障体制等方面都表现出严重的不公平。从供给方面来讲,当前我国已具备了建立公平的城乡社会保障的经济条件。从需求方面来看,无论是解决农村存在的难题如农村家庭保障和土地保障功能弱化,还是解决宏观经济和社会发展中存在的难题,如城乡差距日益扩大,城市化、工业化以及第三产业发展缓慢,社会消费不足和农业生产的小规模等,都要求建立公平的城乡社会保障制度。因此,从供给和需求方面来讲,我国应该建立公平的城乡社会保障制度。

An Empirical Study in Establishing Fair Social Security System Between City and Countryside

Chinese social security system is unbalancd between city and countryside in the aspects of type,level and system.Regarding to supply,China has reached the economical condition of providing fair social security system.Regarding to demand,the settlement of the difficult problems,such as the function decline of family and land security in countryside,the great disparity between city and countryside,the far lagging behind urbanization and industrialization and tertiary industry,the insufficiency of consumption and the small production scale of agriculture,all these demand fair social security system.Therefore,our country should establish the fair social security system between city and countryside.
