浅谈商业性地质勘查监督管理

商业性地质勘查迅猛增加,但商业性地质勘查普遍不按设计施工,达不到最低勘查投入,有的边探边采,有的以采代探,有的商业性地质勘查转让交易频繁,基层职能部门缺乏有效掌控。本文通过对商业性地质勘查的分析认为,商业性地质勘查以市场规律运作,但行政管理却仍旧圄于传统的管理办法之中,跟不上市场经济发展的步伐,建议尽快出台商业性地质勘查监督管理办法。

STUDY ON SUPERVISION AND MANAGEMENT OF THE COMMERCIAL GEOLOGY EXPLORATION

Commercial geological explorations(CGE) increase quickly.But the CGE can not reach the lowest exploration investment since they always do not construct according to the design.Some of them exploring as mining,some just mining without exploration,and some transferring frequently,so the grass-roots function departments can not control the situation.By analyzing the CGE,this paper concludes that the CGE is operated by market rule,but the administration is limited in traditional management method and can not follow the step of market economy development.This paper also suggests that the supervision and management of the CGE should be set up as soon as possible.
