基层群众自治中的协商民主探讨

协商民主在乡村治理中的实践,创新了我国乡村群众自治制度。它用于乡村治理中的动力来自于村民的民主参政意识和维权意识,并在很大程度上适应了我国乡村治理中政府与村民互动机制的要求,同时也有利于解决乡村治理中的民主困境。近年来,协商民主在基层民主发展的过程中展现出了鲜明的实践特色,但也暴露出许多问题,如乡村社会的经济压力导致对协商式治理方式的冷漠,相关制度的缺失,协商主体参与能力的差异等。而要解决这些问题,完善乡村治理中的协商民主,首先应该健全相关制度,其次要规范协商程序,最后需要培育村民的民主意识。
