| 摘 要： | 印度独立后确立的联邦制具有强烈的中央化的特征,被认为是“集权主义的联邦制”。1991年以来印度经济体制改革的一个重要内容就是集权联邦制下的分权化改革,这使得印度联邦制逐渐从合作型联邦制向竞争型联邦制转变。
