虚拟土安全战略及其在县域土地可持续利用中的应用--以广西都安和田东县对比分析为例

运用“虚拟土战略”,构建以县级为尺度的虚拟土安全战略评价体系,基于此体系对西部典型缺粮县(都安县)和产粮基地(田东县)的土地虚拟战略机制的评价基础上,衡量对比两县是否具备实施虚拟土战略标准,最终提出有效“虚拟土”措施与对策,致使解决由于土地资源短缺所带来的粮食安全问题,同时提高县的经济、改善生态环境、使本县人们的逐步奔小康,促进该县可持续发展。

Application of Virtual Land Security Strategy to the Sustainable Land Use in County Territory--A Case Study of Du'an and Tiandong, Guangxi

The virtual land strategy is an important strategic choice for administrative region at county level to alleviate the resource pressure and ecological pressure of land shortage,assure ecological security,realize sustainable use of land resource,and promote economic development.Du'an,a county of grain shortage and Tiandong,that of grain production base,in western Guangxi are taken as examples to study the application of "virtual land strategy".The supply and demand of virtual land(products and service),the direct import of grain(virtual land) from Tiandong to Du'an and the relative to industrial development are analysed,and the driving and restricting factors for realizing virtual land strategy are explained.An index system including 24 elements is constructed,and SPSS method is used to compare the two counties.It is calculated that the total marks of virtual land security strategy for Du'an and Tiandong are 57.440 and 80.526,respectively,which are 5.526 higher and 3.894 lower than the ideal values.The results tally with the actual situation of land-use in the two counties.Some measures to realize the virtual land security strategy are put forward.
