摘    要:介绍2008年冰灾期间桂林220 kV电网孤网稳定运行的策划与实践全过程,包括孤网运行方式设计,电压和频率的稳定性计算与分析,孤网稳定运行的电压稳定技术、频率稳定技术、用电端负荷的组织与控制以及机组运行控制技术要求。在此实践的基础上,提出两方面的建议。一方面,为了保证单机带独立电网的稳定运行和提高重要城市供电可靠性,重要城市的发电机组应考虑能够自启动和单独带独立电网运行功能,要编制重要城市保供电预案和考虑城市保安电源的规划与建设;另一方面,为了避免电网在冰灾期间出现孤立电网运行方式,应开展融冰技术研究,制订行之有效的融冰方案和应对措施,并提高关键输电线路覆冰设防标准。

Abstract:The whole planning and practice process of security and stability operations for the isolated Guilin 220 kV power system during the ice storm in 2008 is introduced, including the design of isolated power system operation mode, the calculation and analysis of voltage and frequency stability, the voltage and frequency stability technology for isolated power system, the assigning and control of receiving side load, and the technology requirements for operation control of power generation units. Two suggestions are proposed based on the practice above. Firstly, in order to ensure the stability of isolated power system supported by a stand-alone generator, and improve the power supply reliability of some concerned cities, the generator should have the function of self-start and the ability to support isolated power system, furthermore, emergency power supply planning for the cities should be carried out in considering the distribution and construction of security power sources. Secondly, to prevent a power system from isolated operation mode in a period of ice storm, it is necessary to study deicing technology, to draw effective deicing schemes and countermeasures, and to heighten design standards against icing for some key transmission lines.
