高校科研经费管理问题探讨

随着我国科教兴国战略的实施，国家对科技投入的力度不断加大，高等学校获得的科研经费呈大幅上升趋势。目前，各地高校普遍存在的科研经费支出混乱所暴露出来的落后的科研经费管理体制和管理制度，已经不能适应当前高校科研发展的需要。加强高校科研经费管理问题研究，提出切实可行的高校科研经费管理措施，已经成为一项影响高校发展乃至国家科技发展的迫切需要解决的现实问题。

Study on the Problems of Scientific Research Funds Management in Colleges and Universities

With the implementation of the strategy of reinvigorating the country through science and education, the investment in science and technology in China has been continuously increased. As a result, the scientific research funds for colleges and universities are increased significantly as well. The backward management system exposed by scientific research spending in universities can no longer meet the development. To strengthen the research of management problems and to propose corresponding accessible measures become a realistic question which influences the development of universities and China＆#39;s science and technology development and is urgent to be solved.
