| 摘 要： | 分析了软件项目管理中存在的主要问题和软件监理的必要性，概述了软件项目监理的特点，介绍了软件项目监理的法律规范和技术标准，提出了软件项目监理的二维结构模式和应用实例，并给出了进一步研究的方向．结果表明：软件项目监理是提高软件产品质量、降低开发成本的有效途径．

| Abstract: | The key problem in software item management and the necessity of the software item supervision are discussed,respectively.The law norm and technique standard of the software item supervision is introduced.The two-dimensional structure model of software item supervision is proposed and the example for it is given.The results indicate that it is an effective approach to improve software quality and reduce costs. |
