钻井事故灾难应急信息共享与决策指挥系统研究

摘    要:通过分析当前钻井事故灾难应急管理体系的不足,提出研发一个组织高效、资源配置优化、反应快速、决策指挥科学的钻井事故灾难应急信息共享与决策指挥系统,设计了系统总体架构及功能,并针对钻井事故应急管理业务的信息特征及信息共享需求,基于ESB技术建立了应急信息集成共享平台;从事故应急响应机制、工作流程、预案数字化与动态生成、可视化决策指挥等角度出发,研究并构建了一套高效的应急决策指挥体系;最后研究了系统的实现,并给出了系统应用实例。结果表明,该系统可为应急决策人员提供智能化、可视化决策支持,能通过网络实现油田各级应急指挥机构及联动部门信息资源共享、异地统一指挥,协同应急,从而提高事故灾难应急的时效性。

Abstract:Analyzing the lack of current drilling accident disaster emergency management systems, an information sharing and decision-making command system for drilling accident disaster emergency was proposed, which is of the characters of high-efficient organizing, optimized resource deploying, fast-reacting, scientific decision-making and command. In this paper, the architecture and function of the system are designed. And aiming at the information characteristics and sharing demand of emergency management business, a platform of emergency information integration and sharing are constructed based on ESB. A high-efficiency system for emergency decision-making command is established from these angles including emergency response mechanism, workflow, plan digitalization and dynamically generation, visualization of decision-making command, and so on. At last the realization and application example of the system are given out. The result shows that the system can provide intelligent and visualization decision support for decision makers, and achieve the information and resource sharing, along with unified command of all levels of emergency command organizations and linkage departments by network, thereby cooperating to emergency. Consequently, it can improve accident disaster emergency in terms of real-time.
