| 摘 要： | 作为遂行多样化军事任务的重要手段,非战争军事行动已成为国家运用和展示军事力量、达成经济政治目标的重要方式。非战争军事行动涉及诸多复杂敏感的法律关系,通过科学立法、严格执法,彰显我军遂行相关任务的合法性、正义性,向世人展示正义之师形象,是赢得国内民众和国际社会支持、掌握行动主动权的重要条件。
