淮河流域行蓄洪区的演化及湿地恢复驱动力研究

摘    要:淮河流域生态系统因人为干扰造成原有湿地大量消失,导致流域长期处于亚健康状态,加之受季节性洪水影响,人水争地矛盾尖锐。为了重现流域湿地曾星罗棋布的原生态景观,本文提出将淮河人工修建的行蓄洪区部分恢复为湿地,以实现防洪减灾、洪水资源利用与社会经济的协调发展。在划分淮河行蓄洪区演化阶段基础上,基于实地调研、入户访谈和相关统计数据,以干流21个行蓄洪区之一的濛洼蓄洪区为例,论证了行蓄洪区湿地恢复的驱动力,旨在为建立淮河流域人水和谐的洪水管理新模式提供科学依据。

Abstract:The ecosystem in Huaihe River Basin has long been in sub-health status. With serious wetland degradation and seasonal floods, this basin suffered greatly from human-water conflicts. In light of contemporary situation, this paper put forward a new concept in flood retention areas-wetland restoration, that is changing part of present flood retention basins into wetland, recovering their historical functions and landscape, so as to effectively perform flood mitigation function, floodwater utilization and wetland ecosystem services. Based on succession stages in these retention areas and according to field researches, household interviews and statistical yearbook data, we analyzed the driving factors of wetland restoration in Mengwa, one of the 21 flood retention areas along Huaihe River, so as to provide theoretical basis for integrated flood management and river basin harmony.
