ABSTRACT

Governments globally are leveraging information and communication technology (ICT) growth towards improving the quality of public procurement services for socio-economic development. However, the extent of its application differs across nations. Notwithstanding the extant theoretical and empirical literature on IT for development, knowledge on how to assess readiness for adopting a full e-procurement system in the public sector of lower and lower-middle income countries (LMICs) begs for understanding. With the narrative of Ghana, we address this gap by drawing on the institutional and economic theory and the United Nations E-Government Development Index towards a holistic framework beyond the dyad of linear website functionalities and internet focus of prior e-government adoption models. Elite interviews gathered from multiple cases from Ghana’s public sector reveals the key readiness determinants for a full public sector e-procurement system. This study has significant implications for shaping the process-oriented management of government e-procurement projects towards socio-economic development in LMICs amid their complex institutional and socio-technical environments.  相似文献

There is growing interest in the role and contribution of e-government to the levels of corruption, economic prosperity and environmental degradation of nation states. In this paper, we use publicly available archival data to explore the relationships among them. Results substantiate a significant relationship between (1) e-government maturity and corruption; and (2) e-government maturity, economic prosperity and environmental degradation through the mediating effects of corruption. The findings suggest that while e-government maturity did not contribute to economic prosperity and environmental degradation, its value could be realized indirectly via its impacts on corruption. Our findings contribute to the theoretical discourse on e-government impact by identifying the role of e-government in a country and provide indications to practice on enhancing its economic prosperity and lowering its environmental degradation by managing the levels of e-government maturity and corruption.  相似文献

Drawing from communication as design and the spirit of technology, this study investigated the political values embedded in consultative layer companies, with particular attention to the influence of normative deliberative democratic ideals in tech design. Interviews with the founders of consultative layer tech startups explored (a) founders' visions for their technologies and how they were incorporated, (b) the imagined user groups for these technologies, and (c) expected broader outcomes as a result of using their platforms. Six interrelated themes emerged in the analysis that illuminate ideologies, ideals, and pragmatic considerations embedded in the consultative layer, raising new theoretical and practical questions about the role of communication in understanding this emerging industry and its reimagining of government in the online space.  相似文献

This research aims to investigate underlying factors that play role in citizens' decision to use e-government services in Turkey. UTAUT model which was enriched by introducing Trust of internet and Trust of government factors is used in the study. The model is evaluated through a survey conducted with Turkish citizens who are from different regions of the country. A total of 529 answers collected through purposive sampling and the responses were evaluated with the SEM (Structural Equation Modeling) technique. According to the results, Performance expectancy, Social influence, Facilitating conditions and Trust of Internet were found to have a positive effect on behavioral intention to use e-government services. Additionally, both Trust factors were found to have a positive influence on Performance expectancy of e-government services, a relation which, to our best knowledge, hasn't been tested before in e-government context. Effect of Effort expectancy and Trust of government were found insignificant on behavioral intention. We believe that the findings of this study will guide professionals and policy makers in improving and popularizing e-government services by revealing the citizen's priorities regarding e-government services in Turkey.  相似文献

The effective delivery of emergency information to elderly people is a challenging task. Failure to deliver appropriate information can have an adverse impact on the well-being of the elderly people. This paper addresses this challenge and proposes an IoT-enabled information architecture driven approach, which is called “Resalert”. Resalert offers IoT-enabled emergency information supply chain architecture pattern, IoT device architecture and system architecture. The applicability of the Resalert is evaluated by the means of an example scenario, a portable Raspberry Pi based system prototype and user evaluation. The results of this research indicate that the proposed approach seems useful to the effective delivery of emergency information to elderly people.  相似文献

Environment-related authorisations are a relevant issue for environmental management. They require a considerable effort by the authorities, and this might result in substantial delays for the citizens. Implementing those authorisation processes by means of e-government services would improve efficiency and, consequently, citizen satisfaction. Environment-related authorisations usually require a variety of geospatial information, and have to deal with administrative areas which do not match physical and ecological ones. They also have to integrate heterogeneous information in different formats, data models and languages, and provided by distinct organisations, even from different countries. This paper discusses how Spatial Data Infrastructures (SDIs) can deal with these problems in the environmental domain, while improving the level of service provision in terms of e-government applications. This is even more relevant within the European Union where there is a legal mandate to establish an SDI to support environmental policies and activities with an impact on the environment. As a proof-of-concept, an application to request and manage water abstraction authorisations, based on an SDI, is demonstrated. This application is part of SDIGER, a cross-border inter-administration SDI to support the water framework directive information access for the Adour–Garonne and Ebro River basins, that was a pilot project for the EU INSPIRE Directive. The introduction of this transactional e-government service modifies the administrative process of granting authorisations: it allows to re-use the effort in data capture made by the applicants in their requests, facilitates the submission of more feasible applications and reduces the workload of the office staff.  相似文献
