由联合国粮农组织认定的全球重要农业文化遗产(GIAHS)是一类典型的社会生态生产景观(SEPLS),在传统知识传承保护、粮食与食物安全保障、农业生物多样性保护、气候变化应对等诸多方面具有重要意义。为了更好、更有效地开展GIAHS保护及管理工作,本文在分析GIAHS评估重要性和恢复力概念的基础上,以联合国大学(UNU)等团队开发的社会生态生产景观恢复力评估框架(SEPLS模型)为基础,构建了GIAHS恢复力评估框架(GIAHS-RAF),明确了其评估及计算过程。并以中国第1个GIAHS项目——浙江青田稻鱼共生系统(Qingtian Rice-Fish Culture System in Zhejiang Province, RFC)为例,通过对核心保护区——龙现村在2004年(GIAHS项目授牌前)和2016年(GIAHS授牌11年)的恢复力状况进行评估,探讨模型在GIAHS保护成效评估中的适用性。研究结果显示:1)2016年龙现村恢复力整体状况相对较弱,各项资本评估得分为:物质资本(0.75)经济资本(0.63)人类资本(0.61)社会资本(0.57)自然资本(0.38);2)虽然农户收入来源多样且社会经济基础设施能较好地满足社区需求,但是遗产地内部农业物种较少,农户对于系统提供的粮食多样性尚不是非常满意; 3)相较于2004年,经过11年的保护工作,研究区恢复力有所提高,说明GIAHS项目的实施对该遗产的恢复力有积极影响,尤其是物质资本和经济资本两方面。评估结果与该区域相关研究结果及实地调查情况一致,说明所构建的GIAHS恢复力评估框架可以很好地应用于对GIAHS项目及其他相关农业文化遗产的保护成效评估工作。  相似文献

  1. Marine legislation, the key means by which the conservation of marine biodiversity is achieved, has been developing since the 1960s. In recent decades, an increasing focus on ‘holistic’ policy development is evident, compared with earlier ‘piecemeal’ sectoral approaches. Important marine legislative tools being used in the United Kingdom, and internationally, include the designation of marine protected areas and the Marine Strategy Framework Directive (MSFD) with its aim of meeting ‘Good Environmental Status’ (GES) for European seas by 2020.
  2. There is growing evidence of climate change impacts on marine biodiversity, which may compromise the effectiveness of any legislation intended to promote sustainable marine resource management.
  3. A review of key marine biodiversity legislation relevant to the UK shows climate change was not considered in the drafting of much early legislation. Despite the huge increase in knowledge of climate change impacts in recent decades, legislation is still limited in how it takes these impacts into account. There is scope, however, to account for climate change in implementing much of the legislation through (a) existing references to environmental variability; (b) review cycles; and (c) secondary legislation and complementary policy development.
  4. For legislation relating to marine protected areas (e.g. the EC Habitats and Birds Directives), climate change has generally not been considered in the site‐designation process, or for ongoing management, with the exception of the Marine (Scotland) Act. Given that changing environmental conditions (e.g. rising temperatures and ocean acidification) directly affect the habitats and species that sites are designated for, how this legislation is used to protect marine biodiversity in a changing climate requires further consideration.
  5. Accounting for climate change impacts on marine biodiversity in the development and implementation of legislation is vital to enable timely, adaptive management responses. Marine modelling can play an important role in informing management decisions.

本文从林业的角度对《联合国关于气候变化的框架公约》,《京都议定书》的相关条款做了介绍,并对CDM(清洁发展机制)林业固C项目在我国开展的前景及影响做了分析。主要结论如下:1)CDM林业固C项目是我国林业发展的重大机遇,通过为林业争取国外资金、技术支持及促进生态效益补偿制度的建立,将有力促进我国林业展与生态建设。2)为了充分把握CDM林业固C项目的机会,需要对林业的固C总量及固C潜力,可纳入CDM的林业固C项目的类型与特征,合适的CDM固C造林技术及模式,C贮量测定的标准化以及CDM的运行机制等进行研究。3)建议通过国际合作研究培养相关人材,开展小规模的CDM固C项目试点,并通过相关部门积极申报CDM森林固C项目。  相似文献

The consequence of elevated ocean temperatures on commercial fish stocks is addressed using time series of commercial landings (1906–2004) and juvenile survey catch data (1904–2006) collected around Denmark. We analyze (i) whether warm‐water sole (Solea solea) has increased relative to Boreal plaice (Pleuronectes platessa) and (ii) whether two related warm‐water species (turbot, Psetta maxima and brill, Scophthalmus rhombus) show similar responses to increasing temperature or, alternatively, whether turbot (which has a broader juvenile diet) has been favored. Since the early 1980s, both sole and turbot have constituted an increasing part of the commercial landings and survey catches, as compared with plaice and brill, respectively. These changes in species composition were linked to sea surface temperatures, Northern Hemisphere temperature anomalies (NHA) and the North Atlantic Oscillation. NHA was closely related and explained 43% of the observed variation in sole survey catches relative to the plaice catches and almost 38% of the observed variation in the sole landings relative to the plaice landings. For the less common species, turbot and brill, none of the global change indicators explained more than 15% of the variation, although all showed a positive relationship. Survey catch per unit effort increased significantly for both sole and turbot around the early 1980s, whereas catch per unit effort for plaice and brill remained constant. The results indicate that the abundance of warm‐water species is likely to increase with increasing temperature but also that species with similar life histories might react differently according to degree of specialization.  相似文献
