A safer city centre for all? Senses of `community safety' in Newcastle upon Tyne

In recent years, many city authorities in Europe and North America have sought to attract people back to city centres for leisure, shopping, business and residence. The planning measures commonly adopted take explicit account of issues of crime and safety. The concept of `community safety' as applied to the city centre is problematic, however, as users have diverse lifestyles, interests and values which impact on their own and others' safety. This paper reports on a study of the experiences and perceptions of safety of different groups of city centre users in Newcastle upon Tyne, England. While social identities and roles shaped the extent of concern and subsequent impacts on people's use of the city centre space, the research suggested that many concerns are genuinely shared. The paper investigates the congruence of a range of planning strategies with city centre users' safety concerns. Situational measures were viewed with scepticism, as fear centres on the presence and behaviour of others.     

Planning a Prosperous Sydney: The challenges of planning urban development in the new urban context

Since their post-war inception, Sydney's metropolitan plans have tended to be overtaken by the social, economic and environmental conditions they have had to confront. The depth and scope of Sydney's recent urban transformation threatens again to overtake metropolitan planning capacity creating, in the context of competitive globalisation, a potentially significant market disadvantage for the city, not to mention poor urban development outcomes. This paper reviews Sydney's post-war metropolitan planning strategies, examining the social and economic contexts and the policy paradigms in which they have been framed, in order to draw out the lessons to be learned from their successes and failures. We argue that future success in planning urban development will rely on richly informed and fine-grained understanding of the complex spatial outcomes of Sydney's ever-deeper global integration. Only such fine-grained understanding can empower metropolitan planning to be responsive to the evolving challenges of managing development in the contemporary urban context.

国外大都市区规划体系评述

本文探讨了国外大都市区在规划编制中的一些最新做法和特点，包括规划负责机构、规划组织体系、规划编制大纲三个方面，并介绍了美国纽约、英国伦敦和日本近畿圈规划的特点。由于各国管理制度的差异性和大都市区组织结构的多样性，国外大都市区的规划呈现不同特点和效果。     

国土空间规划的海洋分区研究

国土空间分区作为国土空间规划编制和自然资源统一管理的基础，对整个规划体系具有重要的支撑作用。在统一的国土空间规划体系下，用海分区既有其独立性与特殊性，也面临着陆海统筹、生态文明建设、海洋高质量发展等政策提出的 新要求。文章系统梳理了 1983 年以来海洋功能分区体系 4 次演变历程，结合国土空间规划改革对分区体系的内在需求，指出海洋功能分区体系存在未覆盖海域全域，分区层级的尺度、分工、内容和结构与国土空间规划的要求不一致，分区方案未考虑用途管制的需求，以及陆海统筹不足等问题。在剖析现有各类规划政策分区、管制分区和功能分区在国土空间规划体系中的定位和作用的基础上，提出以海洋主体功能区为基础，海洋生态红线为底线，以原海洋功能区划分区为主体，将无居民海岛纳入规划范围，并在生态、农业、城镇空间的大框架下统筹协调海陆分区，形成国土空间规划中的海洋分区体系。全国和省级国土空间规划统筹海陆主体功能，划定主体功能区，并建立海洋产业保障区名录、无居民海岛保护与利用名录和海洋自然保护地名录。市县级国土空间规划划定“功能+管制”的利用分区，共划分出海洋保护区、海洋发展区和海洋保留3个一级分区以及核心保护区、一般控制区、海水增养殖区等 12 个二级分区。     

Climate justice and global cities: Mapping the emerging discourses

Ever since climate change came to be a matter of political concern, questions of justice have been at the forefront of academic and policy debates in the international arena. Curiously, as attention has shifted to other sites and scales of climate change politics matters of justice have tended to be neglected. In this paper, we examine how discourses of justice are emerging within urban responses to climate change. Drawing on a database of initiatives taking place in 100 global cities and qualitative case-study research in Philadelphia, Quito and Toronto, we examine how notions of distributive and procedural justice are articulated in climate change projects and plans in relation to both adaptation and mitigation. We find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of ‘rights’ to protection, although those in the South also stress the importance of procedural justice. Mitigation responses also stress ‘rights’ to the benefits of responding to climate change, with limited concern for ‘responsibilities’ or for procedural justice. Intriguingly, while adaptation responses tend to stress the rights of individuals, we also find discourses of collective rights emerging in relation to mitigation.     

广州城市规划信息网中的Web GIS方案设计与应用

本文介绍广州市城市规划局规划信息网的GIS信息发布系统建设方案,本方案采用ESRI公司IMS 2 .0作为GIS发布服务器端软件,建立基于CGI的Web GIS系统,使用户实现WWW交互。本文从系统的硬件要求与软件需求以及服务器端服务应用程序、Web页面的开发等方面阐述了系统的建立与应用。
