This paper documents an application of panel, or longitudinal data collection in the evaluation of a TSM (Transportation Systems Management) demonstration project. The project was a four-week demonstration of staggered work hours in downtown Honolulu during February–March 1988. The 4 wave panel survey elicited commuting experiences of approximately 2,000 downtown employees at two week intervals before and during the project. The sample involved both employees who participated in the project by shifting their work hours, and those who did not. The panel survey was augmented by floating-car observations of travel times on major routes into downtown Honolulu on the same four dates.The purpose of the analysis was to determine whether employee commute times were affected, and if so, how these changes were distributed among various employee segments. Two methods were used. First, travel time changes were estimated using paired t-tests. Second, regression equations were used to estimate project time savings as a function of trip length, route, and location of residence. Results show that travel time savings due to the project were typically small, less than ten percent. Nonparticipants experienced greater savings than participants, and some segments of participants experienced longer travel times during the project. The panel method proved to be an effective way to measure project travel time impacts and shows that the method is appropriate in short time applications.Presented at the Annual Meeting of Transportation Research Board, January 7–11. 1990, Washington, D.C.  相似文献

The issue of returns of scale in bus transit continues to be a subject of debate among transportation analysts. From a public policy perspective, returns to scale are relevant to many policy areas such as transit service pricing, cost allocation, productivity and organization of the industry. Empirical studies conducted during the past decade have generated conflicting results. Constant, decreasing and increasing returns to scale have all been reported.This paper identifies the sources of these conflicting results: confusion regarding the concept of scale economies, variable definition, assumptions regarding the shape of the cost function, and certain characteristics of the data base. The paper also discusses the theoretical concept of scale economies, and an interpretation of the concept for bus transit is presented. It is concluded that recent studies which have utilized generalized cost functions more accurately represent the economic structure of bus transit, and provide a stronger basis for transit policy analysis.  相似文献

High occupancy vehicle lanes have become an integral part of regional transportation planning. Their purpose is to increase ridesharing by offering a travel time advantage to multiple occupant vehicles. This paper examines the extent to which an HOV facility increases ridesharing. Using data from the Route 55 HOV facility in Orange Country, California, changes in the carpooling rate on Route 55 are compared to that of a control group of freeway commuters. The analysis shows that the carpooling rate among peak period commuters, and particularly those who use the entire length of the facility, has increased. However, there has been no significant increase in ridesharing among the entire population of Route 55 commuters. Results suggest that barriers to increased ridesharing are formidable, that travel time savings must be large in order to attract new carpoolers, and that further increases in capooling will likely require development of extensive HOV lane systems.  相似文献

Environmental sustainability in the port industry is of growing concern for port authorities, policy makers, port users and local communities. Innovation can provide a solution to the main environmental issues, but often meets resistance. While certain types of technological or organisational innovation can be satisfactorily analysed using closed system theories, in the case of seaports and in particular in the area of environmental sustainability, more advanced conceptual frameworks have to be considered. These frameworks need to be able to account for the multiple stakeholder nature of the port industry and of the network and vertical interactions that environmental sustainability calls for. This article investigates successful innovations improving environmental sustainability of seaports. The proposed framework builds in part on research concepts developed in the InnoSuTra EU FP7 project. From a methodological perspective, this article develops a method for quantifying the degree of success of innovation with respect to a set of specific objectives. Several case studies are used to test the framework against real innovation examples, such as onshore power supply, or alternative fuels. In this article, we argue that only those innovations that fit dynamically port actors’ demands and the port institutional environment stand a chance to succeed.  相似文献

There is renewed interest in implementing congestion pricing in metropolitan areas throughout the US. This paper reviews changes in the transportation policy environment that have led to this renewed interest and identifies the major interest groups that support congestion pricing. A case study is used to demonstrate that significant barriers to congestion pricing implementation continue to exist. The paper concludes with some suggestions for developing politically acceptable pricing alternatives.  相似文献

The paper examines the implementation of extended gate operations at the Los Angeles/Long Beach ports. The programme, known as PierPASS, assesses a Traffic Mitigation Fee (TMF) on eligible containers moved into and out of the ports during peak hours. The fees are intended to defray the costs of extended operations at the ports.

In this paper we focus on the implementation of the programme and its outcomes over a year of operation. We discuss the motivations and actions of key stakeholders and place our examination in the institutional framework of the goods movement supply chain. Our results are based primarily on a series of extended interviews with stakeholders, together with data provided by PierPASS and by three drayage trucker surveys. We find that the PierPASS programme was a response by terminal operators and steamship companies to growing political pressure. Given their market power within the supply chain, they were able to create a programme that protected their interests yet responded to political imperative. The PierPASS programme has been a success: the peak fee has shifted a significant share of cargo to evenings and weekends, as intended. Winners and losers of PierPASS reflect the larger structure of the international supply chain.  相似文献

There is increasing interest in contracting to private industry for the provision of public transportation. The trend has accelerated since the mid 1970's spreading from local to regional transit authorities as the need for cost savings arise. Promising major savings without major service reductions, the merits of the strategy are now being evaluated at various levels. This paper focusses on the extent and magnitude of service contracting, the reasons why some agencies adopt the strategy, the nature and capability of the contractors and the actual performance of the arrangements.  相似文献

Nonlinear dynamics and stability analysis of vehicle plane motions   总被引:3,自引:0,他引:3  
In this article, the problems of dynamics and stability for vehicle planar motion systems have been investigated. By introducing a so-called joint-point locus approach, equilibria of the system and their associated stability properties are given geometrically. With this method, it is discovered that the difference between the front and the rear steering angles plays a key role in vehicle system dynamics and that the topological structure of the phase portrait and the types of bifurcations are different from those published previously. In particular, the vehicle system could still be stabilized even when pushed to work in a certain severely nonlinear region, by applying extremely large steering angles. However, it is worth noticing that the attractive domain of the stable equilibrium is very narrow. These developments might prove to be important in active steering control design. Numerical experiments are carried out to illustrate the potentials of the proposed techniques.  相似文献

The hydrodynamic analysis of a new semi-small waterplane area twin hull (SWATH) suitable for various applications such as small and medium size passenger ferries is presented. This may be an attractive crossover configuration resulting from the merging of two classical shapes: a conventional SWATH and a fast catamaran. The final hull design exhibits a wedge-like waterline shape with the maximum beam at the stern; the hull ends with a very narrow entrance angle, has a prominent bulbous bow typical of SWATH vessels, and features full stern to arrange waterjet propellers. Our analysis aims to perform a preliminary assessment of the hydrodynamic performance of a hull with such a complex shape both in terms of resistance of the hull in calm water and seakeeping capability in regular head waves and compare the performance with that of a conventional SWATH. The analysis is performed using a boundary element method that was preliminarily validated on a conventional SWATH vessel.  相似文献
