有保障的居住权与千年发展目标

在联合国千年宣言中联合同各成员同明确承诺要为2020年以前至少改善1亿贫民区居民的生活状况，即联合同千年发展目标的目标7-11而努力。该项职责由联合国人居署负责监督执行：

In Thailand, the project of harnessing community resources for urban poverty reduction focuses on how the Urban Development Fund was created as a tool for poverty eradication, empowering both the urban and rural poor. The project covers 53 provinces out of 75 throughout the country, and has resulted in about 950 community saving groups out of a total of 2,000 urban communities, as well as more than 100 community networks. The article introduces the experience of Urban Community Development of Thailand.

Lyon, capital of the Rhone-Alpes Region with a population of 1.2 million, is situated in south-eastern France.Since the early 1980s, Lyon has been undergoing a transition from a mainly industrial centre to a city region dominated by the service sector with a major emphasis on education, transport and information technology.The article introduces the city development strategy in Lyon and lessons can be learned from it.

2000年，前苏联地区及其卫星国的城市化率已经达到了68．3％，而一个世纪前这一比例仅为l7％。但是这一城市化平均指标在相当程度上掩盖了地区内部的变化，更多的是考虑到转型经济体之间及其内部的人口分布情况。2000年转型经济体中有31个城市人口超过百万，其中25个位于欧洲地区。

As the world＇s poorest continent, informal transport services are as prevalent and extensive in Africa as anywhere. Low incomes, decrepit and sparse road networks, and falling formal transport options result in few mobility choices for most people. Besides walking, second-hand motorcycles, banged-up sedans and station wagons, and aging minibuses are often times the only available means of getting around. Yet Africa＇s informal transport offerings are also the least understood in part because little concerted research has carried out to date. The report introduces the informal transport in some African countries such as Nigeria, Kenya, South Africa, Niger, Ghana and Egypt.
