In 2004 the Dutch Ministry of Education, Culture and Science set a concrete target: by 2010, close to 50% of the age cohort should participate in higher education, following the targets set in the UK and Sweden. However clear the target is set, the ways to achieve it are far less specified. In the article a number of possible instruments to achieve the target are discussed and their relevance in the Dutch context is analysed. It is concluded that there are a limited number of policy instruments available. However, given the devolution of access policy to the higher education institutions and the influence of broader societal trends on participation our expectations on what government can do to reach its target need to be modest. 相似文献

Relying on cultural transmission, social identity and self-categorization theories, this study uses an innovative two-part photo-pasting and survey method to investigate quantitatively and qualitatively non-fans’, fans’ and players’ assumptions about what positions black and white players should occupy in American football. Both white and black players and fans showed evidence of being cultural transmitters of racial ideologies associated with the quarterback position in American football. Overall, the respondent choices for quarterback diverged significantly from equality but not significantly from the reality of the National Football League. Players and fan and non-fan participants alike showed evidence of being cultural consumers and transmitters of racial ideologies associated with the quarterback position. Narrative reasons for player choices aligned with past literature about racial stereotypes. On most measures, the findings did not differ greatly among the institutions from which study participants were drawn, their diversity in geography, racial composition, ideology, athletic division and public–private status notwithstanding. 相似文献

It is widely assumed that there is an eccentric hamstring muscle fibre action during the swing phase of high-speed running. However, animal and modelling studies in humans show that the increasing distance between musculotendinous attachment points during forward swing is primarily due to passive lengthening associated with the take-up of muscle slack. Later in the swing phase, the contractile element (CE) maintains a near isometric action while the series elastic (tendinous) element first stretches as the knee extends, and then recoils causing the swing leg to forcefully retract prior to ground contact. Although modelling studies showed some active lengthening of the contractile (muscular) element during the mid-swing phase of high-speed running, we argue that the increasing distance between the attachment points should not be interpreted as an eccentric action of the CE due to the effects of muscle slack. Therefore, there may actually be no significant eccentric, but rather predominantly an isometric action of the hamstrings CE during the swing phase of high-speed running when the attachment points of the hamstrings are moving apart. Based on this, we propose that isometric rather than eccentric exercises are a more specific way of conditioning the hamstrings for high-speed running. 相似文献

The term absorptive capacity (AC) describes the process of utilising external knowledge. Although firms are becoming increasingly reliant on highly skilled freelancers as a source of external knowledge, the literature on AC has not incorporated this collaboration for freelancers. In this paper, we address this research deficit in two ways: First, we argue that the ability to collaborate effectively and efficiently with freelancers plays a crucial role in the process of absorbing external knowledge. Second, we argue that the example of freelancers challenges researchers to rethink the conceptualisation of organisational boundaries within the concept of AC. Our paper is based upon previous theoretical insights and exploratory empirical data from a research project on German IT freelancers. For the practice of knowledge management, our paper elaborates upon how organisations can enhance their AC by investing in practices and routines that contribute to successful collaboration with freelancers. 相似文献

Recently, there has been a heavy debate in the US about the government’s use of data mining in its fight against terrorism.
Privacy concerns in fact led the Congress to terminate the funding of TIA, a program for advanced information technology to
be used in the combat of terrorism. The arguments put forward in this debate, more specifically those found in the main report
and minority report by the TAPAC established by the Secretary of Defense to examine the TIA issue, will be analysed to trace
the deeper roots of this controversy. This analysis will in turn be used as a test case to examine the adequacy of the usual
theoretical frameworks for these kinds of issues, in particular the notion of privacy. Whereas the dominant theoretical framing
of the notion of privacy turns around access to information, most of the core arguments in the debate do not fit in this kind of framework. The basic disagreements in
the controversy are not about mere access, they involve both access and use. Furthermore, whereas the issue of access by itself refers to a more or less static situation, the real disagreements much
more concern the organisational dynamics of the use of information, the mechanisms in the organisation that control these
dynamics, and the awareness present within the organisation of the ‘social risks’ these dynamics represent. The bottom line

The transition from teacher training into the teaching profession is seen to be key in the biography of a teacher. Yet there is a lack of enquiry into the development of the content knowledge (CK) and pedagogical content knowledge (PCK) held by teachers at the end of their education, and into the significance of this knowledge for situational and behavioural cognition. On the basis of data from the international comparative study TEDS-M 2008 and the Germany-based 2012 follow-up, this contribution investigates the knowledge and skills development of teachers during the transition from teacher training to the teaching profession in a four-year longitudinal study with n = 171 mathematics teachers. Three test formats (paper-and-pencil, video-vignettes and speed tests) are used to examine various indicators for teacher expertise. In addition to the analysis of changes in mathematical CK and PCK levels, path analysis is used to determine the extent to which this knowledge functions as a predictor for the perception and interpretation of classroom situations, the decision-making in these situations, and the quick identification of student mistakes. The results show only small changes in the group mean (for MCK there is a small loss, whereas MPCK remains constant), but high fluctuation (i. e. weak correlation) in the MPCK ranking between the two measurement occasions, pointing to differential learning effects gained from teaching practice. There are also significant differences in predictability: MCK is important for the speed indicators of teacher expertise; MCK and MPCK for the perception and interpretation of situations, and for the generation of action strategies. These findings can on the one hand help to facilitate the evaluation of beginning teachers’ need for support and, on the other hand, they indicate the necessity for the early integration of practice-based elements into teacher training programmes with the aim of developing PCK and related skills. 相似文献
