Using the example of the USA, this article examines the economics of foreign participation in applied R&D space projects, with an emphasis on those with the goal of commercializing technology. Following an overview of the arguments within applied high-tech research in general — fear of subsidizing other countries economies and jeopardizing national prestige; benefits from nationally unavailable skills, reducing government costs and increasing domestic incentives for innovation — the authors consider specific characteristics of markets for space technology in the light of these arguments. They conclude with a discussion of policy options, such as the use of licenses or levy of royalties, to preserve the virtues of foreign competition while addressing concerns about ‘underwriting’ foreign competitors.  相似文献

We note the common existence of a supersonic jet structure locally embedded within a surrounding transonic flow field in the hitherto unrelated phenomena of unstable gaseous detonation and hypervelocity blunt body shock wave interaction. Extending prior results that demonstrate the consequences of reduced endothermic reaction rate for the supersonic jet fluid in the blunt body case, we provide an explanation for observations of locally reduced OH PLIF signal in images of the keystone reaction zone structure of weakly unstable detonations. Modeling these flow features as exothermically reacting jets with similarly reduced reaction rates, we demonstrate a mechanism for jetting of bulk pockets of unreacted fluid with potentially differing kinetic pathways into the region behind the primary detonation front of strongly unstable mixtures. We examine the impact of mono-atomic and diatomic diluents on transverse structure. The results yield insight into the mechanisms of transition and characteristic features of both weakly and strongly unstable mixtures.  相似文献

Results are presented from two-year simulations of the effects of short-term solar ultraviolet (UV) variability using the Met. Office coupled chemistry-climate model. The model extends from the ground to 0.1 mbar and contains a complete range of chemical reactions allowing representation of all the main ozone formation and destruction processes in the stratosphere. The simulations were achieved by incorporating a 27-day oscillation in the pre-calculated model photolysis rates. Amplitudes for this signal were determined using solar spectral UV observations from the SOLar STellar Irradiance Comparison Experiment (SOLSTICE) instrument. Two experiments were carried out, one in which the UV variability was included in both the photolysis and radiation schemes and one in which only the photolysis scheme was modified.

The model reproduced several main features of observed correlations between short-term solar UV variability and both ozone and temperature in the tropical upper stratosphere, including the downward propagation of the phase lag and sensitivities of ozone and temperature to solar UV which are similar in magnitude to those observed. In the lower stratosphere, the ozone response to solar UV variability has not been well characterised from observations. Both model runs show a reversal of the propagation of phase lag below 10mb. The model response was found to be different between the two runs indicating that radiatively induced dynamical effects may play a significant role in the ozone response to solar UV variability.  相似文献

Less than five decades ago, the first X-ray observations of the sky were made using simple devices such as film and geiger counters with crude collimators. These instruments were carried aloft by sounding rockets and made observations lasting only a few minutes at most. Today, orbiting observatories, utilizing high-resolution CCDs at the focus of arc sec optics, have lifetimes measured in years. To maintain the pace of discovery in X-ray astronomy, detectors must continue to evolve into devices of ever increasing sensitivity and sophistication. Further progress depends upon a host of technologies: grazing incidence optics, proportional counters, semiconductors, calorimeters, etc. In this article we present a brief qualitative overview of these technologies and of the principles behind them, as well as some examples of how they are employed in scientific missions for X-ray observations at energies up to 100 keV.  相似文献

Several filters are applied to the problem of state estimation from inertial measurements of reentry drag. This is a highly nonlinear problem of practical significance. It is found that a filter based on the technique of statistical linearization performs better than the extended Kalman in this application. This is believed to be the first application of the statistically linearized filter to a practical dynamics problem. A sensitivity analysis is performed to demonstrate the relative insensitivity of this filter to modeling errors and approximations.  相似文献
