The ways in which environmental priorities are framed are varied and influenced by political forces. One technological advance--the proliferation of government open data portals (ODPs)--has the potential to improve governance through facilitating access to data. Yet it is also known that the data hosted on ODPs may simply reflect the goals and interests of multiple levels of political power. In this article, I use traditional statistical correlation and regression techniques along with newer natural language processing and machine learning algorithms to analyze the corpus of datasets hosted on government ODPs (total: 49,066) to extract patterns that relate scales of governance and political liberalism/conservatism to the priorities and meaning attached to environmental issues. I find that state-level and municipal-level ODPs host different categories of environmental datasets, with municipal-level ODPs generally hosting more datasets pertaining to services and amenities and state-level ODPs hosting more datasets pertaining to resource protection and extraction. Stronger trends were observed for the influences of political conservatism/liberalism among state-level ODPs than for municipal-level ODPs. 相似文献

The luminescence center energy transfer, crystal field strength, and covalency are limited by the crystal structure of the host and subsequently affect the luminescence efficiency, color, and intensity. Here, we report an excellent red phosphor BaLaLiWO6:0.40Eu3+ and the dependence between symmetry and luminous performance. A model for changing symmetry is drawn by analyzing the Coulomb potential and structure for the application of a double-perovskite phosphor BLLWO: Dy3+, Eu3+ in white light LEDs. The addition of Dy3+/Eu3+ makes the W-O bond formed by the B-site and oxygen ion longer and the Li-O bond shorter, and the difference between the eight octahedral around the A-site is reduced, increasing the symmetry of the A-site. Local symmetry was successfully modulated by changing the Eu3+ concentration to control the Y/B ratio of Dy3+ and the R/O ratio of Eu3+ and smoothly achieved (0.382, 0.373) warm white light color coordinate. The phosphor has excellent thermal stability and still has 92.3% intensity at 475 K. The above results show that the wavelength composition of the luminescence is tunable by changing the symmetry of the environment in which the doped ions are located. Based on the nondestructive test data of operating railway tunnels in China, this paper summarizes the basic characteristics of the complex contact behavior between the rock mass and lining structure. The contact modes are classified into dense contact, local non-contact, and loose contact. Subsequently, the corresponding mechanical model for each contact mode is developed according to its mechanical characteristics using the complex variable method. In the proposed mechanical model, a special algorithm is introduced to detect whether the local non-contact zone is re-contacted. Besides, a novel conformal mapping method is also proposed to accurately calculate the mechanical response of the concrete lining. Finally, the accuracy of the proposed method is verified by comparing it with the finite element method (FEM). Several parameter investigations are conducted to analyze the effects of different contact modes on the rock–lining interaction. The results show that: (i) the height of the local non-contact area does not have a significant effect on the contact stress distribution if no re-contact occurs; (ii) backfill grouting can reduce the local stress concentration caused by poor contact modes; and (iii) reducing the friction coefficient of the interface can lead to a more uniform distribution of internal forces in the concrete lining. 相似文献

Nymphoides peltatum (NP) is exploited as a novel feedstock for biomethane production via anaerobic co-digestion with waste sludge (WS). Batch experiments are conducted under mesophilic condition at NP/WS of 1/3, 2/2, 3/1, 0/4 and 4/0 based on volatile solids (VS). Prior to anaerobic digestion (AD), NP undergoes only natural drying and grinding. The maximum net cumulative methane yield (265.16 mL CH4·g VSadded?1) and the highest gross VS removal rate (56.12%) are obtained at NP/WS of 1/3. The kinetic analysis by the modified Gompertz model fit hinted that 28 days is adequate for methane recovery and co-digestion significantly accelerates the digestion rate. Synergetic effect is corroborated to exist in co-digestion due to amiable conditions in term of total ammonia nitrogen, free ammonia, pH, volatile fatty acids and total alkalinity. High-throughput 16S rRNA pyrosequencing reveals that Bacteroidetes, Firmicutes, Methanosarcina and Methanosaeta are conducive to AD of NP. 相似文献

社区识别技术是公共安全领域潜在危害行为预警预测和已发生危害行为追踪溯源的基础,针对传统社区识别算法将社区视作单一集合而无法描述社区主次成员的问题,提出一种基于动态距离的模糊社区识别算法。该算法将传统的单一社区结构划分为核心区域和边际区域,以边际区域来描述社区的模糊区间。该算法首先将网络设想为动态演变模型,网络中的任意节点均会与其他节点产生互动,互动将改变各节点间距离,距离也反过来影响互动。在阈值的界定下,受到多个社区吸引的节点被划分到边际区域,最终距离分布趋于稳定,各个社区结构得以显现。通过对比实验验证了CDFDD算法在社区识别上的有效性。 相似文献

Few jurisdictions have translated internationally agreed social impact assessment (SIA) principles into statutory provisions. Governments and regulatory bodies tend to provide developers with high-level frameworks, or require that social impacts be ‘considered’, without specifying how this is to be done. In Australia, this lack of clarity leaves all parties uncertain about requirements for SIA. The New South Wales (NSW) Government’s 2017 release of the SIA guideline for State-significant mining, petroleum and extractive industry development represents an attempt to clarify requirements and provide guidance. In this paper, we describe the process of bringing this guideline to fruition from the perspective of being directly involved in its development, and highlight the challenges involved in integrating leading-practice principles into the state’s pre-existing policy framework. While the guideline represents a significant advance in policy-based SIA guidance, some aspects leave room for improvement. The real test of the guideline’s impact will lie in its influence on SIA practice in NSW, and ultimately in social outcomes for communities affected by resources projects. 相似文献
