Partnering is increasingly being used on construction projects. Partnering involves the parties to a construction project working together in an environment of trust and openness to realise the project efficiently and without conflict. Using a UK-wide postal questionnaire survey, the opinions of different types of organisation — consultants, contractors, and clients were assessed in relation to the success factors and benefits of partnering. The study shows that UK contractors and clients are more positive about partnering than consultants. The research also indicates that certain requirements must be met if partnering is to succeed. In particular, trust, communication, commitment, a clear understanding of roles, consistency and a flexible attitude are necessary. It is recognised that nothing will change without considerable effort from all parties. Respondents believe that partnering can bring significant benefits, including fewer adversarial relationships and increased end-customer satisfaction, to the construction industry if all parties involved in a project strive for its success.  相似文献

Trust and conflict are inherent issues of any organizational arrangement and central for knowledge sharing; yet they have received limited attention in the literature. In this paper, we undertake an investigation of both phenomena within the context of virtual alliances. A generic framework for understanding the dynamics of trust and conflict within the context of virtual inter-organizational arrangements is presented, followed by an examination of three distinct structural forms of virtual alliances, and strategies for generating trust and minimizing dysfunctional conflict. We introduce an algorithm for sample positioning in a planar triangle, which can be used to make numerical integration of an arbitrary function defined on it. This algorithm has some interesting properties which make it suitable for applications in the context of realistic rendering. We use an adaptive triangle partitioning procedure, driven by an appropriate measure of the error. The underlying variance is shown to be bounded, and in fact it can be controlled, so that it approaches the minimum possible value. We show results obtained when applying the method to irradiance computation, in the context of final-gather algorithms. We also describe a C++ class which offers all required functionality, and we made available its source code.  相似文献

A distributed approach is shown to coordinate the motions of transport tables for the cellular warehouse problem. In this approach, the tables are considered to be autonomous agents, and a built-in behavior function given by artificial neural networks (ANNs) and the evolved problem-oriented connection weights navigate the agents to their specified goals. To determine the agent to be moved, a measure of the priority to move is introduced. We show that distributed agents with the learned behavior function and the negotiation value perform a similar strategy to a “serializable” solution forN-puzzle problems, which provides a good heuristic strategy for large-scale problems. This paper reviews the effect of devolution on housing policy and practice in Northern Ireland. It outlines the history and context of devolution and housing policy in Northern Ireland, including the legacy and persistence of intense social conflict. Current devolution arrangements are reviewed, including the implications of enforced coalition for policy governance. The paper focuses on three dimensions of housing and housing-related policy development and implementation: social housing, especially the distinctive history and changing organisation of social housing provision; policies affecting the housing market, including the changing regime for spatial planning; and, regeneration and tenant participation. The paper argues that housing policy has tended to converge with policies in England, rather than moving towards a distinctively local agenda. Local political agendas remain dominated by disagreements over constitutional status thus policy formulation is determined more by officials than by elected politicians.  相似文献

Interpersonal conflict and user requirements uncertainty are pervasive phenomena that plague information systems projects. Relevant literature indicates that interpersonal conflicts can negatively affect information system (IS) projects, even after controlling for the effects of conflict management and resolution. However, the negative emotional characteristics of conflict alone have limited explanatory power with regard to IS project success. The purpose of this study is to provide additional insights into this phenomenon by examining the impact on IS project performance made by the interaction between interpersonal conflict and requirement uncertainty (which comprises both diversity and instability). The authors surveyed the top 1600 companies in Taiwan and the results revealed that requirements instability would lead to potential interpersonal conflict and interpersonal conflict was directly associated with requirements diversity which, in turn, was negatively associated with final project performance.  相似文献

Buildings are part of the built environment in which many activities are performed. One of the critical part of a development process is the physical construction of the proposed facility. As such an efficient construction process is invaluable. Moreover, due to the inherent divergence in interest, conflict among the contracting parties appears inevitable. Escalating conflict level may turn into psychological struggles between the contracting parties and manifests as dispute. The unfortunate outcomes are loss of productivity and increase in cost of construction. This paper describes the dynamic change in construction conflict behavior based on the catastrophe theory. How conflict behavior is affected by conflict level is first discussed. As such a catastrophe model of construction conflict behavior with tension level, behavioral flexibility as control variables is proposed. It is suggested that conflict is positively correlated to the tension level among the project team and subject to the moderating effect of the behavioral flexibility displayed by the project team members. The model suggests a sudden jump in conflict level will occur when tension reaches a threshold. Once this happens the conflict level will not subside even the tension level returns to the threshold just reached. The proposed model was tested by an empirical study that affirms: (1) The appropriateness of the use of tension and behavioral flexibility as control variables; (2) catastrophe model is a better fit to describe construction conflict behavior than the linear and logistic model; and (3) the bimodal nature of construction conflict behavior. The model reinforces the conventional wisdom of ‘prevention is better than cure’ as far as construction conflict resolution is concerned.  相似文献

首先构建基于多Agent的车间管理信息系统。针对车间中常见的资源冲突问题,建立基于多Agent合作的冲突消解模型,并将PERT/CPM方法引入到多Agent系统的冲突分析过程,根据竞争同一资源的不同Agent的任务在PERT图上的位置关系,对冲突进行分类,并给出相应的冲突消解策略。最后以NCP-CP冲突为例,介绍整个系统的实现过程。  相似文献
