Many victims of sexual assault and sexual abuse seek justice through the courts. This study explored disjunctures in the perceptions of two key groups of professionals, agents of the court and victim therapists/advocates, regarding the role, experiences and outcomes for victims of sexual violence in the criminal justice system. Concerns are expressed that their divergent views shape the expectations of victims, potentially contributing to disappointment and a sense of re-victimization.  相似文献

ABSTRACT

This article investigates how regulation related to maintaining state registration and tax beneficial status affects professionalisation, covering paid staff and volunteers with specialist skills, of political parties, advocacy groups and service providing organisations. The article fills a gap in the literature which until now has been mainly concerned with the influence of state funding on professionalisation. To study the consequences of first-time exposure to reporting requirements, eight organisations in two contrasting regulatory regimes, UK and Norway are analysed, on the basis of extensive documents and a series of semi-structured interviews with different organisational actors. The study finds that organisations – irrespective of type - exposed to constraining regulation adjust to reporting requirements through recruitment of specialised personnel. Organisations’ financial capacity determines whether the organisation professionalises by taking on specialist volunteers or by taking on paid staff. The study demonstrates the pervasive impact of regulation on organisational maintenance of voluntary membership organisations in contemporary democracies.  相似文献

Germany is an exemplary case of an energy transition from nuclear energy and fossil fuels toward renewables in the electricity sector, but it also demonstrates repeated, increasingly successful countermobilization by energy incumbents and their allies. The course for Germany's energy transition was largely set with the adoption of a feed‐in tariff law in 1990, but since then the energy transition has been altered by a series of policy‐making episodes, each of which was shaped by the outcomes of the previous episodes; there has been a combination of reinforcing and reactive sequences. This article uses policy windows and advocacy coalition theory, supplemented by work on resistance to carbon pricing, to analyze the four periods in which opponents of the energy transition had the greatest opportunities to limit or reverse it. It makes three main arguments intended to influence future research on energy transitions: (1) episodes of opposition to the feed‐in tariff policy occurred when problem awareness and political commitment converged, (2) the outcomes of those conflicts depended on the balance of mobilization by advocacy and opposing coalitions, and (3) rising household costs due to the renewable energy surcharge drove both problem awareness and the composition of the opposing coalition, which helped lead to a more far‐reaching retrenchment of renewable energy policy in 2014 than in earlier periods.  相似文献

This article integrates previous research on NGO behaviour with economic theory on collective action to create a generalizable and predictive model of advocacy campaign growth. It identifies three types of goods which NGOs may pursue in advocacy: unlimited, non-rival (public) goods; rival and excludable (private) goods; and rival but non-excludable goods. It then models an individual NGO’s decision to (not) join an existing advocacy campaign using a cost-benefit analysis conditioned by the presence or absence of competition for the good(s) sought by the NGO. This model of individual behaviour forms the basis for predicting collective action among NGOs with varying cost structures and pursuing a variety of rival and non-rival goods. The theory is illustrated using two cases of NGOs campaigning on World Bank policy.  相似文献

Any democratic society requires mechanisms for citizens to have effective political voice. Clearly, political parties provide a key channel for expressing views and preferences. However, organised interests provide another important mechanism for such representation. A crucial question in this regard is whether the interest group system is capable of ensuring the representation of a variety of public and private interests. Resolving these debates requires data that map the terrain and also are attentive to organisational diversity. This article takes up this challenge through exploring the composition and diversity of the Australian system of organised interests, using a new data set based on the Directory of Australian Associations. This system‐level approach delivers important insights into the nature of the Australian interest group system, as well as provides a framework for subsequent work interpreting and contextualising advocacy activities of particular groups, or lobbying dynamics in specific policy domains.  相似文献

This study reports findings from interviews with 242, primarily African American, battered women in Detroit. Most of the women rated domestic violence advocacy as very or somewhat helpful. Satisfaction with police and receiving referrals from the legal system were significantly associated with ratings of advocates helpfulness. Receiving information, being emotionally supported, and having advocates readily available and accessible were the most common reasons why women rated advocates as helpful. Women who gave advocates low helpfulness ratings described them as unavailable, unsympathetic, or ineffective in legally sanctioning abusers. Less than half of the women who experienced severe violence in the focal incident reported that advocates helped them with safety planning, and there was a low rate of follow-up on referrals provided by advocates. This analysis suggests that advocacy can be satisfying for urban, African American women, but more intensive services should be provided to make a significant contribution to their safety.  相似文献

This article studies the formation of a local Creative Placemaking (CPM) policy network based on the Advocacy Coalition Framework (ACF) and social capital perspective of policy networks. This article hypothesizes that policy beliefs, policy learning, social capital, and the perceived risks induced by defections, as well as macro-level changes in the broader political and socio-economic system, influence partner selection in the local CPM policy networks. The study collected survey data from policy actors participating in the Franklinton CPM-catalyzed revitalization project in Columbus, Ohio. An exponential random graph model (ERGM) was applied to test the hypotheses. The findings partially support the hypotheses: policy learning, certain secondary policy beliefs, and risk perceptions of changes in economic and political factors are correlated with tie formation. The reciprocity-driven bonding structure underlies the Franklinton CPM policy network, suggesting that policy actors perceive the Franklinton CPM policy network as a high-defection-risk network. This study has implications for policy makers in designing engagement strategies to better involve stakeholders holding different beliefs and occupying different network positions.  相似文献

Abstract

Existing nonprofit advocacy literature has overwhelmingly focused on explaining what factors affect nonprofit participation in policy advocacy, while paying little attention to examine the effectiveness of such advocacy efforts. This study aims to address this limitation through asking a research question: what brings about effective nonprofit advocacy? Based on a multidimensional framework of effectiveness, this study applies a configurational approach of Qualitative Comparative Analysis (QCA) in theory building to identify the causal configurations and their elements leading to effective advocacy. The results of fuzzy set QCA (fsQCA) analysis confirm two propositions: first, the configuration or combination of multiple conditions, including organizational attributes, institutional environment, strategies and tactics, generates effective nonprofit advocacy. Second, there are equifinal multiple causal configurations that result in the same degree of advocacy effectiveness. This study contributes to the literature with a fresh theoretical perspective and a novel methodology to understand nonprofit advocacy effectiveness. It also has significant practical implications for nonprofit leaders to more effectively advocate policy change.  相似文献
