国家林业局赴美国人力资源管理培训团学习考察报告

国家林业局人力资源管理培训团于2013年12月赴美国进行了为期21天的培训。培训团集中学习了美国林业系统专业人才培养和管理、林业系统人力资源的开发使用、吸引优秀林业专业人才的措施办法、人力资源管理与信息技术应用等培训课程。同时,围绕林业人力资源管理工作的具体做法、成效、经验等进行了实地考察和深入交流。通过培训、走访交流和实地考察,全团对美国林业及其人力资源管理方面的做法、经验有了一些初步了解。美国人力资源管理机制经过长期的运行、改善,其管理制度、机制沉淀下了许多可供我们学习的东西。学习他们的理念、做法、经验,对于促进我国林业人力资源管理的改革与发展能够起到很好的借鉴作用。     

中国生态农业发展模式选择——基于发达国家的比较视角

基于对生态农业特征及国外生态农业发展成功经验的分析,比较美国和中国生态农业发展现状、模式和经验,结合中国农业实践,提出了中国生态农业发展模式和对策。     

The impact of climate change on maize yields in the United States and China

This study analyzes the impacts of climate change on maize yields using an econometric model that incorporates climate, economic, and technology variables. The major finding is climate change will not universally cause negative impacts of maize yields in the United States and China. The results of a simulation of climate change on maize yields over the period 2008-2030 show that a combination of changes in temperature and precipitation can either bring positive or negative effects on maize yields. Furthermore, variation in regional climatic and economic conditions makes the impacts of climatic change on maize yields substantially different in different regions. In this research, the impacts of climate change on maize yields are not simply examined by climate factors. Economic and technology adaptation effects on maize yields are also incorporated. Thus, even with significant changes in climate conditions that alter the maize crop’s growing environment and affect crop yields, a decrease in maize supply due to a decrease in maize yields would lead to an increase in the maize price, which in turn would induce farmers to add more investments in production inputs to raise yields. Thus, the decrease in actual yields may not be as dramatic as predicted in only climate factor considered cases. In this research, findings gained from the study can be used for early-staged policymaking decisions and advanced problem prevention programs. To ensure the continuous increase in maize yields in the future, further studies and research, as well as efficient environmental policies and actions are required.

在汤加王国种植蔬菜的尝试及技术体会

通过“中汤合作”援外项目,在南太平洋岛国—汤加王国,成功种植了九大类65个蔬菜品种,并首次攻克了当地夏季不能生产蔬菜的难题。针对汤加王国气候特点,提出蔬菜生产中防强日照、防虫及控制徒长的技术措施,为我国蔬菜生产技术走出国门,帮助经济欠发达国家发展蔬菜生产,起到示范和带动作用。     

Understanding agri-food networks as social relations

Actor network theory and supply chainmanagement theory provide suggestive researchdirections for understanding regional agri-foodnetworks. These theories claim that relationshipsbased upon trust and cooperation are critical to thestrength and vitality of the network. This means thatexploring and detailing these relationships among thesuppliers, producers, workers, processors, brokers,wholesalers, and retailers within specific regionalgeographies of these networks are critical forfurthering cooperation and trust. Key areas ofcooperation include resource sharing andapprenticeship programs. Employing food networks as akey unit of contextual analysis will deepen ourunderstanding of how to enhance their resiliency andvibrancy. Important questions can be raised about thedifference gender makes for farmers, brokers,entrepreneurs, and workers in local food networks.     

美国土壤信息系统的发展及其启示

考察了美国土壤信息系统的发展过程 ,总结了其发展的经验教训 ,在此基础上对我国土壤信息系统发展面临的问题进行了深入剖析 ,并提出了相应的发展建议     

ESTABLISHMENT OF TAI PIN DI COMPREHENSIVE PROTECTING FOREST SYSTEM

<正> A multi-function protecting forest system was planed and arranged elaborately for im-provement of the local ecological conditions and high economical benefit. The system in-cludes level farmland shelter belt network, hillside farmland shelter belt network, stereoscop-ic sparse-wood pasture, erosion control fuel forest, fast growing commercial forest, eco-nomical forest, salt-soda controlling project and salt-soda protecting forest on salt-sodaland, ect..     

猪鸡联养研究

研究表明笼养肉鸡的鸡粪中粗蛋白含量比平面养的高１６．４７个百分点，而粗纤维低９．１２个百分点。用鸡粪喂猪，其饲料报酬同加入鸡粪的比例呈正相关，如日粮中添加３０－６０％鸡粪，其饲料报酬提高１５．３２－５５．３２％；同样加入４０％鸡粪喂猪，鸡粪经发酵的饲料报酬又比不发酵的高９．６２％。为使育肥猪得到较好的增重，还应将日粮的营养水平调整到接近饲养标准，猪鸡联养规模，一个专业户一次批量以肉鸡１０００－１５００羽，联养生猪１０－２０头为宜。
