厘清耕地养老保障功能的时空演变,为新时代农村土地保障功能提供科学判断。把拥有承包权的耕地看作农户的一项资产,利用1986—2015年农村固定观察点中近61万份农户资料,分别从全国和省级尺度揭示耕地养老保障功能的演变规律,为完善农村养老保障体系提供参考。结果显示:按1986年不变价,全国层面上,人均耕地养老保障价值从550元/年降至150元/年,研究期内降幅达到72%。20世纪80年代,农民依靠承包耕地能够满足家庭老年居民的养老支出;1994年其价值已无法支撑老年居民消费,此后养老需求的缺口不断扩大。省际层面上,研究期内各省份耕地的养老保障价值均呈现下降趋势,且省际间存在明显差异;养老需求的缺口不断扩大,其中东南沿海、长江沿线地区尤为突出。耕地养老假说已失去其基本论据,依靠耕地无法满足农村老年居民的养老支出。农村养老保障必须建立在公共社会保障体系的基础上,而不能再指望农户家庭拥有的少量耕地,政府应加强农村养老服务的建设。 相似文献

提出了一种面向多无人机(unmanned aerial vehicle,UAV)协同搜索海上目标任务的航路优化方法。首先,分析多无人机协同航路优化问题的基本要素模型。然后,在对各UAV独立维护的目标概率图信息进行探测更新的基础上,采用状态预测一致性算法实现目标概率图信息的快速融合。最后,同时考虑局部搜索收益与未来搜索收益,采用分布式模型预测控制(distributed model predictive control,DMPC)方法优化各UAV的搜索航路。仿真结果表明,本研究提出的方法具有较高的搜索效率,可有效应用于海上目标的快速搜索任务,具有重要的应用价值。 相似文献

Responses to abiotic and biotic stresses that potentially drive the vertical zonation of the intertidal lichens Hydropunctaria maura, an upper littoral lichen, and Wahlenbergiella mucosa, a lower littoral lichen, were investigated in field and laboratory experiments. When transplanted, both lichens exhibited an inability to survive outside their normal vertical distribution range. W. mucosa appeared to be unable to tolerate prolonged periods of desiccation following translocation from lower to upper littoral regions, whereas H. maura was unable to survive in lower littoral zones possibly owing to increased grazing pressure. The effect of desiccation in both lichens was compared using pulse amplitude modulated chlorophyll fluorescence and infra‐red gas analysis; results indicated a more hydration‐dependent nature of W. mucosa. Photosynthetic (algal) pigments and phenolic compounds were determined in both lichen thalli, and a range of additional coastal lichens occupying a natural gradient from upper to lower shore levels. Pigment composition and concentration in both lichen thalli were similar whereas levels of phenolic compounds were up to three times higher in W. mucosa than H. maura. Pigment and phenolic concentration and composition exhibited some seasonality across 13 different lichens originating from different shore levels. Phenolic concentration increased towards the lower shore, suggesting a potential anti‐herbivory function. This marks the first study of pigments and phenolics in coastal lichen communities, and prompts further investigations on the particular physiological features of marine and maritime lichens that enable them to thrive in this extreme environment. 相似文献

Stable carbon isotopic composition of ethane and propane over the western North Pacific and eastern Indian Ocean between 31°N
and 26°S was investigated from February through March 2004. The isotopic composition of ethane ranged from −28 to −18‰ and
showed a gradual increase from north to south. Conversely, that of propane was between −31 and −24‰; it showed no systematic
latitudinal variation. Investigation of the ethane/propane ratio indicates that ethane and propane that originated from northern
mid-latitude countries in the eastern part of Eurasia were both transported into the western North Pacific region. However,
the results of the isotopic analyses indicate the contribution of oceanic emission to the atmospheric propane during transport,
although that contribution can not be discerned for ethane. A ship based stationary observation conducted in the western equatorial
North Pacific showed that the isotopic composition of ethane varied from −25 to −19‰ and showed clear systematic diurnal variation:
propane ranged between −32 to −26‰ and no such isotopic diurnal signal was observed. The diurnal variation for ethane is explained
by entrainment of free tropospheric air, whereas the variation for propane was influenced by oceanic emissions as well as
the entrainment. The contribution of oceanic emissions to the atmospheric propane inventory was considered from our isotopic
observation. Isotopic composition of dissolved propane is estimated to be less than −38‰, and the contribution up to 79% was
calculated when the isotopic composition of dissolved propane is assumed to be −40‰. Our study demonstrates that isotopic
analysis can be more useful than ratio-based analysis to improve our present understanding of transport processes, especially
for impact of the oceanic emissions on the atmospheric distribution of low level C2–C5 non-methane hydrocarbons such as propane in the remote marine atmosphere. 相似文献

While some non-profits have suffered under the political and economic pressures of neoliberal urban governance reform, others have emerged as important institutional players in local governance regimes. This article highlights how non-profits food banks in Chicago have commercialized in order to respond to increased demand, enhance their institutional independence from government, and reassert their local dominance in emergency food service delivery. From a food bank member agency perspective, the consolidation of food bank institutional power has produced new bureaucratic limitations, user fees, and increased competition. These shifts reveal the rise of metropolitan food banks as important players in neoliberal urban governance regimes, as they control the conceptualization of hunger, management of poverty, and organization of food distribution systems. 相似文献
