Capital budgeting in information systems development

The results of an empirical study on the current usage of capital budgeting techniques for evaluating, terminating, and auditing information system investments are presented. Findings based on 134 senior MIS personnel and management executives indicate that capital budgeting has little impact on IS investment, and simple techniques such as payback period and cost benefit ratio are preferred over more sophisticated discount cash-flow models. Problems with cost and return estimations are shown to be the key factors that limit their use. It is suggested that the decision authority varies according to the project value and the type of decisions being undertaken.     

Justifying multimachine systems: An integrated strategic approach

Current problems in justifying multimachine systems are analyzed and an integrated framework is developed in which both strategic and tactical considerations are included. At the strategic level the tools for project selection are reviewed, followed by the economic analysis normally required for these systems. Special tools, notably simulation, are illustrated through an example situation.     

Machine tool justification policies: Their effect on productivity and profitability

The primary purpose for the existence of business in the United States is to create profits for their owners. A major factor in determining a firm's profit level is the extent to which it uses the available manufacturing technology. Therefore, an organization's policy concerning capital equipment purchases (primarily machine tools) will have a direct effect on the firm's profitability, productivity, and ultimately its competitive stature.It is the purpose of this study to determine the effect of the methods being used to analyze potential machine tool investments on profitability and productivity. The methods used to analyze these investments are hereafter referred to as justification policies.This report is divided into three sections. The heart of this study is a survey that was developed specifically for this study. The first section of this report details the purpose and formulation of this survey. The second section includes the survey results and interpretations. The final section offers an example of an optimal justification policy and compares the effect of using this policy on productivity versus the justification policies currently being used in industry.     

激活历史密码 再现古都史脉 ——安徽凤阳“明中都”新传统建筑设计记思

在众多历史文化名城中,城市迅猛发展大大促进了新城区的开发。如何在新城建设中延续文脉,塑造有历史底蕴的新建筑？一直是城市建设者思考与探索的问题。本文以安徽凤阳明中都文化旅游中心、非遗展示中心、云霁社区活动中心三组新传统建筑设计实践为例,以三组新建筑的选址与明中都城之三座祭祀祠庙之间的内在联系为契机,探索三者在明中都、清凤阳府、凤阳县的各时期城市形态变迁中的史脉变化,思考在此类独具特色的历史文化名城建设中,应如何溯城脉,塑造融合传统与当下的新城区建设格局;探索应如何理史脉,顺文脉,选择适宜建筑语言,再造融合史脉传承与场所精神的新传统建筑。凤阳县三组新传统建筑的设计实践,就是对激活历史密码,彰显历史城市史脉、城脉、文脉的一次尝试。     

Economical evaluation of the fluoride removal by nanofiltration

Economic evaluation was carried out for a plant of fluoride removal by nanofiltration having a capacity of 2400 m³/d (100 m³/h) corresponding to a water consumption for 50.000 capita following the Moroccan considerations in rural medium. The design of this plant was carried out for the predetermined optimized conditions corresponding to a recovery rate of 84%, a fluoride rejection of 97.8% and a pressure pump of 10 bar. The capital cost was estimated to 748,003 € and the calculated operating cost to 0.212 €/m³. These costs were briefly compared to other ones.
