ABSTRACT: Many analysts argue that important structural conditions exist that discourage city governments from engaging in redistributive policy, especially programs that create direct costs for private developers. Labeled the limited city argument, this logic concludes that only cities with sufficient levels of economic and fiscal well-being can afford to impose upon private developers to meet social needs. Using survey data from 133 cities with populations over 100,000, this paper examines land use regulations that impose obligations or restrictions on the private sector to promote low income housing. The data suggest that the limited city argument is only part of the explanation. The use of regulatory housing policy is also correlated with measures of need and low income housing advocacy. 相似文献

A three-dimensional (3D) computational fluid dynamics (CFD) model of a contact tank is presented in this paper. The model results are compared against 3D velocities and flow through curve (FTC) data, representing a tracer concentration profile, from a 1:8 scale physical model. The objective is to demonstrate that CFD models can simulate both the FTC and the 3D velocity field quite well. Simultaneous validation of velocities and FTC is important in ascertaining the predictive capabilities of CFD models, as physical model studies indicate that different baffle arrangements can lead to similar FTCs. Therefore, a good prediction of only FTC, as presented in previous 3D CFD model studies, does not necessarily imply a correct simulation of the flow field. 相似文献

BACKGROUND: Transillumination of the soft tissue of the neck using a lighted stylet (lightwand) is an effective and safe intubating technique. A newly designed lightwand (Trachlight) incorporates modifications to improve the brightness of the light source as well as flexibility. The goal of this study was to determine the effectiveness and safety of this device in intubating the trachea of elective surgical patients. METHODS: Healthy surgical patients were studied. Patients with known or potential problems with intubation were excluded. During general anesthesia, the tracheas were intubated randomly using either the Trachlight or the laryngoscope. Failure to intubate was defined as lack of successful intubation after three attempts. The duration of each attempt was recorded as the time from insertion of the device into the oropharynx to the time of its removal. The total time to intubation (TTI), an overall measure of the ease of intubation, was defined as the sum of the durations of all (as many as three) intubation attempts. Complications, such as mucosal bleeding, lacerations, dental injury, and sore throat, were recorded. RESULTS: Nine hundred fifty patients (479 in the Trachlight group and 471 in the laryngoscope group) were studied. There was a 1% failure rate with the Trachlight, and 92% of intubations were successful on the first attempt, compared with a 3% failure rate and an 89% success rate on the first attempt with the laryngoscope (P not significant). All failures were followed by successful intubation using the alternate device. The TTI was significantly less with the Trachlight compared with the laryngoscope (15.7 +/- 10.8 vs. 19.6 +/- 23.7 s). For laryngoscopic intubation, the TTI was longer for patients with limited mandibular protrusion and mentohyoid distance, with a larger circumference of the neck, and with a high classification according to Mallampatti et al. However, there was no relation between the TTI and any of the airway parameters for Trachlight. There were significantly fewer traumatic events in the Trachlight group than in the laryngoscope group (10 vs. 37). More patients complained of sore throat in the laryngoscope group than in the Trachlight group (25.3% vs. 17.1%). CONCLUSIONS: In contrast to laryngoscopy, the ease of intubation using the Trachlight does not appear to be influenced by anatomic variations of the upper airway. Intubation occasionally failed with the Trachlight but in all cases was resolved with direct laryngoscopy. The failures of direct laryngoscopy were resolved with Trachlight. Thus the combined technique was 100% successful in intubating the tracheas of all patients. 相似文献

Cell phones are a pervasive new communication technology, especially among college students. This paper examines college students’ cell phone usage from a behavioral and psychological perspective. Utilizing both qualitative (focus groups) and quantitative (survey) approaches, the study suggests these individuals use the devices for a variety of purposes: to help them feel safe, for financial benefits, to manage time efficiently, to keep in touch with friends and family members, et al. The degree to which the individuals are dependent on the cell phones and what they view as the negatives of their utilization are also examined. The findings suggest people have various feelings and attitudes toward cell phone usage. This study serves as a foundation on which future studies will be built. 相似文献

This article reviews the evidence and theory pertaining to a form of perspective-taking failure--a difficulty in setting aside the privileged information that one knows to be unavailable to another party. The authors argue that this bias (epistemic egocentrism, or EE) is a general feature of human cognition and has been tapped by 2 independent and largely uncommunicating research traditions: the theory-of-mind tradition in developmental psychology and, with more sensitive probes, the "heuristics and biases" tradition in the psychology of human judgment. This article sets the stage for facilitating communication between these traditions as well as for the recognition of EE's breadth and potential interdisciplinary significance. The authors propose a life-span account and a tentative taxonomy of EE; and they highlight the interdisciplinary significance of EE by discussing its implications for normative ethics. Poly(2,4‐dimethyl‐1,4‐phenylene oxide) (PPO), poly(benzo[1,2‐d:5,4‐d′]bisoxazole‐2,6‐diyl‐1,4‐phenylene) (PBO) and poly(benzo[1,2‐d:4,5‐d′]bisthiazole‐2,6‐diyl‐1,4‐phenylene) (PBZT), which are polymers with extended conjugated structures, undergo a self‐sensitized photo‐induced electron‐transfer reaction. A second component is not required. This article presents many similar observations on these polymers when they are exposed to light and evidence to support the proposed photo‐induced electron‐transfer mechanism. Methods to stabilize these polymers against photo‐oxidation are also described. Workers investigating other conjugated polymeric systems may find the experimental methods, observations and polymer stabilization approaches discussed in this review useful. In industrial fluid cokers the feedstock, consisting of heavy bituminous hydrocarbons, is atomized with steam and injected into a hot fluidized bed of coke. Good and uniform contact of the liquid droplets with the solid particles is required to provide heat for the cracking reactions while minimizing mass transfer effects. Experiments in a pilot plant coker have suggested that the initial particle/liquid mixing, in the spray jet, is rather poor. Experiments in a X-ray scanner showed that liquid droplets and entrained particles accumulate just below the tip of the jet plume to form agglomerates.An experimental technique was used to quantitatively determine the quality of mixing with a variety of nozzle configurations including several novel designs. By improving spray stability, redistributing liquid droplets to the solids-rich region of the jet and increasing the surface area of the gas-liquid jet-fluidized bed interface, liquid/solid contact is improved. 相似文献

The synthesis of a p‐toluidine/formaldehyde (PTF) resin was performed, and the effects of the molar ratio of the individual monomers and the polymerization conditions on the structure of the PTF resin were studied. Fourier transform infrared and 13C‐NMR spectra were used to characterize the PTF. Wide‐angle X‐ray diffraction patterns revealed the crystalline structures of various PTFs. Polarized optical microscopy revealed that the molar ratio of the monomers had a strong effect on the crystalline morphologies. A longer polymerization time turned out a polymer with a higher intrinsic viscosity and molecular weight, which led to differences in the proton conductivity. All of the PTFs showed a higher proton conductivity than a commercial Nafion membrane at 90–100°C and 0% relative humidity. The proton conductivity of the PTF series could be improved by sulfonation with sulfuric acid and could be maintained after blending with polyurethane. Pure methanol could be used as a fuel source because of the insolubility and nonwetting properties of PTF in methanol to increase the output current density for a PTF membrane electrode assembly. © 2007 Wiley Periodicals, Inc. This paper reports off-lattice Monte Carlo simulations of highly-branched comb homopolymers weakly adsorbed on a flat, featureless surface showing only covolume and dispersion interactions with the adsorbate. A minimal coarse-grained model, described by hard spheres connected by harmonic springs, was employed. The interaction energy of the adsorbed combs and linear chains is first discussed as a function of the molecular mass and of the number of beads in contact with the surface. The molecular size is then investigated as a function of backbone length and branching density at a fixed arm size. The apparent swelling exponents of the adsorbed combs are larger than those of the corresponding linear chains, and much larger than that of the free molecules. This result indicates a surface-induced stiffening of the comb backbone, further studied through the persistence length lpers. It is found that lpers increases upon adsorption over the free-molecule value, more so the larger is the branching density. Finally, the thickness of the adsorbed layer, the surface-induced molecular anisotropy and the molecular aspect ratio are investigated as a function of branching density and molecular mass. 相似文献
