In most industrialized countries, the end of the Cold War marked a change in focus from preparedness for war to an increasing focus on civil society's own vulnerability and safety. To meet new threats and changing risks, there is also a need for new analytical concepts. Societal safety is a concept developed in Norway during the last decade. It could be defined as: ‘The society's ability to maintain critical social functions, to protect the life and health of the citizens and to meet the citizens' basic requirements in a variety of stress situations’. It aims to be a systematic approach for understanding, mitigating and responding to social problems such as extraordinary stresses and losses, interferences in complex and mutual dependent systems, or lack of trust in vital social institutions. Future threats to society are not limited to specific sectors or areas, but stem from complex interactions amongst economic, technological, social and cultural factors. Thus, the main challenges to improve societal safety will be the ability to coordinate, organize and assign clear roles to different actors at the international, national and local levels. Societal safety has interfaces with other safety‐related areas such as national security, sustainable development, human security and incident management (handling of isolated accidents, common illness and ordinary criminal acts). Societal safety is, however, a sensitive political issue containing dilemmas and value choices that are hardly possible to perceive or solve as pure scientific problems.  相似文献

Age-dependent impairment in learning and memory functions occurs in many animal species, including humans. Although cell death contributes to age-related cognitive impairment in pathological forms of aging, learning and memory deficiencies develop with age even without substantial cell death. The molecular and cellular basis of this biological aging process is not well understood but seems to involve a decline in the aging brain's capacity for experience-dependent plasticity. To aid in resolving this issue, we used a simple snail appetitive classical conditioning paradigm in which the underlying molecular, cellular, and neural network functions can be directly linked to age-associated learning and memory performance (i.e., the Lymnaea stagnalis feeding system). Our results indicate that age does not affect the acquisition of appetitive memory but that retention and/or consolidation of long-term memory become progressively impaired with advancing age. The latter phenomenon correlates with declining electrophysiological excitability in key neurons controlling the feeding behavior. Together, these results present the Lymnaea feeding system as a powerful paradigm for investigations of cellular and molecular foundations of biological aging in the brain. This study investigated the relationship between reading comprehension development of 389 adolescents in their dominant language (Language 1 [L1], Dutch) and a foreign language (Language 2 [L2], English). In each consecutive year from Grades 8 through 10, a number of measurements were taken. Students' reading comprehension, their linguistic knowledge (vocabulary and grammar knowledge) and processing efficiency (speed of word recognition and sentence comprehension) in both languages, and their metacognitive knowledge about reading were assessed. The relative strengths of the effects of these components of reading were analyzed to distinguish among 3 hypotheses about the relationship between L1 and L2 reading comprehension: the transfer hypothesis, the threshold hypothesis, and the processing efficiency hypothesis. The transfer hypothesis predicts a strong relationship between L1 and L2 reading comprehension and a strong effect of metacognitive knowledge on L2 reading comprehension, whereas the threshold and processing efficiency hypotheses predict a more important role of language-specific knowledge and processing skills. Results support the transfer hypothesis, although language-specific knowledge and fluency also contribute to L2 reading performance. Polycrystalline A1N thin films were deposited by RF reactive magnetron sputtering on Pt(111)/Ti electrode films. The substrates were tilted by an angle ranging from 40 degrees to 70 degrees with respect to the target normal. A low deposition temperature and a high sputter gas pressure were found ideal for tilted growth. The resulting grain tilt angle amounts to about half the substrate tilt angle. For coupling evaluation, 5 GHz solidly mounted resonator structures have been realized. The tilted grain A1N films exhibited a permittivity in the 9.5-10.5 range and loss tangent of 0.3%. Two shear modes as well as the longitudinal mode could be clearly identified. The coupling coefficient k2(eff) of the fundamental thickness shear mode (TS0) was found to be about 0.5%, which is compatible with a c-axis tilt of about 6 degrees.  相似文献

In 7 experiments the authors investigated the locus of word frequency effects in speech production. Exp 1 demonstrated a frequency effect in picture naming that was robust over repetitions. Exps 2, 3, and 7 excluded contributions from object identification and initiation of articulation. Exps 4 and 5 investigated whether the effect arises in accessing the syntactic word (lemma) by using a grammatical gender decision task. Although a frequency effect was found, it dissipated under repeated access to a word's gender. Exp 6 tested whether the robust frequency effect arises in accessing the phonological form (lexeme) by having Ss translate words that produced homophones. Low-frequent homophones behaved like high-frequent controls, inheriting the accessing speed of their high-frequent homophone twins. We present a technique for approximating isotropic BRDFs and precomputed self-occlusion that enables accurate and efficient prefiltered environment map rendering. Our approach uses a nonlinear approximation of the BRDF as a weighted sum of isotropic Gaussian functions. Our representation requires a minimal amount of storage, can accurately represent BRDFs of arbitrary sharpness, and is above all, efficient to render. We precompute visibility due to self-occlusion and store a low-frequency approximation suitable for glossy reflections. We demonstrate our method by fitting our representation to measured BRDF data, yielding high visual quality at real-time frame rates.  相似文献

A series of quench tests on hollow cylindrical specimens made of the machinable ceramic, Pyrophyllite, has been performed. The specimens consistently fractured with two diametrically opposite longitudinal cracks. Finite element analysis indicates that the primary crack occurred at the stage when the strain energy of the cylinder reached its maximum during the thermal transient process, while the secondary crack was caused by stress waves generated following the primary crack. This is supported by experimental observation of the time of fracture and the crack morphology. The work reported here helps to shed light on the fracture criterion for brittle cylindrical components under transient thermal and dynamic loadings.  相似文献
