Policy Imperatives for the International Economy and for Financial Markets in the Emerging World Order

The world economy today is swept by unprecedented rates of change, complexity, interconnectedness, and uncertainty. For the first time since the 1930s, issues of the international economy and financial markets are playing a pivotal role in discussions of foreign and domestic policy. However, even as the revolutionary trends in the international economy and in world finance are in the offing, it is important to realize that the problems of mankind are primarily economic and social, not financial or political. While the trends towards liberalization of economic policies and integration of financial markets might seem to point toward the ultimate triumph of the magic of the market and free enterprise, a little reflection will reveal a number of undercurrents, dilemmas, and difficult choices waiting to be resolved. This article identifies the structural and human dimensions of these challenges in the form of thirteen Policy Imperatives aimed at the creation of modified versions of financial markets to make them more humane and less vulnerable to failure.     

Scenarios for the Indian iron and steel industry

Iron and steel is a key industry in the Indian economy. The author looks at the prospects into the next century and the options facing the industry over the next two decades. New capacity will have to be undertaken but it will undoubtedly be difficult to fund this without external assistance and without diverting resources from other areas. Thus it will be necessary to plan for technological innovation to achieve production objectives, and such technology must be developed in India, or imported and adapted to suit indigenous conditions.     

A note on unbiasedness in ratio estimation

The method of ratio estimation for estimating the population mean ? of a characteristic y when we have auxillary information on a characteristic x highly correlated with y, consists in getting an estimator of the population ratio R = ?/X? and then multiplying this estimator by the known population mean X?. Though efficient, ratio estimators are in general biased and in this article we review some of the unbiased ratio estimators and discuss a method of constructing them. Next we present the Jackknife technique for reducing bias and show how the generalized Jackknife could be interpreted by the same method.     

Optimal estimation of a finite population mean under generalized random permutation models

Employing certain generalized random permutation models and a general class of linear estimators of a finite population mean, it is shown that many of the conventional estimators are “optimal” in the sense of minimum average mean square error. Simple proofs are provided by using a well-known theorem on UMV estimation. The results also cover certain simple response error situations.

高校教师党员党性分析的方法路径探讨

立足于我国改革开放30多年以来的社会现实,论述了高校教师党员党性分析方法路径中存在着效用度低、内容单一、评价主体范围较窄以及一些形式化的东西等问题,并分析了目前高校教师党员党性分析的内容指标体系机械陈旧、不少教师党员的思想道德觉悟有待加强、基层党组织民主生活气息缺乏和党外群众参与评价的机制不健全等原因。建议从坚持具体问题具体分析法、历史分析法、系统分析法、制度分析法等来探索高校教师党员党性分析的科学方法;从制定合理的内容指标体系,评价主体的多元化,党性分析程序的科学化、透明化和党性分析机制运行的常态化四个方面来对高校教师党员党性分析的路径进行科学构建。     

平稳，增长，何者更重要？

 依据Lucas（1987）的理论模型，本文探讨了改革前后中国经济波动与经济增长的福利成本，结果发现：改革前的经济波动不是很重要；但从改革后或整个样本区间看，在合意的参数情况下，中国经济额外增长1%的福利收益要小于消除经济波动的福利成本。这意味着宏观经济波动对中国有着重要意义，中国政府应在保持经济增长的同时，更应关注保持经济的平稳性。     

学生网络道德教育的内容设计和途径选择

学生网民已经成为中国互联网最大的用户群体,新形势下如何做好学生网络道德教育工作是值得深思的重大课题。本文对学生网络道德教育的内容进行了创新设计,提出了TBK网络道德教育架构,并探究了增强学生网络道德教育实效性的途径。     

紫外线对水牛瘤胃真菌致死率的研究

本文采用在4℃冷却处理1—2h后的萌动孢子液经紫外线(Ultraviolet.UV)照射的方法,对水牛瘤胃真菌(Rumen fungi.RF)的诱变育种条件(主要是致死率与处理时间之间的关系)作了初步的研究。其结果为:致死率为100％、94.4％、70％、50％时,其相应的处理时间分别为8 min、3 min、1.67 min、1 min。     

失去乡村的中国教育和失去教育的中国乡村——一个华北山区村落的个案观察

在现代化和全球化发展过程中,中国城乡教育因急速变迁而产生了痛楚。在打破传统中国“无差别统一的城乡良性循环”,推进近代“新式教育”以来,城市剥削和压迫乡村的城乡关系就决定了中国教育一步步地失去乡村,失去了传统中国的乡村文化和乡村价值。21世纪以来的“办学城镇化”更进一步在空间上和地理位置上使得中国教育失去乡村。一百多年来,中国教育不断地接受逐步失去“乡村”的事实,中国乡村也在外部压力下被迫应对“新式教育”以及“办学城镇化”的诸多调整,最终促成了今日我们看到的中国乡村教育之现实：如果说乡村有教育,也是城市的教育！
