Mountainous areas have been long recognized as particularly important for the planet and sustainable mountain development is a global priority. In order to improve the socioeconomic development perspectives of mountain societies, efficient and well-targeted energy strategies should be formed. An important step towards this direction is adequate understanding of local conditions and specific features that affect energy sector. This procedure allows the inclusion of "locality" in energy planning and so, decentralized energy production is facilitated. The present study attempts to determine the particular energy identity of mountainous areas. Greece, which is the second most mountainous country in the EU, has been selected as a case study. Essential features of the mountainous space have been selected, namely altitude, inclination, remoteness, lack of productive activities, old buildings/vernacular architecture, in order to explore their interrelation with the energy sector. Based on literature review and research findings the interaction between mountainous character and energy is outlined. Therefore, a framework of the characteristics of mountain energy identity is composed, which can provide support to the formation of specialized energy policy for mountainous areas. Some of the main findings of the present study include the significantly increased energy loads of mountainous areas, the abundance of renewable energy potential in high – altitude areas, the vulnerability of mountain societies to energy poverty and the difficulties in sitting energy projects in the restricted usable space of mountains. Since the literature regarding mountains and energy is rather poor the present paper aspires to be a step towards highlighting the importance of energy issues for mountain areas and societies. By determining the features of mountain energy identity energy planning in high – altitude areas and so, helping make energy planning more effective, such research works can be parts of sustainable development strategies for mountainous areas.  相似文献

China has promulgated a series of policies including the Western Development Program, the Grain for Green Project, agricultural support policies and building a new countryside strategy to eliminate east-west differences and urban-rural disparities since the late 1990s. This paper gives a holistic examination on local responses to the four typical macro socio-economic development policies and their effects on rural system based on a case study of a mountainous village in southern Sichuan Province. The results showed that the policies have not moved the case study village from its historically marginal status. To some extent, its socio-economic situation might have been worsened by accelerated out- migration of the youth, loss of agricultural land due to afforestation and industrial plants, increased fire hazard due to afforestation and reforestation, increased environmental pollution due to industrial enterprises attracted to the village and a steep decline in agricultural production due to loss of and inefficient use of cultivated land. Factors causing local villages’ dilemmas include the nonuniformity of actors’ objectives, finiteness of villagers’ abilities, and the imperfect incentive and restraint mechanism for local government’s activities under existing policy framework composed of uncoordinated one-size-fits- all policies. We suggest that China’s rural policy in the new period should gradually shift from a sectoral to a place-based one, from top-down incentives to the development of bottom-up projects, and fully recognize the diversity of rural space, so as to lift localcapacities and make good use of the knowledge shared by different actors. Moreover, it is also necessary to integrate the various sectoral policies, and improve the interministerial and interdepartmental coordination of rural policies at regional and local levels.  相似文献

In common property studies, increasing number of users has been considered as a major threat for the long-term sustainability of natural resources. This perception has been true in a few cases. However, the 40-years empirical research conducted in a variety of environmental settings, reveals that population pressure is not the only factor responsible for the degradation of natural resources. In remote areas, where the local inhabitants highly depend on available natural resources for subsistence livelihood, the economically important resources are kept under different ownership regimes. The local inhabitants have established autochthonous institutions, and formulated rules and regulations for proper management of these resources. In this paper an attempt has been made to explore the response of a small fodder user community to the increasing population. For this purpose a micro-level study has been conducted in a remote mountain environment in the eastern Hindu Kush. For this research, data has been collected through fieldwork and focus group discussion. The results of this study reveal that fodder user communities have responded very well to the problem of population pressure. To maintain equity and long-term sustainability they have adopted a number of strategies including changing the ownership, and a resource kept under private ownership at the time of low population has been changed to a common property with increase in population. Based on this study it can be concluded that in mountainous areas and fragile environment the local inhabitant have both the capacity and capability to change their behaviour with regard to changing resource productivity as well as increasing number of users, and this situation does not always lead to the tragedy of commons.  相似文献

By focusing on Guangzhou, this paper examines how different concepts of city in terms of urban-rural relationships are shaped in transforming China since 1949, and explores how they influence the way in which urban planning are practiced. In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980s and 1990s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then con- sidered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water re- sources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and envi- ronmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.  相似文献

Mountain ecosystem,on the earth,has plenty of natural resources. In Himachal Pradesh all the rivers are snowfed and therefore rich in water resources. These resources have been supporting enough for the generation of electricity through introducing hydropower projects since the last decade. However,every developmental activity has its own negative impacts on the surrounding environment. Due to the fragile nature of topography and delicacy of ecology of the Himalaya,it results in lot of disturbances because of high degree of human interferences like construction of major hydropower projects. The increased extent of geological hazards,such as landslides,rock fall and soil erosion,have mainly due to alike developmental interventions in the natural ecosystem. So understanding and analysing such impacts of the hydropower projects have mainly been on the environment in various forms but natural hazards have been frequent ones. The present study,therefore,focuses mainly on the Parbati Stage Ⅱ (800 MW) and the Parbati Stage Ⅲ (520 MW) hydropower projects; both of which fall within the Kullu district of Himachal Pradesh. Based on the perception survey of the local communities,the existing land use pattern,status of total acquired land of the residents by hydropower projects,frequent natural hazards and resultant loss to the local communities due to upcoming construction of hydropower projects surrounding to the Parbati Stage Ⅱ and Ⅲ have been analysed in the paper. Also,the preventive measures to mitigate these adverse impacts have been suggested to strengthen these projects in eco-friendly manner in the mountain context.  相似文献

Open space of metropolitan suburbs in mountain region, has been increasingly becoming the coupling mosaic structure of industrial actions and landscape behaviors. However, the local governments, when making land use planning, often aim at economic development, and rarely refer to the coordination of compatibilities and conflicts between industrial actions and landscape behaviors in the mosaic structure. In this study land use in the Jinyun Mountain and its surrounding area, Chongqing is adjusted by gray multi-objective programming approach and local-level decision-making process to cope with conflicts between objectives for human welfare and objectives for landscape conservation. The results indicate that: 1) the compatibilities and conflicts among different behavior characters and different landscape types result in the compatibilities of landscape to human behavior; 2) a land use planning in the study area is produced based on the sustainable land use and social-eco development, which pays more attention to the resources and environment constraints and economic objectives, and follows the distribution law of rare resources; 3) in the study area, cultivated land of 1,207.27 ha can meet the demands for food and byproducts by the residents there, orchard land and forestland of 632.55 ha, 2,276.61 ha, respectively can provide enough spaee for the local people to improve their living structure and meet their demands for reereational activities, and urban residential land, rural residential land, mining land and transportation land of 1107.60 ha, 120.27 ha, 162.48 ha, 100.91 ha, respeetively can satisfy the resident's eeonomie development and infrastructures; 4) the equilibrium among industrial actions, landscape accessibility and ecological conservation can be obtained by analyzing the possible impaets of human activities on landscape eeologieal proeess in open spaee of metropolitan suburbs in mountain areas.  相似文献

This study examines the issue of high-quality labor in rural enterprises of China. It develops a spatial strategy which consists of two dimensions: geographical space and administrative space. Different combinations of these two dimensions form a variety of approaches such as local internalization, local externalization, regional/national internalization, and regional/national externalization. In the local internalization approach, rural enterprises hire such high-quality labor and ask them to work on site, while in the local externalization approach, rural enterprises seek help from employees working in other local enterprises. In the regional/national internalization approach, rural enterprises set up research and development centers in big cities to take advantages of the high-quality labor pool there. Finally in the regional/national externalization approach, rural enterprises hire people from big cities on temporary contracts. Three approaches, hiring retired technical workers, shuttling between the rural site and country seats, and setting up R&D centers in big cities are demonstrated through cases in Zhangjiagang, a leading county-level city in the southern Jiangsu Province. It is argued that rural enterprises need to broaden their perspectives of administrative space and geographical space and think creatively to deal with the shortage of quality labor in rural settings.  相似文献

China is a mountainous country,and Southwest mountain areas cover the most mountain areas in China and have the most serious problems.Taking Zhaotong city as the study area,based on 902 rural household questionnaires of 11 villages in 2 counties and Tobit model,this paper analyzes the geographical differences and influencing factors of energy consumption for non-production purposes of rural households living in different terrain conditions.This research finds that:(1) Coal takes up the main part of energy consumption in valley areas and coal consumption is mainly affected by per capita cultivated land area,household income,proportion of rural household energy expenditure in total expenditure,coal price,and family population size.Firewood takes up the main part of energy consumption in high mountain areas and firewood consumption is mainly affected by per capita firewood forest area,distance to purchase coal,household income,electricity price,and coal price.(2) Only when the distance is greater than 20 kilometers,that is the average distance of rural households living in middle mountain areas(1,600m~1,800m) to purchase coal,the transportation condition has a significant impact on coal consumption.(3) In high mountain areas,prices of coal and electricity are the main factors influencing energy consumption choice of rural households.Too high prices of coal and electricity would to some extent lead rural households to choose firewood as the main energy consumption type.Compared to coal,rural households prefer to choose electricity.  相似文献

Europe's mountains cover nearly half of the continent's area and are home to one fifth of the European population. Mountain areas are hotspots of biodiversity and agriculture has played a multifunctional role in defining and sustaining mountain biodiversity. Ongoing trends of agricultural decline are having negative impacts on mountain biodiversity. This paper presents results from an interdisciplinary European research project, BioScene, which investigated the relationship between agriculture and biodiversity in six mountain study areas across Europe to provide recommendations for reconciling biodiversity conservation with social and economic activities through an integrated rural development strategy. BioScene used scenario analysis and stakeholder participation as tools for structuring the analysis of alternative mountain futures. Three main BioScene scenarios were evaluated: Business as Usual (BAIT), Agricultural Liberalisation (Lib), Managed Change for Biodiversity (MCB). BioScene brought together ecologists, economists, sociologists and rural geogra- phers, to carry out interdisciplinary analysis of the scenarios: identifying key drivers of change, assessing the biodiversity consequences and evaluating costeffectiveness. BioScene used a sustainability assessment to integrate the research outputs across natural and social science disciplines to assess the broader sustainability of the scenarios in terms of biodiversity, natural resources, rural development, social development, economic development and institutional capacity. The sustainability assessment showed that the MCB scenario was potentially the most sustainable of the three BioScene scenarios. Through the reconciliation of potentially conflicting objectives, such as conservation, economic development and human livelihoods, and with a strong participatory planning approach, the MCB scenario could represent an alternative approach to BaU for sustainable rural development in Europe's mountains. BioScene confirms the necessity for natural and social scientists to work together to seek solutions to environmental problems. Interdisciplinary research can assist with the definition of integrated strategies with the potential to reconcile the ecological, social and economic parameters that determine a sustainable future for European mountain areas.  相似文献

More than 30 ethnic groups are now living in northern mountainous regions, Vietnam, mainly relying on shifting cultivation with the fallow period being shortened from time to time. Naturally, soil fertility reduces from cycle to cycle, entailing the reduction of productivity. Large areas of moderately sloping lands suitable for upland agriculture have become bare after many cultivation-fallow cycles. The soils there have been severely degraded with more toxicity, low porosity, low water retention capacity and poor floral diversity. Normally, these lands cannot be used for food crop cultivation. So farmers in uplands have to rely on slash-and-burn practices for their livelihood. As there is no more forest with good soil in medium slopes, farmers go to cut forests in watershed, high slope lands and old forests up to the mountains‘ top. There are ecologically and environmentally very sensitive areas, so their destruction will inevitably cause hazardous consequences in the whole basin. Meanwhile,cultivation in these areas has low economic efficiency and sustainability because the crop yield may decrease very fast due to severe erosion as the higher the slope, the more serious erosion. Consequently living standards of highland farmers remain low and unstable. Sustainable farming on these lands in the perspective of a seriously deteriorated ecology and environmental is not an easy task. There have been many projects trying to help mountainous farmers get out of their vicious circle. However, due to different reasons, the results gained are low, and in some cases,things ceased to move after the projects phased out. During past few years, based on the farmer experiences, the Vietnam Agricultural Science Institute has cooperated with local and international partners to implement different projects in order to solve the problems by developing simple, easy and cheap cultivation technologies, which can be accepted and applied by local poor farmers for sustainable agricultural production. The first results of our activities offered good opportunities for sustain food production, improve soil health, recharge of aquifers,and enhanced household income for better rural lively hoods in the upland eco-regions of northern Vietnam.  相似文献

Rural environmental governance is an important strategy to achieve the goal of building "green liveable villages" in China. However, studies on technology and devices for pollution remediation focus mainly on urban areas; in this regard, few studies have focused on rural areas, especially mountainous or hilly areas with interflow. Coordinate remediation techniques and devices for water-soil restoration in mountain areas(CRWS-mountain), a subproject of the "environmental monitoring and remediation in rural areas" project(ERM-rural project), was undertaken to develop techniques and devices for coordinating the restoration of water and soil in rural mountainous and hilly areas with interflow. The CRWS-mountain project will attempt to explore the mechanisms of pollutant transportation and transformation in the interflow-soil-surface water system, establish in-situ and heterotopic remediation systems in landfill, towns and surrounding areas, and construct a comprehensive system for "polluted soilinterflow-surface water" by integrating all the technologies and devices at Yanting, a typical rural mountainous hilly area in Sichuan, Southwest China. We expect that after using this comprehensive system, the water quality will meet the requirements for local water function zoning. The operation cost is 10% lower than that of the existing urban equipment.  相似文献

As an effective livelihood approach to alleviate poverty without rural population migration, ethnic tourism has become the primary choice of economic development in ethnic areas worldwide in addition to traditional livelihood approaches. This article applies the theories of livelihood to study the community evolution driven by tourism livelihood and examine three mountainous tourism communities in different stages of tourist area life cycle. Drawing on the methods of GIS spatial analysis, semi-structured interviews and questionnaires, this article proposes a sustainable livelihood framework for ethnic tourism to explore the evolution of ethnic tourism communities by identifying changes in livelihood assets (natural, financial, social, cultural and human capitals) in the process of tourism development. The results show that the development of ethnic tourism has led to changes in the increase of building land, and the diversification of land use functions with a trend of shifting from meeting local villagers' living needs to satisfying tourists, income composition and uneven distribution of tourism income spatially. Ethnic tourism also led to the deterioration of traditional social management structure, collapse of neighboring relationship, the over- commercialization and staged authenticity of ethnic culture, as well as the gradual vanish of agricultural knowledge with a trend of increasing modern business knowledge and higher education. In addition, these changes, involving livelihood assets from natural, economic, human, social and cultural aspects are interrelated and interactive, which form new evolution characters of ethnic community. This study reveals the conflicts over livelihood approaches which have formed new vulnerabilities to impact on sustainable evolution of ethnic communities. This research provides implications for achieving the sustainable development of ethnic communities with the driving force of tourism livelihood.  相似文献

Current approaches for sustainable mountain development have several persisting warning signals. Economic globalization, profitoriented market development, and infrastructure development have significantly altered traditional nature-society interactions, increased environmental pressures, and challenged agricultural sustainability in the mountains. Some of the effects of globalization could also be beneficial. Social differentiation and disintegration of mountain communities' have weakened their collective stakes on natural resources resulting in decline in initiatives such as community forestry, collective water management, domestication of rapidly disappearing herbal species, and balancing of economic and ecological concerns. Population growth, food insecurity, unemployment, and increasing economic gaps between rich and poor have led to out-migration of youth. Sustained action promoting ownership of new initiatives for rehabilitating degraded mountain landscapes through macro-level global/national initiatives, mountain specific planning and development efforts is severely lacking in many areas on the Hindu Kush Himalayan region. Therefore, there is an urgent need for widening the scope of efforts directed to help mountain areas and communities, and a future thinking approach to enhance the sustainability of mountain areas as they are a valuable natural resource for humankind. In this study,the current situation of pluriactivity in mountainous and hilly rural areas of Sichuan province was analyzed using representative sample survey data and natural factor data calculated based on 30 m-resolution DEM and GIS.Moreover,using logistic regression model,a quantitative analysis was conducted on factors influencing pluriactivity in terms of individuals,households,communities and natural environmental conditions.The results showed that,(1) only 17.77% of rural laborers in mountainous and hilly areas of Sichuan province were engaged in pluriactivity.Geographically,pluriactivity was mainly chosen according to the "proximity principle",and was concentrated in construction and service industries;(2) the following factors have a significant influence on whether rural laborers in hilly areas engage in pluriactivity:gender,number of years of education,marriage,number of laborers and time to towns.Those with little influence include:age,health,family size,arable land per capita and per capita income,whether there are elderly people over 75 years and children less than 3 years.According to the main factors affecting pluriactivity,the government should enhance vocational skills training for rural laborers in mountainous and hilly areas,especially for female laborers,further improve transport accessibility and encourage rural laborers,especially female laborers to move into pluriactivity to increase the income of farm households.  相似文献

山区城镇扩张受山区地形和山地灾害等因素限制,而常用的土地利用模型难以有效表达这一特征。本文通过对Dyna-CLUE(Dynamic Conversion of Land Use and its Effects Model)模型进行改进并结合系统动力学(System Dynamic,SD)模型,充分发挥这2个模型在微观土地分配,及宏观情景模拟上的优势,很好地表达了山区地形和山地灾害等因素对山区城镇扩张的限制作用,为山区城镇扩张情景模拟提供了一个有效的方法。以岷江上游地区为例,根据研究区历史统计数据构建山区城镇用地SD模型,模拟低速发展、惯性发展和高速发展3种不同发展情景下城镇用地的需求,结合Dyna-CLUE改进模型,预测了对应情景下2011-2030年的城镇用地范围,并探究其对其他土地利用类型的影响。结果表明,发展速度越快,城镇主体越快达到地理限制区域的上限,并开始沿山间平地向两端扩张。耕地受山区城镇扩张的影响要远远超出其他土地利用类型,离城镇越近受影响越大。随着城镇扩张的加剧,其对自然环境的影响也逐渐增大。模型模拟结果能为山区城镇用地规划、评估由城镇扩张造成的生态环境问题和制定相应的对策提供有效的技术支撑。  相似文献
