Congratulation to China Standardization Press

The journal China Standardization in Chinese version, the first standardization magazine in China, were firstly published in 1958 by the China Association for Standardization (CAS).Sanctioned by the proper state authorities in September 2010,both the Chinese and English versions of the journal China Standardization merged with three other journals founded previously by the China National Institute of Standardization (CNIS), Standard Science, Standard Living, and Terminology Standardization and Information Technology.The newly established China Standardization Press is cosponsored by CNIS and CAS.The new press has started to function since then and will publish all five journals with new looks in coming months.This is certainly a milestone that is worth celebration.     

China will Hold Seminar to Greet the World Standards Day

Here comes 2004, the 35th session of the World Standards Day. The theme of this session is"Standards Connect the World", which is precisely a good turning point not only for the domestic economy to connect rails gradually with international, but also for national government to consummate and strengthen the standardization management system, to advance standardization work, and to raise the standardization level, after China's entrance into the World Trade Organization. Therefore, when the 35th session of the World Standards Day is arriving, sponsored by the SAC (Standardization Administration of China) and organized by CAS (China Association for Standardization), China will hold a seminar on October 14 in the Great Hall of the People.

Trace to China Standardization In ancient times, just like getting musical inspirations as people beat the tools and objects, they also got the inspiration of standards and standardization in making tools and production.Although I can not conclude that the ancients had consciously formed the concept of standards and the habit of standardization in making the stone tools, I am sure that they followed certain standards when tying knots for recording data, measuring length with cubits, and marking on the bones of animals with sharp tools.

国内外标准化理论研究及对比分析报告

本文通过对国内外标准化理论建设的发展轨迹开展的研究发现,我国标准化研究的主流把系统论的方法用于标准化的理论研究,坚持综合标准化思想,把现代工业模块化技术与标准化思想相结合,形成了我国特色的标准化理论体系和知识体系.但是我国的标准化理论研究与当前全球经济和科技快速发展的新形势还有较大差距.我国理论界对于ICT标准化,标准化与产业创新和公共政策设计的研究方面还都非常薄弱.我国的法学界虽然对知识产权与标准化的问题有一定的研究,但是与发达国家相比还有距离.我国的标准化界和国外的标准化界的学术交流还不够深入.     

关于我国在国际区域合作框架下牵头成立国际区域标准化组织的建议

我国已经形成了面向东南亚、南亚、中亚和东北亚的次区域合作格局,应在已有的贸易物流标准化工作基础上,通过区域合作机制或机构,在区域经济合作的框架下,由我国牵头成立区域标准化组织,利用我国贸易和货运大国的地位以及部分周边国家标准化能力建设较弱的形势,在相应的标准化工作中抢占先机,在统一周边国家的区域标准化中发挥“启动性”和“主导性”作用,一边跻身于国际标准化领域,一边致力于开展区域标准化活动,走国际标准化和区域标准化相结合的发展道路。作者以开展国际区域合作和标准化工作实践中的切身体会,提出我国应在国际区域合作框架下牵头成立国际区域标准化组织的建议。     

国际自动机工程师学会标准化治理模式研究及其对我国团体标准化工作的启示

培育发展团体标准是我国标准化工作改革的重要举措,在国家政策和市场创新需求的双重驱动下,近两年我国团体标准迎来高速发展,但由于起步较晚,我国社团组织在标准化治理方面仍存在不足。社团标准在美国发展成熟,国际自动机工程师学会经过100多年发展,在团体标准制度及机制建设、运营模式方面积累了丰富的经验,本文通过研究其标准化工作治理模式,旨在为我国社团组织开展团体标准化工作提供借鉴。     

China Institute of Metrology's Educational Model for Standardization

Education and training in standardization are the basic guarantee for both the implementation of national strategies of standardization and the construction of a national system of standards.As a typical organization representing Chinese universities providing standardization education,China Jiliang University has made remarkable achievements in the educational process.This paper analyzes the current educational status of standardization in China Jiliang University,summarizing the characteristics of its education of standardization and highlighting issues existing in the process of education and training.Based on all of these,related countermeasures and the future development pattern for the education of standardization in China Jiliang University are proposed in the paper,from which the future trends for education of standardization in Chinese universities can be predicted.
