A critical look at ISO 9000 for software quality management

A considerable number of software suppliers report improvements in product and service quality, development costs and time to market achieved with the help of the ISO 9000 standards. Nevertheless, the ISO 9000 family has received unfavourable criticism in journals, textbooks and at software quality conferences. The paper summarizes, discusses and reviews eleven of the most popular arguments against the ISO 9000 standards. The review of the criticism is based on findings of two empirical surveys among European software suppliers that have implemented an ISO 9000 quality system. The paper concludes with suggestions and guidelines for advances in software quality management concepts, such as the ISO 9000 family, CMM, BOOTSTRAP and the emerging SPICE standard.     

Adoption of ISO 9000 Practices in Manufacturing Companies: The Perspective of the Shop‐Floor Workers

This article analyzes the adoption of ISO 9000 practices in manufacturing organizations from the perspective of the shop‐floor workers. For that purpose, extensive exploratory fieldwork based on both in‐depth interviews of employees, as well as on participant observation, was carried out in four Basque manufacturing organizations that have adopted the standard. The results show that the employees have a complex, critical, and heterogeneous perspective on the adoption of ISO 9000. In a set of organizations, most of the employees give an account of interesting evidence of how the ceremonial adoption of ISO 9000 occurs, whereas in other organizations the majority describe how ISO 9000 is adopted substantively. The results and the conclusions of the article have implications for academic theory, managers, and public policy. © 2012 Wiley Periodicals, Inc.     

XML-based ISO9000 electronic document management system

Maintaining, customizing, sharing and reusing ISO9000 quality documents are essential for many organizations, especially those who work as virtual enterprises (VE). In a VE, the documents must be shared among organizations to take the full advantages of the recent Internet advances. XML is a new browser-based language standard. The purpose of this research is to explore the capabilities of XML and Internet technologies in electronic document management environments to comply with the ISO9000 requirements. This research has demonstrated several XML-enabled examples beneficial for the main functions of ISO9000 document management such as document creation, document change, document control and document access. The implemented examples demonstrate the effectiveness and efficiencies of document customizing, querying, hierarchical linking, tracking and reusing. The research results solve the ISO9000 document-related problems among working partners and facilitate document flow and information integration of value chain.

A TEAM-ORIENTED CYBERNETIC APPROACH FOR VALUE-ADDED QUALITY AUDITING

ABSTRACT

Successful implementation of TQM (Total Quality Management) in an organization requires “system approach.” ISO 9000 standard provides such a systematic approach. The ISO 9000 certification process is a cybernetic system where the feedback part is “quality auditing.” An effective auditing can therefore improve and accelerate the certification process. Value-added quality auditing is an effective auditing technique in which auditors not only evaluate quality a management system and processes in terms of compliance to a standard, but also they analyze their effectiveness. A value-added quality auditing approach is emerging as one of the most powerful tools for continuous quality improvement, especially after the introduction of the ISO 9001:2000 standard that requires effectiveness, process auditing, proper auditor skills, and team-based audits. In order to meet these requirements, formation of an appropriate quality audit team is essential. This article presents a team-oriented cybernetic model for the value-added quality auditing along with the procedure developed for the “quality-audit team formation.” The proposed model makes use of feedbacks to add value to the audited business where appropriate.

An Expert System Approach to ISO 9000 Requirements for Foundry Operations

ISO 9000 certification is becoming an important competitive factor for foundries. Considerable organizational effort and expertise are needed to achieve this certification, which may be too time-consuming and expensive for many small to medium-sized companies. This paper will present the development of an object-oriented system to support the ISO certification process, with particular emphasis on clause 4.20 (use of statistical techniques). Recommendations for the design and implementation of each statistical tool are provided by the system, as well as training examples of suitable process monitoring and improvement procedures. The system runs on a microcomputer platform and was constructed utilizing Visual BASIC.     

Software processes, assessment and ISO 9000-certification: A user's view

The Austrian Research Centre Seibersdorf and its IT-Department are involved in the development of critical computer systems and in standardization in this field for many years (SAFECOMP '89, '90, '91, '93, IEC SC 65A WG9 and WG10, IEC TC 56, partners in the European initiative ESPITI and the networks ENCRESS and OLOS). The certification process for ISO 9001 started with a pre-audit in December 1993, and the certificate was successfully achieved at the end of June 1994. ISO 9000–3 (somehow more process-related than ISO 9001) and the ESA Software Engineering Standards (lifecycle model, process models) were the key input to the Quality Management (QM) System of the IT-Department. Additionally, the Department of Information Technology has successfully applied for a BOOTSTRAP license early in 1994. Four members of the staff of the IT department are qualified as external BOOTSTRAP assessors at the moment. In preparation for ISO 9000-certification and during BOOTSTRAP-training we learnt much about organizations, process improvement and project management, especially by reviewing our own processes critically as well as reviewing the impact and relevance of the schemes to follow when ISO 9000 certification or BOOTSTRAP licensing is the goal to achieve. Direct as well as indirect business benefits were achieved.
