计算机网络应急响应在保障信息安全上起到越来越重要的作用。该文介绍了国外网络信息安全应急响应的经验、管理和技术,重点分析了应急响应机构CERT/CC、CSRC、CIAC网站的内容、组成和体系结构,包括有:多种操作平台的安全资源信息、最新技术动态和研究方向、系统运用工程学研究计算机网络安全、评估安全威胁态势、预测未来网络可能面临的威胁、应急响应流程和协调、培训方式等,并在此基础上,提出了国内网络系统管理员应注意和改进的建议。该文为发展国内网络应急响应服务和维护计算机网络安全提供了参考和借鉴。  相似文献

计算机网络入侵事件经常带来灾难性的后果,为了尽快恢复系统或网络的正常运转,应急响应是一个非常重要的阶段。阐述了应急响应是安全保障工作中一个非常重要的环节,是信息安全周期的必要组成部分。安全事件应急响应在刚刚起步时仅仅是出于个别管理的需要,之后它的重要性逐渐增加并开始成为网络安全管理方面一个活跃的发展方向,重点从方法学方面叙述了网络入侵应急响应的一般流程和遇到的各种问题的相应对策,从而使在实际的响应过程中真正做到井然有序地进行。  相似文献

GIS technology proved its value in emergency operations in response to the World Trade Center attack on 11 September 2001. This unprecedented emergency subjected the use of GIS and spatial data technologies to perhaps their most severe test ever. GIS and related spatial technologies were widely used to support the response, rescue, and recovery efforts and, under the dire conditions of that emergency, they proved to be extremely valuable. This paper will describe the establishment of the Emergency Mapping and Data Center (EMDC) and its operations over several months. It will also provide information on the experiences and lessons learned from that experience. The City Office of Emergency Management recently conducted a post-emergency critique of all aspects of the EMDC and the GIS Utility. The findings of that critique reveal many valuable lessons based both on the successes and problems experienced during the World Trade Center response.  相似文献

Robotic technologies, whether they are remotely operated vehicles, autonomous agents, assistive devices, or novel control interfaces, offer many promising capabilities for deployment in real‐world environments. Postdisaster scenarios are a particularly relevant target for applying such technologies, due to the challenging conditions faced by rescue workers and the possibility to increase their efficacy while decreasing the risks they face. However, field‐deployable technologies for rescue work have requirements for robustness, speed, versatility, and ease of use that may not be matched by the state of the art in robotics research. This paper aims to survey the current state of the art in ground and aerial robots, marine and amphibious systems, and human–robot control interfaces and assess the readiness of these technologies with respect to the needs of first responders and disaster recovery efforts. We have gathered expert opinions from emergency response stakeholders and researchers who conduct field deployments with them to understand these needs, and we present this assessment as a way to guide future research toward technologies that will make an impact in real‐world disaster response and recovery.  相似文献

The need to collect, integrate, and communicate information effectively in emergency response scenarios exceeds the state of the art in information technology. This emergency response problem provides an interesting and important test bed for studying networks of distributed mobile robots and sensors. Here, we describe the component technologies required to deploy a networked-robot system that can augment human firefighters and first responders, significantly enhancing their firefighting capabilities. In a burning building at a firefighting training facility, we deployed a network of stationary Mote sensors, mobile robots with cameras, and stationary radio tags to test their ability to guide firefighters to targets and warn them of potential dangers. Our long-term vision is a physical network that can sense, move, compute, and reason, letting network users (firefighters and first responders) Google for physical information - that is, information about the location and properties of physical objects in the real world.  相似文献

The World Robot Summit is a robot Olympics and aims to be held in a different country every four years from 2020. The concept of the Plant Disaster Prevention challenge is daily inspections, checks, and emergency response in industrial plants, and in this competition, robots must carry out these types of missions in a mock-up plant. The concept of the Tunnel Disaster Response and Recovery challenge is emergency response to tunnel disasters, and is a simulation competition whereby teams compete to show their ability to deal with disasters, by collecting information and removing debris. The Standard Disaster Robotics challenge assesses, in the form of a contest, the standard performance levels of a robot that are necessary for disaster prevention and emergency response. The World Robot Summit Preliminary Competition was held at Tokyo Big Sight in October 2018, and 36 teams participated in the Disaster Robotics Category. UGVs and UAVs contended the merits of new technology for solving complex problems, using core technologies such as mobility, sensing, recognition, performing operations, human interface, autonomous intelligence etc., as well as system integration and implementation of strategies for completing missions, gaining high-level results.  相似文献

建设突发事件预警信息发布系统是防范灾害风险的重要手段。根据海南省突发事件预警信息的特点及预警信息数据特征,开展系统需求分析,提出突发事件预警信息发布系统体系结构,采用数据挖掘、数据仿真等大数据技术辅助应急决策,分析发展态势,并制定应急预案,对预警效果进行评估,动态调整应急策略。系统总体架构分为业务应用、平台服务、数据支撑、基础设施等四个层级,并设计了一个大数据预警信息发布模型。系统功能框架分为实时采集、预警信息发布与预警信息发布渠道三个子系统,对原有系统和新系统的预警信息采集、数据处理和发布性能进行对比测试,基于大数据平台的海南省突发事件预警信息发布系统响应能力提高1.8至2.5倍。  相似文献

The use of innovative information technologies such as unmanned aerial vehicles, intelligent protective clothing, or digital plans is frequently pursued to improve the effectiveness of emergency response processes. So far, however, little effort has been made to study the acceptance of such innovative information technologies by firefighters, who are supposed to use them in their daily practice. In this paper, we present the results of a qualitative study, in which we interviewed 21 members of German fire departments to gain insights into the perceived potential of seven emerging technologies from a Diffusion of Innovations perspective. The results suggest that firefighters find emerging technologies to deliver potential advantages. Factors characterizing disadvantages, the perceived compatibility, and complexity of emerging technologies were viewed as potentially substantial acceptance barriers, however. These factors ought to be taken into consideration when designing new technologies to ensure that they indeed meet the practical needs of the users.  相似文献
