The Empirical Studies on IT Management Effectiveness in Japan: 2000,2002 and the Future

Many corporate senior managers have not been fully convinced of successful IT management over a period of decades. In order to clarify the mechanism of IT management in companies, we conducted the surveys on IT management in 2000 and 2002. Through the surveys and analyses, we found the causal structure in IT management, developed "IT Management Effectiveness" as a new measurement tool, published ranking lists of high scored companies, and analyzed characteristics of industry/sizes of respondents and so on. Based on the surveys and researches so far, we would suggest future works, such as comparison of Japanese companies with overseas companies, time series analyses.

随着电信行业的迅速发展，IT支撑系统逐步成为电信企业的核心竞争力，而其整体结构搭建成为重点问题和成败的关键。结合IMDS(information management and decision support system)系统的研究，对TMF提出的eTOM和NGOSS模型进行了探讨和分析，并创新提出了一种新型的电信IT支撑系统的体系结构。通过在IMDS系统中对该模型的应用，实现了电信企业信息系统的集中、共享，并对改类问题的解决提供了可以借鉴的实现方案。

Such cutthroat competition damages the group’s benefit and enables the company to fail to bring the advantage of 1+1>2 allocating optimized resources, nothing else than killing the hen to get the eggs…

内控审计对运营商的影响及对策分析

2006年国内电信运营商普遍面临着通过SOX审计的严峻考验。本文重点介绍了内控审计的内容与主要特点。并分析了其对运营企业风险管理现状的挑战，提出从建立信息审计框架和工具、配套流程建设两方面入手构建电信运营企业信息审计体系，逐步建立符合内控要求的风险管理长效机制。     

Organizational research in the field of Green IT: A systematic literature review from 2007 to 2016

The environmental effects of Information Technology (IT) and business sustainability have been a catalyst for the growth of Green IT. This growth has resulted in a considerable amount of attention from business practitioners, Information System (IS) researchers and politicians in the field. Many researchers from different academic backgrounds have attempted to investigate and understand the concepts of Green IT, from both the individual and the organizational perspectives. However, few attempts have been made to incorporate the findings of previous surveys and to assess the current state of research in this field. In this research, we conduct a literature review to examine Green IT research to gain a better understanding of the Green IT field between 2007 and 2016. We categorize the published papers and present some novel research opportunities and areas that need to be developed. To provide extensive quantitative and qualitative results, we follow a review protocol integrating two different stages (automatic and manual) and cover all of the studies from this period. Accordingly, from the review study, we identify 131 papers addressing Green IT that were reviewed to extract relevant information on a set of research questions. We observe that the current studies cover numerous research themes under Green IT research, particularly initiation, approaches and strategies, the adoption framework, and benefits, with other themes gaining scarce attention. By presenting research questions, we aid scholars in determining rigorous academic research directions for studying this phenomenon. The results of this study provide a roadmap to guide future studies on Green IT and highlight directions for the successful implementation of Green IT in organizations.     

Assessment on IT-based Technical Innovation of the Subordinate Company of the Corporation

Information technology （IT） is one of the most important means by which companies can win an advantaged position in drastically competed market. It has a positive effect on the advancement of the corporation＇s technical innovation. The application of IT can promote the communication among subordinates of a corporation or group, reduce explicit boundaries of the subordinates, and boost the ripple effect of technical innovation of the subordinates. Not only does any subordinate company within a corporation need to assess both technical and economic benefits brought to the corporation itself by technical innovation, but also it should thoroughly analyze how the ripple effect of technical innovation among subordinate companies plays a significant role in the boosting value of the corporation as a whole. In this paper, a scientific approach to assessing technical innovation of a subordinate company is proposed through analyzing the ripple effect of IT-based technical innovation on subordinate companies.     

基于Kubernetes的容器化数据库及其集群方案

随着容器技术逐渐成熟,越来越多的互联网企业和 IT 企业将核心业务平台迁移到容器环境中。Kubernetes经过3年多的快速发展,已成为业界首选的容器集群管理平台。从数据库容器化角度出发,在分析基于 Kubernetes 实现数据库容器化承载的关键技术基础上,给出了 MySQL 数据库及其集群的容器化方案。通过对多种数据库模型进行性能和可靠性等方面的评估比较,给出了数据库容器化技术可能遇到的问题及不同场景下的数据库容器承载方案建议。     

Empirical analysis of strategy selection for the technology leading and technology catch-up in the IT industry

R&D strategies of companies with low and high technological levels are discussed based on the concept of technology convergence and divergence. However, empirically detecting enterprise technology convergence in the distribution of enterprise technology (total productivity increase) over time and identifying key change factors are challenging. This study used a novel statistical indicator that captures the internal technology distribution change with a single number to clearly measure the technology distribution peak as a change in critical bandwidth for enterprise technology convergence and presented it as evidence of each technology convergence or divergence. Furthermore, this study applied the quantitative technology convergence identification method. Technology convergence appeared from the separation of total corporate productivity distribution of 69 IT companies in Korea in 2019–2020 rather than in 2015–2016. Results indicated that when the total technological level was separated from the technology leading and technology catch-up, IT companies were found to be pursuing R&D strategies for technology catch-up.     

Factors Influencing Strategic Use of Information Technology and Its Impact on Business Performance of SMEs

In this paper, we study the relationship between factors influencing the strategic use of IT and business performance by conducting a survey of small and medium‐size enterprises (SMEs). From the results of our survey we came to several conclusions which are presented here. First, IT investment has a significant impact on the strategic use of IT, and the strategic use of IT has a significant impact on business performance. Second, SME investment in IT and strategic use of IT are influenced by both the intensity of competition in the market environment and partnership with other organizations. Third, the support from the management group in SMEs is a core factor for IT investment and strategic use of IT. Finally, for SMEs to use IT strategically and successfully, it is necessary to combine members' participation with a flexible organizational structure and culture.     

Business-driven IT management - upping the ante of IT : exploring the linkage between it and business to improve both IT and business results

Unlike the conventional way of managing IT that uses technical objectives and metrics only, such as availability, response time, and throughput, business-driven IT management (BDIM) drives IT management decisions from a business perspective by adding business measures, such as profit, cost, and customer experience. Research on BDIM is gathering interest in both academia and industry worldwide. This article introduces BDIM, discusses how it can be enacted, and illustrates its benefits and gains over conventional IT management.     

Effects of Institutional Pressures on Information Technology Investments: An Empirical Investigation

Information technology (IT) investments account for a significant proportion of capital budgets of most firms today. While research attention so far has been focused on if and how firms benefit from these investments, limited attention has been paid to understand what determines the IT investment levels of firms. In this study, we examine the effects of institutional pressures and firm characteristics on the IT investment levels of a firm after controlling the financial conditions of the firm. Using available data from secondary sources, we find that the IT investment intensity of a firm is positively associated with that of its competitors, suppliers, and customers. We also find that the degree of institutional shareholding is positively associated with its IT investment intensity. Our results shed light on the motives and drivers of IT investment decisions by highlighting that these decisions are influenced by both economic considerations and legitimacy considerations such as conforming to institutional norms.     

闪存涉诉“337”,下游厂商受牵连——浅析三星闪存芯片知识产权纠纷案

电子信息行业是知识产权纠纷的高发领域。目前,知识产权诉讼已经突破了＂权利之争＂的界限,而被越来越多的企业当作商业竞争的有效手段。以闪存市场为例,上游企业围绕芯片专利争讼不断,互相挑起337调查打压竞争对手,我国生产企业因身处产业链下游而腹背受敌,频遭牵累。因此,为保证国内产业持续健康发展,企业知识产权风险处置意识和能力亟待提高。     

对电信运营商构建IT基础平台的考虑

本文从分析各运营商目前在IT建设尤其是基础架构的建设中存在的问题入手,介绍了IT基础平台的理想能力目标、实现的理论基础.同时结合电信运营企业的实际建设情况,给出了IT基础平台的实现架构模型和关键功能的描述,旨在为电信运营商的IT基础设施整合与优化建设提供思路.文章最后分析了运营商发展IT基础平台的意义.
