Developed on the premise that how we conceive of ‘policy’ and ‘successful policy’ guides policy sciences' research and evaluation, this paper responds to the conceptual questions of “what is a policy?” and “when is a policy successful?” Formal or logical conditions are established to distinguish ‘policy’ from related concepts. The notion ‘relevant public’ is introduced to distinguish public policies from private policies and to identify fairly-declared policies. Further, conditions are developed that can be used as logical tests for three types of policy success: implementation success, instrumental success and success in normative justification.  相似文献

The public sector of many African countries is notoriously corrupt; cultural inclinations and socialization processes largely have a tendency to lead public officials into actions that may amount to corrupt practices. Providing seven (7) key pointers for reflection, this study explores public sector corruption in African countries by examining the interplay between culturally acceptable norms and professional expectations of public officials. The public official, by these two unparalleled expectations, tends to walk on a tight rope which often results in ethical dilemma and conflict of interest. The study adopts Riggs' prismatic‐sala model and uses the case of Ghana and traditional proverbs to explain the cultural context within which Ghanaian public official ought to operate. How can one combine these cultural expectations with professionalism? To what extent does the ‘collectivity culture’, ‘culture of gift giving and acceptance’, ‘extended family system’, ‘ethnic loyalty’ and ‘unfettered respect of the aged’ downplay professional bureaucratic and ethical principles? This article explores the changing rhetoric and substance of accountability in the relationships between parliamentarians and public servants in what Alex Matheson terms the ‘purple zone’—where the ‘blue’ of political strategy and ‘red’ of public administration merge in ‘strategic conversation’. The primary focus is on current developments in Australia. As the Westminster system of governance, and the role of public administration within it, undergo profound transformation, the prerogatives of elected parliamentarians (in the blue corner) and the responsibilities of career public servants (in the red corner) are changing fundamentally. In Australia and New Zealand the increasingly complex relationships that exist between government, parliament, public service and the wider community challenge the traditional notions of accountability. Both the lines of accountability, and its standards, are under challenge. The acceleration of Australia's move to contract out the delivery of government services is creating new arenas of creative tension between administrative review and management for results. Public service agencies are increasingly perceived to be themselves in a contractual relationship with government. There is a risk that the public good may become subverted by private interest. The article presents a comparative analysis of the strategies applied by Danish and Norwegian patient organisations and organisations for disabled persons in order to promote the interests of their members. Three research questions are addressed: Are Danish and Norwegian patient organisations service organisations operating according to a ‘logic of membership’ or political pressure groups acting according to a ‘logic of influence’? Do patient organisations apply ‘insider’ or ‘outsider’ strategies in their efforts to influence healthcare policies? What impact do different authority structures have on the patient organisations' influencing strategies? The latter question is related to recent reforms in the public healthcare systems of the two countries. The major responsibility for public hospitals now rests with regional authorities in Denmark and central government in Norway. The study is based on a survey among nationwide patient organisations in the two countries and shows that most patient groups are ‘polyvalent’‘venue shoppers’ combining a variety of influencing strategies.  相似文献

The nature of accountability for performance in the public sector is explored in this paper by attempting to answer three questions: (1) How important is accountability for performance? (2) Which of the stakeholders consider themselves accountable for organisational performance, including contracts? (3) Does information asymmetry between stakeholders in regard to performance information affect accountability? This paper reports on research undertaken in Victorian local government based on the responses to a questionnaire by councillors and tier one and two managers. The results of the survey indicate that there is an understanding of accountability for performance, that both managers and councillors are considered to be accountable for performance but that information asymmetry and accountability relationships are problematic.  相似文献

If the ‘move to the left’ in the 2000s in Argentina and Brazil was the result of a longer process of contentious mobilization from below, enacted primarily during the latter part of the previous decade, what kind of social imaginaries have been enacted in the newest wave of discontent and what is its likely effect on the post-neoliberal form of governance? The argument put forward here is that the newest wave of social protest elicits the re-enactment of the liberal imaginary indirectly expressed under the notion of the republic. This operation tends to undermine the bases of post-neoliberalism, i.e. ‘the popular’, ‘the national-popular’ and ‘anti-neoliberalism: the imaginaries that defined the move to the left in the region. A new activated public, associated with middle-class sectors, raises new demands and does not identify with the ‘anti-neoliberal’ camp. Inasmuch as this activation entails a dispute over the name of the people, it signals a slowdown in the efficacy existing populist formations possess to deepen the movement towards more radical reforms.  相似文献

Abstract

This paper analyses under what conditions parties engage in parliamentary scrutiny of the European Union’s Common Foreign and Security Policy. With insights from comparative literature on parliamentary oversight, two main incentives are identified. On the one hand, opposition parties initiate scrutiny to reduce their information asymmetry vis-à-vis the government; on the other hand, coalition parties use parliamentary scrutiny to control their partners. Empirically, the article uses information on scrutiny activities in six EU member states (Germany, France, Italy, Poland, Slovakia, United Kingdom) covering 13 years and 21 governments. The findings suggest that opposition parties scrutinise the government if they have access to strong oversight instruments. In contrast, the strength of oversight instruments is not important for coalition partners. They resort to means of scrutiny if the leading minister is weak. Coalitions with a greater number of parties engage in scrutiny less often. Moreover, scrutiny is especially observed in questions with more direct distributional consequences (‘intermestic’ issues).  相似文献

Every year, senior departmental secretaries in Australia deliver keynote speeches to a range of audiences. What are these secretaries talking about, and to whom are they directing their comments? This article will examine keynote addresses by the secretaries of the two key central agencies in Australia – the Department of Prime Minister and Cabinet and The Treasury – over the calendar years 2009 and 2010. I argue that ‘public rhetorical leadership’ by secretaries poses challenges for traditional understandings of Westminster governance. Utilising the concepts of public value theory, the significance of this ‘public rhetorical leadership’ is assessed in terms of its impacts on policy implementation and questions of accountability.  相似文献

Against the background of growing convergence amongst countries with regard to the focus on their public service reforms, the forces driving the same and communalities amongst approaches being adopted, the article assesses the various phases of Tanzania's public service reforms over 20 years. It concludes by posing two questions: first, how are the reforms contributing to improvements in poverty reduction and in service delivery? Second, why should ‘reform’ be treated as a priority in the allocation of budgetary resources by development partners? The answer is that direct links between Public Service Reform Programme (PSRP) interventions and poverty reduction remains elusive, and the challenge is how best to manage that situation. This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献

In this article I argue for two propositions. The first is that Lukes has established the possibility of power's third face, but that the most interesting social science questions about it are empirical: How often does it operate and under what conditions? These are topics for empirical research, not armchair reflection. The second proposition I defend is that the most interesting normative questions about power are best thought of as questions of institutional design geared to preventing domination without interfering with the legitimate exercise of power. This article questions the specific challenges that the management of culture poses for government.2 Unlike some ‘public good’ policy domains, such as prisons, defence or infrastructure, or benefit provisions such as unemployment, disability or health measures, the complex area of cultural policy cannot be justified in instrumental terms as an essential ‐ or unavoidable ‐ policy of government. Nonetheless, the cultural lobby is an effective and indefatigable pressure on government. The area of culture is just one small component of the public agenda that governments are obliged to support. Given other pressing portfolios, why do governments continue to take an interest in culture? Moreover, recent government policies seem to be setting up problems for the future such that governments will find it hard if not impossible to extricate themselves from a problematic relationship. So, what is the hold that culture has over governments? Traditionally, the answer seemed to be a combination of boosterism and cultural capital. Governments liked to bask in the reflected glory of cultural success believing that it contributed to their legitimacy and cultural competence. The glow of elite culture was seen to rub off onto political incumbents and their regimes. But in an age of pressures on government to justify public expenditure and meet accountability regimes, cultural support continues to appear on the funding agenda and governments continue to become embroiled in debates about competing support formulae. This relates to both the nature of ‘culture’ and broader definitions under the banner of ‘cultural policy’ as well as the nature of the sector which is, at once, elitist, institutionalized, commercial, highly specialist, niche and industry ‐ all premised on intangible nature of ‘creativity’. Paradoxically, contrary to other trends in public policy, arts and cultural funding has reverted to forms of patronage as the centrepiece of broadly defined policies of access, equity and self‐sufficiency. How has this policy portfolio managed to buck the trends of other domains of government attention? This article attempts to open some new ways of examining the question.3  相似文献

In this paper we discuss the censorship of political statements sympathetic to terrorism as an instance of what Lyotard calls ‘terror’. Our claim is that the traditional approach to questions of censorship of ‘subversive’ politics only captures part of the story; what is at stake is not merely the censorship but at a deeper level, the withdrawal of the possibility to challenge the censorship. This two-tier logic of silencing is what we explore with the help of Lyotard's earlier and later work, first by relying on his analysis of ‘terror’ in the framework of ‘agonistics’, then of ‘terror’ as différend'.  相似文献

Why does the public sector innovate, how should the public sector innovate, and, even more basically, should the public sector innovate? These are some of the questions that these contributions explore and to which they provide some salutary answers. Martin Stewart‐Weeks, an independent consultant working at the intersection of government, innovation, and technology, draws some lessons from his direct experience and advisory work about how the public sector catches the innovation ‘bug’ and turns it into in‐ spired action. From infection to inspiration to implementation, the public sector needs to lower its defences and put itself ‘in harm's way’ to engage with innovators and new ideas. Tim Kastelle, one of Australia's leading innovation scholars and practitioners, sets out some practical ways that the public sector can extend and entrench its innovation practice. This essay engages with several critiques of my project a ‘cosmopolitanism without illusions.’ Who is the subject of rights? What are the objects of rights? Is there a distinction between human and moral rights? Furthermore, what is prior in this cosmopolitan account: democracy or human rights? Do democratic iterations exhaust the meaning of principles of rights? Finally, does the ‘scarf affair’ really signify the return of ‘political theology’ or have not such disputes always accompanied secularization and modernity? I argue that moral rights comprise more than human rights and that non-human beings such as animals can have moral rights claims against us. Democratic iterations and rights complement one another; neither is prior and that although debates about religion and secularization have been endemic to modernity, the return of references to Carl Schmitt’s ‘political theology’ is rather new.  相似文献

This article explores what the diversification of British political history might look like. Building on an expanded definition of citizenship and attention to ‘ordinary’ politics, it suggests several questions which might diversify political history's content and approach. Whom do we count as political actors? Who has access to democratic processes and where does politics happen beyond these processes? To what forms of political thought do we attend? Drawing on examples from my own research on refugees and asylum seekers in modern Britain, and on the wider field of modern British history, I demonstrate the possibilities of diversification as a way to enliven political history's future.  相似文献

This paper considers how the use of ‘hybridity’ in the peacebuilding literature overlooks the gendered dimensions of hybrid interactions. It does so by examining the United Nations Security Council (UNSC) Resolution 1325 national action plans (NAPs) for Liberia and Sierra Leone. By asking the gendered questions of ‘who participates?’ and ‘how do they participate?’ it draws from Mac Ginty’s conception of hybridity and traces the compliance and incentivizing power in hybridized peace, as well as the ability of local actors to resist and provide alternatives. However, Mac Ginty’s model is found to be inadequate because of its inattention to the gendered nature of power. It is found that with a gendered approach to hybridity, it is easier to trace the processes of hybridization of NAPs in post-conflict states where their implementation is limited. In asking the questions of ‘who’ and ‘how’, three conclusions about the gendered nature of hybrid peacebuilding are drawn: international intervention relies upon the ‘feminization’ of local actors; issues framed within the realm of the ‘masculine’ are more likely to get attention; and the Resolution 1325 agenda in post-conflict states can be subverted by framing it as a ‘soft’ issue.  相似文献

Prior to the 2008 financial crisis, politicians famously told the public and themselves that ‘there is no alternative’ to a neoliberal economic paradigm. Fast‐forward to 2019 and there is, instead, the sense that ‘maybe there are alternatives’. However, when many observers and commentators look back to the 2008 crisis, they see a general continuity with what went before. In order to gain a better understanding of this ‘interregnum’, we map five sets of ideas and practices that challenge the policies, ideas, and conventions of pre‐crash orthodoxy. In doing so, we argue that there has been a fundamental transformation in legitimate public discourse about the economy since 2008: ideas and practices that were previously unimaginable or illegitimate in mainstream economic debate are now commonplace. Although this does not represent a ‘paradigm shift’, it represents significant political change that is important to understand and interrogate on its own terms.  相似文献

Identifying the ‘downside’ of competition policy raises the question of whether there is an ‘up-side’. Competition is supposed to drive the organisers of commodity production to minimise the costs they have to bear in some short to medium term, within environments more or less circumscribed by government regulations. The actual period tends to be that for which the providers of finance are prepared to wait for returns after a poorly performing company is restructured. Economists used to say that cost minimisation requires an industry structure in which there are many independent producers. Nowadays, more enlightened writers speak of ensuring that the market positions held by existing producers are contestable by prospective new producers. The question of what government in Australia may do to establish competition in this sense of competition has recently focussed on the desirable re-organisation of public enterprises, perhaps especially those that exist at the level of the states. So what are the dimensions of the ‘downside’ of opening the market positions occupied by public enterprises to contestation by private companies, especially those which are monopolies? The answer takes a large measure of the gloss off the Hilmer promises. The problems to be addressed are: the limit put on contestability where there is an element of natural monopoly; the tendency for cost minimisation to depend on the tighter management of labour; and, the difficulty of insisting simultaneously on both ‘competition’ and the satisfaction of ‘community service obligations’ (CSOs).  相似文献
