如何在保护环境、恢复生态发展的同时,保持经济的可持续发展性,已经变成全世界环境领域面临的最大挑战之一。森林是陆地上分布面积最大、组成结构最复杂、生物多样性最为丰富的生态系统。近年来,保护国际(ConservationInternational)、美国自然保护协会(TNC)按照保护生物多样性、改善人类生存环境的宗旨,在全球生物多样性保护的关键地区之一的中国西南山地实施森林多重效益项目,简称FCCB项目(即森林、气候、社区、生物多样性项目),是对森林生态系统的多重服务功能的恢复和有偿使用及保护融资机制的创新探索。该项目以气候、社区及生物多样性联盟(CCBA)致力于建立的气候、社区和生物多样性三方受益的标准(CCB标准)为原则,旨在探索退化生境恢复的有效途径和方法,同时注重以周边地区村民为目标最终实施受益的主体,并达到生境恢复的目的。这一项目不仅会将政府工程的生态服务功能最大化,还可能为植树造林和生物多样性恢复带来持续的经济支持。同时也为中国西南经济的可持续发展提供坚实基础。 相似文献

ABSTRACT: Forest hydrology should be a mature science with routine use of hydrological procedures to evaluate the effect of past, current and proposed harvesting practices on water resources. It is not. However, water users are pressuring forest managers to exercise their role in managing forested watersheds for water supply. Most forest managers are poorly equipped to carry out this role. Forestry schools need to ensure that their graduates, whether employed in forest management positions or as specialists in watershed management, understand that all forestry operations may affect instream or downstream water users. Specialists in forest hydrology should be fully aware of the following: (1) climate and watershed characteristics influence streamflow in separate ways; (2) forestry practices produce changes in water yield and quality, and that only these changes need to be evaluated to estimate their effects; (3) watershed storage is a critical factor in evaluating the effects of harvesting on streamflow; and (4) the effect of harvest on one watershed cannot be extrapolated to another without consideration of the processes affected. Research is needed to assist watershed managers in applying models to watersheds for which climate and streamflow data are insufficient. Research is also needed to incorporate climate, streamflow and other data for hydrological models into geographic information systems. Joint research projects are needed to develop physical relationships between stream channel characteristics of importance to fisheries biologists and streamflow characteristics affected by forest harvest. 相似文献

This paper applies the concept of welfare environmentality to analyse Indonesia’s emerging national and project-based incentive frameworks, a key component to the climate programme reducing emissions from deforestation and forest degradation (REDD+). The paper adapts governmentality theory to explore the rationale and design of various incentive instruments, including government institutions to disburse financial payments and co-benefits to multiple recipients, as well as a local demonstration project in Central Kalimantan Province. These REDD+ incentives are often conflated with the neoliberalisation of the climate agenda, focused on the adoption of market instruments and the commodification of forest carbon. However, REDD+ incentives in Indonesia include diverse policy mechanisms and encompass multiple objectives – such as the delivery of social services and employment schemes aimed at improving community livelihoods. These incentives employ a welfare environmentality, where government agencies and their partners deliver certain rights and socio-economic security for communities in return for adopting practices that improve carbon and forest management. The application of welfare environmentality shows how incentive frameworks operate as a state intervention designed to restructure relations between people and environmental resources. 相似文献

Studies of the history and current status of forest resources in Northeast China have become important in discussions of sustainable
forest management in the region. Prior to 1998, excessive logging and neglected cultivation led to a series of problems that
left exploitable forest reserves in the region almost exhausted. A substantial decrease in the area of natural forests was
accompanied by severe disruption of stand structure and serious degradation of overall forest quality and function. In 1998,
China shifted the primary focus of forest management in the country from wood production to ecological sustainability, adopting
ecological restoration and protection as key foci of management. In the process, China launched the Natural Forest Conversion
Program and implemented a new system of Classification-based Forest Management. Since then, timber harvesting levels in Northeast
China have decreased, and forest area and stocking levels have slowly increased. At present, the large area of low quality
secondary forest lands, along with high levels of timber production, present researchers and government agencies in China
with major challenges in deciding on management models and strategies that will best protect, restore and manage so large
an area of secondary forest lands. This paper synthesizes information from a number of sources on forest area, stand characteristics
and stocking levels, and forest policy changes in Northeastern China. Following a brief historical overview of forest harvesting
and ecological research in Northeast China, the paper discusses the current state of forest resources and related problems
in forest management in the region, concluding with key challenges in need of attention in order to meet the demands for multi-purpose

Climate change policies can compete with policies on other social and environmental problems for limited economic resources. This paper investigates the potential influence of alternative policies on citizens’ preferences for climate change policies. A contingent valuation study was implemented to estimate the impact of observable and unobservable contextual effects of competing polices on climate change valuation. Individuals are also investigated about their endowment of knowledge and emotional reactions to such problems. The results show that citizens’ valuation of climate change policies crucially depends on the context-dependent competing policies. The valuation rises as the number of competing policies increases. This increment becomes economically significant when the competing policies are related to specific problems such as forest fires and development. In addition, the valuation also rises with the amount of knowledge endowed by the individual about the climate change problem, and with the experience of negative emotions such as fear and sadness. 相似文献

Anthropogenic climate climate change presents a unique challenge for endangered species policy and an opportunity for policy
makers to develop a more predictive and robust approach to preserving the nation's biological resources. Biological and ecological
reactions to shifting climate conditions and the potential feedbacks and synergistic effects of such changes may threaten
the well-being of many species, particularly of those already in jeopardy of extinction. The United States Endangered Species
Act of 1973 will fail to keep pace with increasing numbers of species needing protection as long as it remains focused on
protecting species individually. The actmust not be abandoned, however; it holds tremendous promise for preserving biological diversity through a more proactive, anticipatory
perspective. The current Endangered Species Act should be reinforced and improved by better integration of scientific expertise
into habitat and community preservation listing decisions and recovery plan devlopment. Given the uncertainties surrounding
long-term environmental consequences of human activities and resource use, a longer-term perspective must be integrated into
all efforts to protect our biotic resources.

In this article, we introduce China’s major forest types and discuss the historical development of forest management in China,
including actions taken over the last decade toward achieving SMF. Major challenges are identified, and a strategy for SFM
implementation in China is presented. China’s forests consist of a wide variety of types with distinctive distributional patterns
shaped by complex topography and multiple climate regimes. How to manage this wide array of forest resources has challenged
forest managers and policy-makers since the founding of the country. Excessive exploitation of China's forest resources from
the 1950s to the late 1990s contributed to environmental problems and calamities, such as floods, soil erosion, and desertification.
At the start of the new millennium, the Chinese government decided to shift its emphasis from timber production towards the
achievement of sustainable forest management (SFM). With a series of endeavors such as the implementation of the “Six Key
Forestry Projects” and the reform of forest tenure policies, and the adoption of a classification system for China's forests,
a beginning has been made at reversing the trend of environmental degradation that occurred throughout the latter half of
the last century. At the same time, huge challenges remain to be tackled for the development of forestry in China. 相似文献
