Abstract: Much of the remaining grassland, particularly in North America, is privately owned, and its conversion to cultivated cropland is largely driven by economics. An understanding of why landowners convert grassland to cropland could facilitate more effective design of grassland‐conservation programs. We built an empirical model of land‐use change in the Prairie Pothole Region (north‐central United States) to estimate the probability of grassland conversion to alternative agricultural land uses, including cultivated crops. Conversion was largely driven by landscape characteristics and the economic returns of alternative uses. Our estimate of the probability of grassland conversion to cultivated crops (1.33% on average from 1979 to 1997) was higher than past estimates (0.4%). Our model also predicted that grassland‐conversion probabilities will increase if agricultural commodity prices continue to follow the trends observed from 2001 to 2006 (0.93% probability of grassland conversion to cultivated crops in 2006 to 1.5% in 2011). Thus, nearly 121 million ha (30 million acres) of grassland could be converted by 2011. Conversion probabilities, however, are spatially heterogeneous (range 0.2% to 3%), depending on characteristics of a parcel (e.g., soil quality and economic returns). Grassland parcels with relatively high‐quality land for agricultural production are more likely to be converted to cultivated crops than lower‐quality parcels and are more responsive to changes in the economic returns on alternative agricultural land uses (i.e., conversion probability increases by a larger magnitude for high‐quality parcels when economics returns to alternative uses increase). Our results suggest that grassland conservation programs could be proactively targeted toward high‐risk parcels by anticipating changes in economic returns, such as could occur if a new biofuel processing plant were to be built in an area.  相似文献

Abstract: Conservationists commonly have framed ecological concerns in economic terms to garner political support for conservation and to increase public interest in preserving global biodiversity. Beginning in the early 1980s, conservation biologists adapted neoliberal economics to reframe ecosystem functions and related biodiversity as ecosystem services to humanity. Despite the economic success of programs such as the Catskill/Delaware watershed management plan in the United States and the creation of global carbon exchanges, today's marketplace often fails to adequately protect biodiversity. We used a Marxist critique to explain one reason for this failure and to suggest a possible, if partial, response. Reframing ecosystem functions as economic services does not address the political problem of commodification. Just as it obscures the labor of human workers, commodification obscures the importance of the biota (ecosystem workers) and related abiotic factors that contribute to ecosystem functions. This erasure of work done by ecosystems impedes public understanding of biodiversity. Odum and Odum's radical suggestion to use the language of ecosystems (i.e., emergy or energy memory) to describe economies, rather than using the language of economics (i.e., services) to describe ecosystems, reverses this erasure of the ecosystem worker. Considering the current dominance of economic forces, however, implementing such solutions would require social changes similar in magnitude to those that occurred during the 1960s. Niklas Luhmann argues that such substantive, yet rapid, social change requires synergy among multiple societal function systems (i.e., economy, education, law, politics, religion, science), rather than reliance on a single social sphere, such as the economy. Explicitly presenting ecosystem services as discreet and incomplete aspects of ecosystem functions not only allows potential economic and environmental benefits associated with ecosystem services, but also enables the social and political changes required to ensure valuation of ecosystem functions and related biodiversity in ways beyond their measurement on an economic scale.  相似文献

This paper integrates tourism, economic growth, and environmental issues in a multivariate format. Unlike recent research on this topic, a panel data of selected sample nations of sub-Saharan Africa is adopted by using cointegration and panel regression models. The current research discovers both long-run equilibrium and short-run dynamics between economic growth, tourism, energy use, and carbon emissions in sub-Saharan Africa. Furthermore, tourism and energy use show a highly significant direct impact on economic growth. In addition, tourism, energy use, and economic growth yield a highly significant positive effect on carbon emissions. Dissecting the region into oil producers and non-oil producers further suggests that the economic growth of sub-Saharan Africa has been accomplished by strong growth in tourism and energy use. However, there is highly significant evidence that in oil producing countries, CO2 emissions are directly affected by energy use and economic growth and not by tourism. For non-oil producing countries, tourism and energy use but not economic growth incur a highly significant positive impact on carbon emissions.  相似文献

An Assessment of Invasion Risk from Assisted Migration   总被引:4,自引:0,他引:4  
Abstract:  To reduce the risk of extinction due to climate change, some ecologists have suggested human-aided translocation of species, or assisted migration (AM), to areas where climate is projected to become suitable. Such intentional movement, however, may create new invasive species if successful introductions grow out of control and cause ecologic or economic damage. We assessed this risk by surveying invasive species in the United States and categorizing invaders based on origin. Because AM will involve moving species on a regional scale within continents (i.e., range shifts), we used invasive species with an intracontinental origin as a proxy for species that would be moved through AM. We then determined whether intracontinental invasions were more prevalent or harmful than intercontinental invasions. Intracontinental invasions occurred far less frequently than invasions from other continents, but they were just as likely to have had severe effects. Fish and crustaceans pose a particularly high threat of intracontinental invasion. We conclude that the risk of AM to create novel invasive species is small, but assisted species that do become invasive could have large effects. Past experience with species reintroductions may help inform policy regarding AM.  相似文献

Abstract:  The widespread conversion of rural land to low-density residential development poses an immediate threat to biodiversity and to the provision of ecosystem services. Given that development will continue and environmental stakes are high, analyzing alternative growth strategies is critical. Conservation development is one such strategy that has the potential to benefit ecosystems and diverse stakeholders including developers, homebuyers, governments, and society as a whole. Conservation development clusters homes on one part of a property to manage the most ecologically important land for the conservation of biodiversity and ecosystem services. We draw on lessons learned from landscape ecology, open-space development, and regional planning to weigh the biophysical, economic, and institutional evidence for and against conservation development. Conservation development offers many potential environmental and economic advantages: relatively high home values and appreciation rates, lower development costs, and social and ecological benefits to society including landscape connectivity, protection and active stewardship of important ecological assets, and the maintenance of ecosystem services. But this approach also has shortcomings: it may require enlightened institutional regulations and regional planning (and/or ecologically aware developers), it is not always more profitable than conventional development and thus may require subsidies or incentives, and additional research is required to fully understand its benefits and drawbacks. With more information on the effects of clustering, the development of flexible zoning laws, and effective regional planning, conservation development could be a viable strategy for sustaining biodiversity and ecosystem services in changing landscapes.  相似文献

In 2014, the Fish and Wildlife Service (FWS) and National Marine Fisheries Service announced a new policy interpretation for the U.S. Endangered Species Act (ESA). According to the act, a species must be listed as threatened or endangered if it is determined to be threatened or endangered in a significant portion of its range (SPR). The 2014 policy seeks to provide consistency by establishing that a portion of the range should be considered significant if the associated individuals’ “removal would cause the entire species to become endangered or threatened.” We reviewed 20 quantitative techniques used to assess whether a portion of a species’ range is significant according to the new guidance. Our assessments are based on the 3R criteria—redundancy (i.e., buffering from catastrophe), resiliency (i.e., ability to withstand stochasticity), and representation (i.e., ability to evolve)—that the FWS uses to determine if a species merits listing. We identified data needs for each quantitative technique and considered which methods could be implemented given the data limitations typical of rare species. We also identified proxies for the 3Rs that may be used with limited data. To assess potential data availability, we evaluated 7 example species by accessing data in their species status assessments, which document all the information used during a listing decision. In all species, an SPR could be evaluated with at least one metric for each of the 3Rs robustly or with substantial assumptions. Resiliency assessments appeared most constrained by limited data, and many species lacked information on connectivity between subpopulations, genetic variation, and spatial variability in vital rates. These data gaps will likely make SPR assessments for species with complex life histories or that cross national boundaries difficult. Although we reviewed techniques for the ESA, other countries require identification of significant areas and could benefit from this research.  相似文献

The recent economic meltdown worldwide has reinforced our understanding of the effects of decoupling economic growth, monetary policy, and resources. Concern for peak oil and suggestions that it may have contributed to the global economic woes as well as over concern for the banking fraud may be adding confusion over the underlying causes and sending a misleading message to the public and ultimately to policy makers. Viewing the economy as simply a circulation of money that can be manipulated to increase spending and therefore consume our way out of the current economic situation, is courting disaster by deluding the public that the solution lies in simple adjustments to the current monetary system. Similarly, emphasizing that energy is the problem and that the solution can be found with another energy source is probably counterproductive in the short run and may be disastrous in the long run. The recent nuclear accident in Japan seriously calls into question increased dependence on nuclear energy and renewable energy sources, in the majority, have low net yields and are unevenly distributed worldwide.In this paper we frame the economic system as a subsystem of the larger more encompassing geobiosphere and suggest that within this context, neoclassical economics is unlikely to provide sufficient explanation of the recent economic melt-down. From a biophysical perspective, increasing the amount or speed of money circulation as well as extracting more energy from whatever source is available will only compound the problems and relying on growth as the solution to what ails the global economy is not a desirable nor a tenable solution.  相似文献

Ethanol and methyl-tertiary butyl ether (MTBE) were close substitutes in the gasoline additives market until MTBE was banned due to the concerns about groundwater contamination, leading to a sudden and dramatic substitution toward ethanol as an alternative oxygenate and octane-booster. We use variation in the timing of MTBE bans across states to identify their effects on gasoline prices. We find that state bans increased reformulated gasoline prices by 3–6 cents in non-Midwestern states for which the bans were binding, with larger impacts during times of high ethanol prices relative to MTBE and crude oil. We find qualitatively similar, yet smaller effects for conventional gasoline. We argue on the basis of a simple conceptual model and supporting empirical evidence that these bans functioned as implicit ethanol blending mandates in areas that were previously using MTBE to comply with strict environmental constraints. Overall, our results are consistent with the theoretical prediction that mandating a minimum market share for a more costly alternative fuel—either directly, or implicitly through a ban on the preferred conventional fuel—will inevitably increase fuel prices in a competitive market.  相似文献

Seawater, when equilibrated with a sample of No. 2 fuel oil, becomes toxic in varying degrees to growth of representative types of microalgae, two blue-greens, a diatom, two greens, and a dinoflagellate. For a sensitive organism such as Thalassiosira pseudonana, Strain 3H, 5 ml of seawater equilibrated with fuel oil (containing 15 mg/l of organics) in 20 ml of growth medium is lethal, or roughly in the range of 40 to 400 ppb if the toxic material(s) constitute 1 to 10% water also immediately stops photosynthesis in organism 3H. For other microalgae tested e.g. 580 (a green alga) and PR-6 (a blue-green alga), similar effects on growth and photosynthesis were found, but required higher concentrations of the oil-equilibrated seawater. Water solubles from Kuwait or Southern Louisiana crude oils (when the straight crude oil was equilibrated 1:8 with seawater) were not toxic; however, specific fractions obtained by distillation did show some water-soluble toxicity. Growth experimetns in open or closed growth systems revealed that most organisms were inhibited by varying amounts of these two crude oils when in direct contact with them. Organism 580 would not grow above 5 μl of Southern Louisiana/25 ml of medium, or 10 μl of Kuwait/25 ml of medium (oil in direct contact with algae). With both the seawater equilibrated with fuel oil and the crude oils, the toxic activity is mainly localized in medium and higher boiling fractions derived from distillation cuts from these materials.  相似文献

Shift in Trophic Level of Mediterranean Mariculture Species   总被引:1,自引:0,他引:1  
The mean trophic level of the farmed fish species in the Mediterranean has been increasing. We examined the farming‐up hypothesis (i.e., the increase in the production of high‐trophic‐level species) in the Mediterranean by determining the trophic level of the aquafeeds (i.e., what the fish are fed) of 5 species of farmed marine fishes: common dentex (Dentex dentex), common pandora (Pagellus erythrinus), European seabass (Dicentrarchus labrax), gilthead seabream (Sparus aurata), and red porgy (Pagrus sp.). The mean trophic level of aquafeed used in mariculture from 1950 to 2011 was higher (3.93) than the prey farmed fish consume in the wild (3.72) and increased at a faster rate (0.48/decade) compared with that based on their diets in the wild (0.43/decade). Future expected replacement of the fishmeal and oil in aquafeeds by plant materials may reverse the farming‐up trend, although there are a number of concerns regarding operational, nutritional, environmental, and economic issues. The farming‐up reversal can be achieved in an ecologically friendly manner by facilitating the mariculture of low‐trophic‐level fishes and by promoting high efficiency in the use of living marine resources in aquafeeds. Using forests to mitigate climate change has gained much interest in science and policy discussions. We examine the evidence for carbon benefits, environmental and monetary costs, risks and trade-offs for a variety of activities in three general strategies: (1) land use change to increase forest area (afforestation) and avoid deforestation; (2) carbon management in existing forests; and (3) the use of wood as biomass energy, in place of other building materials, or in wood products for carbon storage. We found that many strategies can increase forest sector carbon mitigation above the current 162-256 Tg C/yr, and that many strategies have co-benefits such as biodiversity, water, and economic opportunities. Each strategy also has trade-offs, risks, and uncertainties including possible leakage, permanence, disturbances, and climate change effects. Because approximately 60% of the carbon lost through deforestation and harvesting from 1700 to 1935 has not yet been recovered and because some strategies store carbon in forest products or use biomass energy, the biological potential for forest sector carbon mitigation is large. Several studies suggest that using these strategies could offset as much as 10-20% of current U.S. fossil fuel emissions. To obtain such large offsets in the United States would require a combination of afforesting up to one-third of cropland or pastureland, using the equivalent of about one-half of the gross annual forest growth for biomass energy, or implementing more intensive management to increase forest growth on one-third of forestland. Such large offsets would require substantial trade-offs, such as lower agricultural production and non-carbon ecosystem services from forests. The effectiveness of activities could be diluted by negative leakage effects and increasing disturbance regimes. Because forest carbon loss contributes to increasing climate risk and because climate change may impede regeneration following disturbance, avoiding deforestation and promoting regeneration after disturbance should receive high priority as policy considerations. Policies to encourage programs or projects that influence forest carbon sequestration and offset fossil fuel emissions should also consider major items such as leakage, the cyclical nature of forest growth and regrowth, and the extensive demand for and movement of forest products globally, and other greenhouse gas effects, such as methane and nitrous oxide emissions, and recognize other environmental benefits of forests, such as biodiversity, nutrient management, and watershed protection. Activities that contribute to helping forests adapt to the effects of climate change, and which also complement forest carbon storage strategies, would be prudent.  相似文献

Reducing emissions of sulphur dioxide from the electricity industry in England and Wales would require application of abatement technology and raise electricity prices through increases in marginal supply costs. Capital and operating costs of alternative abatement techniques and their application under possible long-term investment and retirement plans for the industry are discussed. An approximate halving of projected emissions is found to have an effect of the order of 5% on prices under the existing tariff structure. Reductions of up to one-fifth are found to have an effect of under 1% on electricity prices.  相似文献

Abstract: Declines in economic activity and associated changes in human livelihood strategies can increase threats of species overexploitation. This is exemplified by the effects of economic crises, which often drive intensification of subsistence poaching and greater reliance on natural resources. Whereas development theory links natural resource use to social‐economic conditions, few empirical studies of the effect of economic downturns on wild animal species have been conducted. I assessed the relations between African elephant (Loxodonta africana) mortality and human‐caused wounds in Samburu, Kenya and (1) livestock and maize prices (measures of local economic conditions), (2) change in national and regional gross domestic product (GDP) (measures of macroeconomic conditions), and (3) the normalized difference vegetation index (NDVI) (a correlate of primary productivity). In addition, I analyzed household survey data to determine the attitudes of local people toward protected areas and wild animals in the area. When cattle prices in the pastoralist study region were low, human‐caused wounds to and adult mortality of elephants increased. The NDVI was negatively correlated with juvenile mortality, but not correlated with adult mortality. Changes in Kenyan and East Asian (primary market for ivory) GDP did not explain significant variation in mortality. Increased human wounding of elephants and elephant mortality during periods of low livestock prices (local economic downturns) likely reflect an economically driven increase in ivory poaching. Local but not macroeconomic indices explained significant variation in mortality, likely due to the dominance of the subsistence economy in the study area and its political and economic isolation. My results suggest economic metrics can serve as effective indicators of changes in human use of and resulting effects on natural resources. Such information can help focus management approaches (e.g., antipoaching effort or proffering of alternative occupational opportunities) that address variation in local activities that threaten plant and animal populations.  相似文献

Abstract: In the last few decades petroleum has been consumed at a much faster pace than new reserves have been discovered. The point at which global oil extraction will attain a peak (“peak oil”) and begin a period of unavoidable decline is approaching. This eventuality will drive fundamental changes in the quantity and nature of energy flows through the human economic system, which probably will be accompanied by economic turmoil, political conflicts, and a high level of social tension. Besides being a geological and economic issue, peak oil is also a fundamental concern as it pertains to ecological systems and conservation because economics is a subsystem of the global ecosystem and changes in human energy‐related behaviors can lead to a broad range of effects on natural ecosystems, ranging from overuse to abandonment. As it becomes more difficult to meet energy demands, environmental considerations may be easily superseded. Given the vital importance of ecosystems and ecosystem services in a postpetroleum era, it is crucially important to wisely manage our ecosystems during the transition period to an economy based on little or no use of fossil fuels. Good policies can be formulated through awareness and understanding gained from scenario‐based assessments. Presently, most widely used global scenarios of environmental change do not incorporate resource limitation, including those of the Millennium Ecosystem Assessment and the Intergovernmental Panel on Climate Change. Considering the potential magnitude of the effects of peak oil on society and nature, the development of resource‐constrained scenarios should be addressed immediately. Ecologists and conservation biologists are in an important position to analyze the situation and provide guidance, yet the topic is noticeably absent from ecological discussions. We urge politicians, corporate chief executives, thought leaders, and citizens to consider this problem seriously because it is likely to develop into one of the key environmental issues of the 21st century.  相似文献

This paper investigates privately and socially optimal patterns of economic development in a two-sector endogenous growth model with clean and dirty goods. We consider a second-best fiscal policy framework in which distortionary taxes jointly influence economic growth and environmental quality. In this policy setting, three conditions produce an Environmental Kuznets Curve (EKC): (i) dirty output is bounded; (ii) clean output grows endogenously; and (iii) growth in the dirty sector reduces growth in the clean sector. These conditions do not arise with a consumption externality, but can emerge with a production externality. Endogenous labor supply implications are also investigated. Although not necessary for producing an EKC, endogenous labor supply provides additional linkages that produce an EKC under circumstances in which it would otherwise not appear.  相似文献

Midwest U.S. landscape change to 2020 driven by biofuel mandates   总被引:1,自引:0,他引:1  
Meeting future biofuel targets set by the 2007 Energy Independence and Security Act (EISA) will require a substantial increase in production of corn. The Midwest, which has the highest overall crop production capacity, is likely to bear the brunt of the biofuel-driven changes. In this paper, we set forth a method for developing a possible future landscape and evaluate changes in practices and production between base year (BY) 2001 and biofuel target (BT) 2020. In our BT 2020 Midwest landscape, a total of 25 million acres (1 acre = 0.40 ha) of farmland was converted from rotational cropping to continuous corn. Several states across the Midwest had watersheds where continuous corn planting increased by more than 50%. The output from the Center for Agriculture and Rural Development (CARD) econometric model predicted that corn grain production would double. In our study we were able to get within 2% of this expected corn production. The greatest increases in corn production were in the Corn Belt as a result of conversion to continuous corn planting. In addition to changes to cropping practices as a result of biofuel initiatives we also found that urban growth would result in a loss of over 7 million acres of productive farmland by 2020. We demonstrate a method which successfully combines economic model output with gridded land cover data to create a spatially explicit detailed classification of the landscape across the Midwest. Understanding where changes are likely to take place on the landscape will enable the evaluation of trade-offs between economic benefits and ecosystem services allowing proactive conservation and sustainable production for human well-being into the future.  相似文献

The demand for traditional medicinal plants and products in South Africa has created an extensive cross-border industry involving thousands of harvesters and traders. The market values of individual taxa vary considerably. Pricing structures fluctuate between markets and over time as the cost of harvesting species varies depending on a gatherer's access to the resources and the proximity of markets to the harvesting sites. This paper estimates trade values, describes the prices paid for 22 plant resources, investigates pricing structures relative to the mass/volume sold and the factors that influence the market price for plants. There is an inverse and disproportionate relationship between the price per kilogram (R/kg) and mass of the product sold. The smaller the quantity sold, the higher the R/kg sale values are relative to sales of larger quantities. This relationship is evident in different plant part types (e.g. bark and bulbs), species and markets (shops and street markets). Given the high mass sold relative to the price, bulbs, like bark, have the lowest R/kg values compared to other products like roots, fruits and leaves. The prices paid for heavier/denser species is thus disproportionate to the mass sold. If the relative values are used as an indicator of plant vulnerability (assuming high values indicate greater vulnerability), then bias is created in favour of 'lighter' and less dense plant parts typically sold in small quantities because of the nature of the plant part and the manner in which it is marketed and required by customers.  相似文献

The designation of no‐take marine reserves involves social and economic concerns due to the resulting displacement of fishing effort, when fishing rights are removed from those who traditionally fished within an area. Displacement can influence the functioning of the fishery and success of the reserve, yet levels of displacement are seldom quantified after reserve implementation and very rarely before that. We devised a simple analytical framework based on set theory to facilitate reserve placement. Implementation of the framework requires maps of fishing grounds, fishing effort, or catch per unit effort for at least 2 years. The framework quantifies the level of conflict that a reserve designation might cause in the fishing sector due to displacement and the opportunities to offset the conflict through fisher spatial mobility (i.e., ability of fishers to fish elsewhere). We also considered how the outputs of the framework can be used to identify targeted management interventions for each fishery. We applied the method in Honduras, where the largest marine protected area in Central America is being placed, for which spatial data on fishing effort were available for 6 fisheries over 3 years. The proposed closure had a greater negative impact on the shrimp and lobster scuba fisheries, which concentrated respectively 28% and 18% of their effort inside the reserve. These fisheries could not accommodate the displacement within existing fishing grounds. Both would be forced to stretch into new fishing grounds, which are available but are of unknown quality. These stakeholders will likely require compensation to offset costly exploratory fishing or to travel to fishing grounds farther away from port.  相似文献

The optimal management of a particular fishery is illustrated. Using data describing previous fishery exploitation, relevant biological and economic relationships are estimated, then the optimum levels of catches, effort, and stock are calculated. The prices that, if implemented, would ensure the current efficient exploitation of the fishery are also calculated. Finally, the welfare gains that can be achieved by a movement from the freemarket equilibrium to the socially optimum solution are demonstrated.  相似文献

Conventional methods for management of data‐rich fisheries maintain sustainable populations by assuring that lifetime reproduction is adequate for individuals to replace themselves and accounting for density‐dependent recruitment. Fishing is not allowed to reduce relative lifetime reproduction, the fraction of current egg production relative to unfished egg production (FLEP), below a sustainable level. Because most shark fisheries are data poor, other representations of persistence status have been used, including linear demographic models, which incorporate life‐history characteristics in age‐structured models with no density dependence. We tested how well measures of sustainability from 3 linear demographic methods (rebound potential, stochastic growth rate, and potential population increase) reflect actual population persistence by comparing values of these measures with FLEP for 26 shark species. We also calculated the value of fishing mortality (F) that would allow all 26 species to maintain an accepted precautionary threshold for sharks of FLEP = 60%, expressing F as a fraction of natural mortality (M). Values of stochastic growth rate and potential population growth did not covary in rank order with FLEP (p = 0.057 and p = 0.077, respectively) and neither was significantly correlated with FLEP. Ordinal ranking of rebound potential positively covaried with FLEP (p = 0.00013), but the relative rankings of some species were substantially out of order. Adopting a sustainable limit of F = 0.16M would maintain all 26 species above the precautionary minimum value of FLEP (60%). We concluded that shark‐fishery and conservation policies should rely on calculation of replacement (i.e., FLEP), and that sharks should be fished at a precautionary level that would protect all stocks (i.e., F< 0.16M).
