Regional flood risk caused by intensive rainfall under extreme climate conditions has increasingly attracted global attention. Mapping and evaluation of flood hazard are vital parts in flood risk assessment. This study develops an integrated framework for estimating spatial likelihood of flood hazard by coupling weighted naïve Bayes (WNB), geographic information system, and remote sensing. The north part of Fitzroy River Basin in Queensland, Australia, was selected as a case study site. The environmental indices, including extreme rainfall, evapotranspiration, net‐water index, soil water retention, elevation, slope, drainage proximity, and density, were generated from spatial data representing climate, soil, vegetation, hydrology, and topography. These indices were weighted using the statistics‐based entropy method. The weighted indices were input into the WNB‐based model to delineate a regional flood risk map that indicates the likelihood of flood occurrence. The resultant map was validated by the maximum inundation extent extracted from moderate resolution imaging spectroradiometer (MODIS) imagery. The evaluation results, including mapping and evaluation of the distribution of flood hazard, are helpful in guiding flood inundation disaster responses for the region. The novel approach presented consists of weighted grid data, image‐based sampling and validation, cell‐by‐cell probability inferring and spatial mapping. It is superior to an existing spatial naive Bayes (NB) method for regional flood hazard assessment. It can also be extended to other likelihood‐related environmental hazard studies.  相似文献

Detailed spatial representation of socioeconomic exposure and the related vulnerability to natural hazards has the potential to improve the quality and reliability of risk assessment outputs. We apply a spatially weighted dasymetric approach based on multiple ancillary data to downscale important socioeconomic variables and produce a grid data set for Italy that contains multilayered information about physical exposure, population, gross domestic product, and social vulnerability. We test the performances of our dasymetric approach compared to other spatial interpolation methods. Next, we combine the grid data set with flood hazard estimates to exemplify an application for the purpose of risk assessment.  相似文献

In this article, the use of time series of satellite imagery to flood hazard mapping and flood risk assessment is presented. Flooded areas are extracted from satellite images for the flood‐prone territory, and a maximum flood extent image for each flood event is produced. These maps are further fused to determine relative frequency of inundation (RFI). The study shows that RFI values and relative water depth exhibit the same probabilistic distribution, which is confirmed by Kolmogorov‐Smirnov test. The produced RFI map can be used as a flood hazard map, especially in cases when flood modeling is complicated by lack of available data and high uncertainties. The derived RFI map is further used for flood risk assessment. Efficiency of the presented approach is demonstrated for the Katima Mulilo region (Namibia). A time series of Landsat‐5/7 satellite images acquired from 1989 to 2012 is processed to derive RFI map using the presented approach. The following direct damage categories are considered in the study for flood risk assessment: dwelling units, roads, health facilities, and schools. The produced flood risk map shows that the risk is distributed uniformly all over the region. The cities and villages with the highest risk are identified. The proposed approach has minimum data requirements, and RFI maps can be generated rapidly to assist rescuers and decisionmakers in case of emergencies. On the other hand, limitations include: strong dependence on the available data sets, and limitations in simulations with extrapolated water depth values.  相似文献

Vulnerability of human beings exposed to a catastrophic disaster is affected by multiple factors that include hazard intensity, environment, and individual characteristics. The traditional approach to vulnerability assessment, based on the aggregate‐area method and unsupervised learning, cannot incorporate spatial information; thus, vulnerability can be only roughly assessed. In this article, we propose Bayesian network (BN) and spatial analysis techniques to mine spatial data sets to evaluate the vulnerability of human beings. In our approach, spatial analysis is leveraged to preprocess the data; for example, kernel density analysis (KDA) and accumulative road cost surface modeling (ARCSM) are employed to quantify the influence of geofeatures on vulnerability and relate such influence to spatial distance. The knowledge‐ and data‐based BN provides a consistent platform to integrate a variety of factors, including those extracted by KDA and ARCSM to model vulnerability uncertainty. We also consider the model's uncertainty and use the Bayesian model average and Occam's Window to average the multiple models obtained by our approach to robust prediction of the risk and vulnerability. We compare our approach with other probabilistic models in the case study of seismic risk and conclude that our approach is a good means to mining spatial data sets for evaluating vulnerability.  相似文献

Major natural disasters in recent years have had high human and economic costs, and triggered record high postdisaster relief from governments and international donors. Given the current economic situation worldwide, selecting the most effective disaster risk reduction (DRR) measures is critical. This is especially the case for low‐ and middle‐income countries, which have suffered disproportionally more economic and human losses from disasters. This article discusses a methodology that makes use of advanced probabilistic catastrophe models to estimate benefits of DRR measures. We apply such newly developed models to generate estimates for hurricane risk on residential structures on the island of St. Lucia, and earthquake risk on residential structures in Istanbul, Turkey, as two illustrative case studies. The costs and economic benefits for selected risk reduction measures are estimated taking account of hazard, exposure, and vulnerability. We conclude by emphasizing the advantages and challenges of catastrophe model‐based cost‐benefit analyses for DRR in developing countries.  相似文献

Mortality effects of exposure to air pollution and other environmental hazards are often described by the estimated number of “premature” or “attributable” deaths and the economic value of a reduction in exposure as the product of an estimate of “statistical lives saved” and a “value per statistical life.” These terms can be misleading because the number of deaths advanced by exposure cannot be determined from mortality data alone, whether from epidemiology or randomized trials (it is not statistically identified). The fraction of deaths “attributed” to exposure is conventionally derived as the hazard fraction (R – 1)/R, where R is the relative risk of mortality between high and low exposure levels. The fraction of deaths advanced by exposure (the “etiologic” fraction) can be substantially larger or smaller: it can be as large as one and as small as 1/e (≈0.37) times the hazard fraction (if the association is causal and zero otherwise). Recent literature reveals misunderstanding about these concepts. Total life years lost in a population due to exposure can be estimated but cannot be disaggregated by age or cause of death. Economic valuation of a change in exposure-related mortality risk to a population is not affected by inability to know the fraction of deaths that are etiologic. When individuals facing larger or smaller changes in mortality risk cannot be identified, the mean change in population hazard is sufficient for valuation; otherwise, the economic value can depend on the distribution of risk reductions.  相似文献

Geostatistics offers two fundamental contributions to environmental contaminant exposure assessment: (1) a group of methods to quantitatively describe the spatial distribution of a pollutant and (2) the ability to improve estimates of the exposure point concentration by exploiting the geospatial information present in the data. The second contribution is particularly valuable when exposure estimates must be derived from small data sets, which is often the case in environmental risk assessment. This article addresses two topics related to the use of geostatistics in human and ecological risk assessments performed at hazardous waste sites: (1) the importance of assessing model assumptions when using geostatistics and (2) the use of geostatistics to improve estimates of the exposure point concentration (EPC) in the limited data scenario. The latter topic is approached here by comparing design-based estimators that are familiar to environmental risk assessors (e.g., Land's method) with geostatistics, a model-based estimator. In this report, we summarize the basics of spatial weighting of sample data, kriging, and geostatistical simulation. We then explore the two topics identified above in a case study, using soil lead concentration data from a Superfund site (a skeet and trap range). We also describe several areas where research is needed to advance the use of geostatistics in environmental risk assessment.  相似文献

Survival models are developed to predict response and time‐to‐response for mortality in rabbits following exposures to single or multiple aerosol doses of Bacillus anthracis spores. Hazard function models were developed for a multiple‐dose data set to predict the probability of death through specifying functions of dose response and the time between exposure and the time‐to‐death (TTD). Among the models developed, the best‐fitting survival model (baseline model) is an exponential dose–response model with a Weibull TTD distribution. Alternative models assessed use different underlying dose–response functions and use the assumption that, in a multiple‐dose scenario, earlier doses affect the hazard functions of each subsequent dose. In addition, published mechanistic models are analyzed and compared with models developed in this article. None of the alternative models that were assessed provided a statistically significant improvement in fit over the baseline model. The general approach utilizes simple empirical data analysis to develop parsimonious models with limited reliance on mechanistic assumptions. The baseline model predicts TTDs consistent with reported results from three independent high‐dose rabbit data sets. More accurate survival models depend upon future development of dose–response data sets specifically designed to assess potential multiple‐dose effects on response and time‐to‐response. The process used in this article to develop the best‐fitting survival model for exposure of rabbits to multiple aerosol doses of B. anthracis spores should have broad applicability to other host–pathogen systems and dosing schedules because the empirical modeling approach is based upon pathogen‐specific empirically‐derived parameters.  相似文献

Limited systematic comparative knowledge exists about patterns of environmental injustices in exposure to varied natural and technological hazards. To address this gap, we examine how hazard characteristics (i.e., punctuated event/suddenness of onset, frequency/magnitude, and divisibility) influence relationships between race/ethnicity, nativity, socioeconomic status (SES), older age, housing tenure, and residential hazard exposure. Sociodemographic data come from a random sample survey of 602 residents of the tricounty Miami Metropolitan Statistical Area (Florida). Hazard exposure was measured using spatial data from the Federal Emergency Management Agency, the National Air Toxics Assessment, and the Emergency Response Notification System. We specified generalized estimating equations (GEEs)—which account for sociospatial clustering—predicting 100‐year flood risk, acute chemical accidental releases, and chronic cancer risk from air toxics from all and on‐road mobile sources. We found that for punctuated, sudden onset events, some socially advantaged people were significantly at risk. Racial/ethnic minority variables were significant predictors of greater exposure to the three technological hazards, while higher SES was associated with 100‐year flood risk exposure. Black and foreign‐born Hispanic residents, and white and U.S.‐born Hispanic residents, shared nearly identical risk profiles. Results demonstrate the complexities found in human‐hazard associations and the roles of hazard characteristics in shaping disparate risk patterns.  相似文献

Communities are concerned over pollution levels and seek methods to systematically identify and prioritize the environmental stressors in their communities. Geographic information system (GIS) maps of environmental information can be useful tools for communities in their assessment of environmental‐pollution‐related risks. Databases and mapping tools that supply community‐level estimates of ambient concentrations of hazardous pollutants, risk, and potential health impacts can provide relevant information for communities to understand, identify, and prioritize potential exposures and risk from multiple sources. An assessment of existing databases and mapping tools was conducted as part of this study to explore the utility of publicly available databases, and three of these databases were selected for use in a community‐level GIS mapping application. Queried data from the U.S. EPA's National‐Scale Air Toxics Assessment, Air Quality System, and National Emissions Inventory were mapped at the appropriate spatial and temporal resolutions for identifying risks of exposure to air pollutants in two communities. The maps combine monitored and model‐simulated pollutant and health risk estimates, along with local survey results, to assist communities with the identification of potential exposure sources and pollution hot spots. Findings from this case study analysis will provide information to advance the development of new tools to assist communities with environmental risk assessments and hazard prioritization.  相似文献

Risk‐benefit analyses are introduced as a new paradigm for old problems. However, in many cases it is not always necessary to perform a full comprehensive and expensive quantitative risk‐benefit assessment to solve the problem, nor is it always possible, given the lack of required date. The choice to continue from a more qualitative to a full quantitative risk‐benefit assessment can be made using a tiered approach. In this article, this tiered approach for risk‐benefit assessment will be addressed using a decision tree. The tiered approach described uses the same four steps as the risk assessment paradigm: hazard and benefit identification, hazard and benefit characterization, exposure assessment, and risk‐benefit characterization, albeit in a different order. For the purpose of this approach, the exposure assessment has been moved upward and the dose‐response modeling (part of hazard and benefit characterization) is moved to a later stage. The decision tree includes several stop moments, depending on the situation where the gathered information is sufficient to answer the initial risk‐benefit question. The approach has been tested for two food ingredients. The decision tree presented in this article is useful to assist on a case‐by‐case basis a risk‐benefit assessor and policymaker in making informed choices when to stop or continue with a risk‐benefit assessment.  相似文献

In this article, we develop statistical models to predict the number and geographic distribution of fires caused by earthquake ground motion and tsunami inundation in Japan. Using new, uniquely large, and consistent data sets from the 2011 Tōhoku earthquake and tsunami, we fitted three types of models—generalized linear models (GLMs), generalized additive models (GAMs), and boosted regression trees (BRTs). This is the first time the latter two have been used in this application. A simple conceptual framework guided identification of candidate covariates. Models were then compared based on their out‐of‐sample predictive power, goodness of fit to the data, ease of implementation, and relative importance of the framework concepts. For the ground motion data set, we recommend a Poisson GAM; for the tsunami data set, a negative binomial (NB) GLM or NB GAM. The best models generate out‐of‐sample predictions of the total number of ignitions in the region within one or two. Prefecture‐level prediction errors average approximately three. All models demonstrate predictive power far superior to four from the literature that were also tested. A nonlinear relationship is apparent between ignitions and ground motion, so for GLMs, which assume a linear response‐covariate relationship, instrumental intensity was the preferred ground motion covariate because it captures part of that nonlinearity. Measures of commercial exposure were preferred over measures of residential exposure for both ground motion and tsunami ignition models. This may vary in other regions, but nevertheless highlights the value of testing alternative measures for each concept. Models with the best predictive power included two or three covariates.  相似文献

Pesticide risk assessment for food products involves combining information from consumption and concentration data sets to estimate a distribution for the pesticide intake in a human population. Using this distribution one can obtain probabilities of individuals exceeding specified levels of pesticide intake. In this article, we present a probabilistic, Bayesian approach to modeling the daily consumptions of the pesticide Iprodione though multiple food products. Modeling data on food consumption and pesticide concentration poses a variety of problems, such as the large proportions of consumptions and concentrations that are recorded as zero, and correlation between the consumptions of different foods. We consider daily food consumption data from the Netherlands National Food Consumption Survey and concentration data collected by the Netherlands Ministry of Agriculture. We develop a multivariate latent‐Gaussian model for the consumption data that allows for correlated intakes between products. For the concentration data, we propose a univariate latent‐t model. We then combine predicted consumptions and concentrations from these models to obtain a distribution for individual daily Iprodione exposure. The latent‐variable models allow for both skewness and large numbers of zeros in the consumption and concentration data. The use of a probabilistic approach is intended to yield more robust estimates of high percentiles of the exposure distribution than an empirical approach. Bayesian inference is used to facilitate the treatment of data with a complex structure.  相似文献

Multiple hazard resilience is of significant practical value because most regions of the world are subject to multiple natural and technological hazards. An analysis and assessment approach for multiple hazard spatiotemporal resilience of interdependent infrastructure systems is developed using network theory and a numerical analysis. First, we define multiple hazard resilience and present a quantitative probabilistic metric based on the expansion of a single hazard deterministic resilience model. Second, we define a multiple hazard relationship analysis model with a focus on the impact of hazards on an infrastructure. Subsequently, a relationship matrix is constructed with temporal and spatial dimensions. Further, a general method for the evaluation of direct impacts on an individual infrastructure under multiple hazards is proposed. Third, we present an analysis of indirect multiple hazard impacts on interdependent infrastructures and a joint restoration model of an infrastructure system. Finally, a simplified two‐layer interdependent infrastructure network is used as a case study for illustrating the proposed methodology. The results show that temporal and spatial relationships of multiple hazards significantly influence system resilience. Moreover, the interdependence among infrastructures further magnifies the impact on resilience value. The main contribution of the article is a new multiple hazard resilience evaluation approach that is capable of integrating the impacts of multiple hazard interactions, interdependence of network components (layers), and restoration strategy.  相似文献

The identification of societal vulnerable counties and regions and the factors contributing to social vulnerability are crucial for effective disaster risk management. Significant advances have been made in the study of social vulnerability over the past two decades, but we still know little regarding China's societal vulnerability profiles, especially at the county level. This study investigates the county‐level spatial and temporal patterns in social vulnerability in China from 1980 to 2010. Based on China's four most recent population censuses of 2,361 counties and their corresponding socioeconomic data, a social vulnerability index for each county was created using factor analysis. Exploratory spatial data analysis, including global and local autocorrelations, was applied to reveal the spatial patterns of county‐level social vulnerability. The results demonstrate that the dynamic characteristics of China's county‐level social vulnerability are notably distinct, and the dominant contributors to societal vulnerability for all of the years studied were rural character, development (urbanization), and economic status. The spatial clustering patterns of social vulnerability to natural disasters in China exhibited a gathering–scattering–gathering pattern over time. Further investigations indicate that many counties in the eastern coastal area of China are experiencing a detectable increase in social vulnerability, whereas the societal vulnerability of many counties in the western and northern areas of China has significantly decreased over the past three decades. These findings will provide policymakers with a sound scientific basis for disaster prevention and mitigation decisions.  相似文献

Mycobacterium avium subspecies paratuberculosis (MAP) causes chronic inflammation of the intestines in humans, ruminants, and other species. It is the causative agent of Johne's disease in cattle, and has been implicated as the causative agent of Crohn's disease in humans. To date, no quantitative microbial risk assessment (QMRA) for MAP utilizing a dose‐response function exists. The objective of this study is to develop a nested dose‐response model for infection from oral exposure to MAP utilizing data from the peer‐reviewed literature. Four studies amenable to dose‐response modeling were identified in the literature search and optimized to the one‐parameter exponential or two‐parameter beta‐Poisson dose‐response models. A nesting analysis was performed on all permutations of the candidate data sets to determine the acceptability of pooling data sets across host species. Three of four data sets exhibited goodness of fit to at least one model. All three data sets exhibited good fit to the beta‐Poisson model, and one data set exhibited goodness of fit, and best fit, to the exponential model. Two data sets were successfully nested using the beta‐Poisson model with parameters α = 0.0978 and N50 = 2.70 × 102 CFU. These data sets were derived from sheep and red deer host species, indicating successful interspecies nesting, and demonstrate the highly infective nature of MAP. The nested dose‐response model described should be used for future QMRA research regarding oral exposure to MAP.  相似文献

We develop an econometric methodology to infer the path of risk premia from a large unbalanced panel of individual stock returns. We estimate the time‐varying risk premia implied by conditional linear asset pricing models where the conditioning includes both instruments common to all assets and asset‐specific instruments. The estimator uses simple weighted two‐pass cross‐sectional regressions, and we show its consistency and asymptotic normality under increasing cross‐sectional and time series dimensions. We address consistent estimation of the asymptotic variance by hard thresholding, and testing for asset pricing restrictions induced by the no‐arbitrage assumption. We derive the restrictions given by a continuum of assets in a multi‐period economy under an approximate factor structure robust to asset repackaging. The empirical analysis on returns for about ten thousand U.S. stocks from July 1964 to December 2009 shows that risk premia are large and volatile in crisis periods. They exhibit large positive and negative strays from time‐invariant estimates, follow the macroeconomic cycles, and do not match risk premia estimates on standard sets of portfolios. The asset pricing restrictions are rejected for a conditional four‐factor model capturing market, size, value, and momentum effects.  相似文献

Probabilistic seismic risk analysis is a well‐established method in the insurance industry for modeling portfolio losses from earthquake events. In this context, precise exposure locations are often unknown. However, so far, location uncertainty has not been in the focus of a large amount of research. In this article, we propose a novel framework for treatment of location uncertainty. As a case study, a large number of synthetic portfolios resembling typical real‐world cases were created. We investigate the effect of portfolio characteristics such as value distribution, portfolio size, or proportion of risk items with unknown coordinates on the variability of loss frequency estimations. The results indicate that due to loss aggregation effects and spatial hazard variability, location uncertainty in isolation and in conjunction with ground motion uncertainty can induce significant variability to probabilistic loss results, especially for portfolios with a small number of risks. After quantifying its effect, we conclude that location uncertainty should not be neglected when assessing probabilistic seismic risk, but should be treated stochastically and the resulting variability should be visualized and interpreted carefully.  相似文献
