During the last third of the 20th century, citizens throughout North America and Europe organized protests against urban highway projects, influencing urban transport planning in ways that shape its evolution to this day. With the globalization of car-centred urban planning models, some similar movements have emerged in developing countries. What, if anything, can they tell us about citizens' role in innovation to achieve more socially just, good and livable cities? Using a multidisciplinary approach grounded in planning theory and a local adaptation of participatory action research methods, this study explores lessons from an anti-highway movement in Santiago, Chile (1997). This study contributes citizens' perspective on crucial issues within the philosophy and history of city planning, examining shifts in governance that can significantly influence the potential for change in planning and city systems, even under adverse conditions. Is improving participation just a matter of ‘getting the process right’? This experience indicates that it requires re-formulating frameworks to encompass democratization, fostering multi-scalar, self-generating civil society organizations, and focusing on the role of organized citizens, rather than individuals, as they act on policy ecologies. The evidence from this Santiago case supports Portugali's argument that planning is both a profession, exercised by especially trained ‘experts’, and a skill exercised by citizens working from their everyday expertise. This example explores the mechanisms through which, even in a relatively hostile environment, self-generated citizen organizations may play a significant role in contesting business-as-usual debates and achieving innovative policies favouring greater equality and sustainability.  相似文献

This article poses the difficult task of providing a brief overview of Italian urban planning, difficult to understand for foreign observers because each Region has different legislation and urban planning tools. The paper describes an original methodology that evaluates the quality of the approach differentiated as (1) ‘of the plan’ (reformist, participative, from the territory); (2) ‘in the plan’ (integrated strategic, sustainable); (3) ‘with the plan’ (conformative, methodological, recompositional, systemic-infrastructural); and (4) ‘beyond the plan’ (beyond governance methodologies). The paper also compares aspects of quality present in plans for large, medium and small Italian cities. The conclusions review factors of excellence that may be used in other international scenarios.  相似文献

This paper investigates the contemporary issues in waterfront regeneration strategies. It evaluates and analyzes the legacies from past international waterfront projects through case examples and review policies, practices, trends and issues that pertain to waterfront regeneration. The impact of these within urban regeneration and urban cultural contexts are in turn considered. In this respect, the paper tracks the changes from typical festival-type market regeneration initiatives of the 1980s and 1990s to more culturally and entrepreneurial-focused projects evidenced today. Contemporary issues that stakeholders should consider when evaluating waterfront projects are considered. The paper gives recommendations for the direction of future waterfront development strategies. Conclusions promote the accommodation of more inclusive, socially responsible, culturally relevant, innovative, entrepreneurial and integrated regeneration objectives to ensure the future success of waterfront projects.  相似文献

The effectiveness of planning groups that used normative planning approaches and heuristics were investigated. The quality and innovation in plans developed using each planning approach were compared. Two studies were carried out in three organizations. In the first study, a ‘behavioral’ planning approach and a heuristic were used in a single organization. In the second study, a ‘systems’ planning approach and the heuristic were applied in two organizations. The field experiments demonstrated that the normative planning methods produced plans with superior quality and higher information levels. No differences in plan innovation were observed. Abstract

While mechanization has been widely adopted in the current construction industry, little research has been done to assess the level of mechanization in building construction projects. The aims of this study are to propose a framework that can assess the level of mechanization in building construction projects, to develop a computer-based tool that can help assess mechanization levels, and to collect the views of industry practitioners regarding mechanization. To achieve these goals, a comprehensive literature review was conducted first, and based on which a six-layer assessment framework, namely Mechanization Index for Building Construction Projects, was proposed. After that, Mechanization Index Assessment Tool, a computer-based tool that can assess the level of mechanization in building construction projects, was developed. The developed tool was adopted in 14 construction projects in Singapore. Assessment results showed that the mechanization level of the projects was 48.54 percent out of 100, which is moderate. Results also reported that ‘site preparation’ and ‘underground piping’ were two work types that are more mechanized, while work types of ‘formwork’, ‘tiling’, and ‘painting’ were relatively less mechanized. Additionally, industry practitioners perceived that the mechanization levels in the current building construction projects and industry were moderate and more efforts should be put in this regard, especially from the perspective of the industry. This study is the first piece of research work that assesses the level of mechanization in building construction projects and thus, it contributes to the body of knowledge. Furthermore, the assessment tool developed can easily be used either by industry practitioners or by construction authorities to do mechanization assessment. Thus, this study contributes to the practice as well.  相似文献

This paper surveys some of the main criticisms of cost-benefit analysis (CBA) that have emerged over the years. It is noted in passing that views on what type of technique CBA really is, or should be, have differed and continue to differ depending on the set of value judgements used. We emphasise that the more recent suggested extensions to or modifications of CBA have sought to make the technique more comprehensive (i.e. to include distributional, environmental quality and other objectives as well as economic efficiency) at the inevitable cost of a loss of precision. The underlying principles of CBA are examined and the problems of multiple objective planning highlighted. Valuation problems are analysed, in particular with regard to amenity and environmental effects. Finally, the issues of uncertainty, irreversibility and intergenerational equity are raised briefly to indicate the complexity of the decision-making task when large-scale technologically advanced projects have to be appraised. In conclusion it is argued that CBA presented in a disaggregated format, as a comprehensive method for the ordering of information and a testing procedure for a range of valuations can perform a useful role in the decision-making process. The term ‘policy analysis’ is probably a better one for this broader view of the use of CBA. Ultimately we seem to be searching for a synthesis of the participatory and the traditional (technocratic) style of decision-making though we have a long and difficult course to chart before we even approach such a goal.  相似文献

Large-scale projects seem to be as popular in urban politics as they are risky in implementation. Existing research shows a certain bias towards studying projects in large metropolitan regions. The paper aims at extending the scope of research on large-scale urban projects by analysing such projects in a smaller metropolitan area. The case of the city region and country of Luxembourg shows that decision-makers in small metropolitan regions also make use of large-scale urban projects as a planning and place-making instrument. The case is also used to explore methodological approaches of examining the symbolic nature and discursive place-making dimension of planning large-scale projects, and proposes a methodological approach based on constructivist grounded theory and situational analysis of discourses.  相似文献

Current research favors diversity within strategic networks as a source of idea generation and opportunity pursuit. However, diversity may not always be advantageous. Drawing from literature on entrepreneurial opportunities, social network theory, and cognitive psychology, it is argued in this paper that the level of diversity in entrepreneurial strategic networks differs based on the nature of the entrepreneurial opportunity context—discovery or creation. Competing hypotheses are developed for the nature of strategic networks in the discovery and creation opportunity contexts. The results from our two studies (using PSED II dataset and data collected from women entrepreneurs in India) show that entrepreneurial strategic networks differ based on whether entrepreneurs are pursuing discovery or creation opportunities, i.e., entrepreneurs operating in ‘discovery’ contexts tend to use networks ties with individuals who are relatively similar to themselves, while entrepreneurs in ‘creation’ contexts tend to use network ties with individuals who are relatively different from themselves. Further, the results also show that the diversity in strategic networks is not unidirectional in discovery and/or creation contexts but varies depending on the specific matters for which the entrepreneur seeks advice. Discussion and future research directions outline the unique findings of this study and potential implications for theory development.  相似文献

Strategic decision-making processes influence firm-level outcomes. Using the theory of upper echelons, this study investigates how diversity in directors’ skills, knowledge, and industry experience influence board decision-making processes that may impact overall strategic decision-making processes. Such diversity has been commonly accepted to be a ‘double-edged sword’—enhancing comprehensiveness but hindering the speed of decision-making. On the contrary, we used an existing large survey database to show that directors’ diverse educational background, functional background, and industry experience (job-related diversity) have a positive effect on comprehensiveness as well as the speed of board decision-making. In addition, our results indicate that board processes (directors’ use of their knowledge and skills) play an important role by transmitting the positive effects of diversity. The study is in a tradition of exploring how boards may influence firms’ strategic decision-making processes. Our findings provide additional arguments for adding job-related diversity to boards of directors.  相似文献

Abstract

Benefits are the principal reason why an organization may seek to enact change through programmes and projects. The discipline of identification, definition, planning, tracking and realization of benefits is recognized to be instrumental in achieving organizational strategy. In this study, we describe the results of a cross-national comparison of public sector benefits management (BM) practices in Australia, Canada, the UK and the USA. It explores ‘BM practices in action’, considering to what extent ‘espoused’ or ‘mandated’ frameworks are actually practised and perceived by their users. Employing qualitative analysis, semi-structured interview data were analysed from 46 participants with experience in sponsoring, managing and/or reviewing government projects. The results expose considerable variation in the adoption and standardization of BM frameworks from inter and intragovernmental perspectives. We evidence a strong focus on benefits identification across the data set, specifically at the outset (the business case stage seeking project approval) and observe deterioration in focus as the project or programme progresses through the authorization (or assurance) approval gates towards close-out and operations. The results further emphasize the prominence of political interest, leadership buy-in, a benefits-driven culture and a transparent benefits reporting mechanism in the implementation of ‘effective’ BM frameworks.  相似文献

In a multi-project industrial R & D organization the selection of projects with potentially good payoffs has to be fitted in with the planning of on-going projects as they compete for the same expert staff, laboratory equipment, pilot plant rigs and other facilities and resources. A linear programming approach to this planning problem takes account of any flexibility possible in allocating resources to projects, and in their timing in finding the ‘best’ plan. This is the one which maximises the potential payoff for the whole ‘portfolio’ of projects and makes the most efficient use of the available resources. The principles of the formulation of such LP models and the interpretation of the results produced in terms of practical planning are discussed.  相似文献

This paper examines standard-setting and standardization processes currently being undertaken in the human resources field and makes a ‘call to action’ for human resource development (HRD) scholars and practitioners to influence these developments. The paper provides a reflexive ‘insider account’ of HR standards development combining personal experience with theoretical perspectives; ‘grey’ and practitioner literatures; and secondary data sources. Drawing on scholarly literature sources, opportunities and dilemmas of standardization processes in the HR field are discussed. Grounded in the standardization literature, alternative approaches to system-wide (meta) standards are identified. Drawing on publically available information, different standardization approaches in USA and UK are discussed. The paper critiques the dominant performance-orientated paradigm and ‘rules-based’ approach to standards and argues for an alternative, principles-based approach for HR standardization to support sustainable individual and organizational performance. These issues have important consequences for HRD identity, pedagogy, education, and practice. In addition to the development of an original typology of emerging HR standardization, the paper contributes a new perspective to debates about the identity, values, purpose, and contribution of HRD and the relationship between HRD and human resource management (HRM).  相似文献

This paper offers an analysis of the professional project that was pursued by the Institute of Management Consultants (IMC) on behalf of its members. The paper builds on Sturdy's (2011) call to develop empirically grounded accounts of the ways and means of consulting. In addition, it responds to the analysis of the Association of Project Management (APM) developed by Hodgson, Paton and Muzio (2015), which invited further comparative study of professional projects. Drawing on archive data, this paper develops a comparative analysis that considers four key themes: (1) the professionalization strategies developed by the IMC and the APM; (2) jurisdictional issues and shifts in the fields of consulting and project management; (3) the structure of credentials developed for practitioners in both arenas; and (4) the attitudes and actions of key stakeholders shaping policy in the APM and the IMC. The paper examines the contrasting fortunes of the APM and the IMC, yet observes similarities in working practices across these apparently distinct settings. Reflecting on this comparison, the authors consider the nature, contours and limits of consulting professionalism and conclude with the suggestion that, within the analysis of professional projects, conventional conceptualizations of ‘success’ and ‘failure’ should be considered as ‘impostors’.  相似文献

Abstract

This paper explores how engineering companies develop and integrate solution-based capabilities for complex ‘one-off’ or small-batch production. Although there is extant literature on developing a stand-alone service, product and process capabilities, an integrated solution-based capability for effective execution of complex ‘design-build’ projects is currently underdeveloped. For such firms to be successful in delivering complex solutions, there is the need for organisational structured routines and processes which we conceptualise as complex solution-based capabilities (CSC). The study was based on a multiple case study using in-depth semi-structured interviews with managers and engineers. Primary data collected were complemented by documentary evidence, for triangulation and validity. The data were analysed using thematic analysis to develop a framework of CSC. The findings show that the case study companies have developed and integrated CSC through organisational routines and processes of make-to-concept approach, value creation and strategic coordination. Implications and future research are discussed.  相似文献

This paper contributes to gender and diversity research through proposing a new theoretical construct: glass chains. We develop ‘glass chains’ as a metaphor to illuminate how highly educated British Pakistani Muslim women professionals in the UK negotiate a fine balance between faith, family and personal ambition. Using a qualitative approach, we highlight tensions between religious and familial guidance within Islam, and workplace practices. Drawing upon the construct of ‘glass chains’, we articulate how 37 British Pakistani Muslim career women felt bound, by invisible glass chains, to the tenets of their faith. We show how the pull of glass chains obliged these women to resist certain career‐advancing opportunities. In so doing, we borrow from French philosopher Michel Foucault ideas about self‐oriented moral codes, engaging with his arguments that individuals may prioritize, over other obligations, the ties (or glass chains) which bind them to personal value sets in order that they may become ‘ethical selves’. While previous glass metaphors highlight barriers to female progression from external and structural angles, ‘glass chains’ are, by contrast, concerned with the potential for internal and personal constraints on women's ambitions. The metaphor ‘glass chains’ may be extended to enhance understanding of career constraints among other workers.  相似文献

Although the term ‘quality’ has a universal positive connotation and typically is framed by a focus on improvements, its application includes as well as excludes the access, values and world views of particular actors and interests. In this article, we highlight the relevance and implications of such ‘inherent politics’ through a case study of a widespread approach to operationalizing quality in urban green space management. We conclude that adoption of any quality model has both limiting and enabling implications for public participation and decision-making and that a critical stance is needed within both research and practice for the development of quality models that connect to values of broader societal relevance.  相似文献

Green Lean has recently emerged as an alternative strategy for organisations to pursue both operational and sustainability excellence. The interest on this approach has rapidly risen in both academic and industry circles. However, despite this interest, very limited research has focused on its implementation, and no research has investigated the barriers that hinder the success of such activity. This study investigates the Green Lean implementation barriers and their contextual relationships and effects on the integration and deployment of this approach. A Systematic Literature Review (SLR), Interpretative Structural Modelling and fuzzy Matriced’ Impacts Croise’s Multiplication Appliqée a UN Classement (MICMAC) analyses were carried out. Fifteen barriers were extracted from the SLR and then validated in consultation with industry and academic experts. The Interpretive Structural Modelling (ISM) method was used to understand the relationship between the fifteen barriers and to develop a hierarchical model of these. The different barriers were classified into ‘linkage’ and ‘dependent’ barriers by using MICMAC analysis. The results suggested that all the identified barriers play an important role, and hence can equally act as a significant hurdle to the implementation of Green Lean projects. This study can help managers and policy-makers in better understanding these barriers. Thus, they can be assisted in managing and prioritising barriers towards the successful implementation of Green Lean initiatives for better financial and environmental performance.  相似文献

Although design changes is a significant inhibiting factor to schedule management and cost control in building projects globally, however, the reasons remain largely unknown, and the construction industry is unable to manage the problem effectively. A triangulated approach was employed where 39 reasons were first explored through semi-structured interviews with experienced practitioners. Subsequently, a national survey was used to rank the reasons. ‘Value engineering’, ‘lack of coordination among various professional consultants’ and ‘change of requirement’ ranked the highest. Next, exploratory factor analysis revealed eight underlying factors. Finally, the influence of these manifested factors was validated statistically using partial least squares based structural equation modelling. The three most critical factors found are ‘competency of project team', ‘quality and workmanship’, and ‘site constraints and safety consideration’. This paper contributes to the development of new underlying factors inducing design changes, which largely explain design changes as well as enable practitioners and researchers to devise effective preventive measures in controlling design changes in building projects.  相似文献

One of the major challenges for the implementation of local energy planning is the successful development of a Sustainable Energy Action Plan (SEAP) by the local authorities (especially within the framework of their participation to the Covenant of Mayors’ initiative). This aspect constitutes a decision making problem, since the local authorities have to identify the best fields of actions and opportunities for reaching their long-term CO2 reduction target. However, the already available methods and tools do not offer an integrated framework for the SEAPs’ development and especially the selection of sustainable Renewable Energy Sources (RES) and Rational Use of Energy (RUE) technologies. In this context, the aim of this paper is to present a participatory supportive framework for the implementation of local energy planning. At the first level, the proposed approach incorporates the development of alternative Scenarios of Actions (using knowledge-based process, participatory approach and aspiration level). At the second level, a direct and transparent multicriteria decision support is introduced, in order to evaluate the feasible Scenarios. It includes the application of a multicriteria ordinal regression approach and an extreme ranking analysis method for the estimation of the best and worst possible ranking position of each Scenario. The results from the pilot appraisal of the methodological approach to a “real” problem are presented and discussed. The adopted approach contributes to the selection of the most appropriate combination of RES/RUE actions, supporting in this way the local authorities to the development of their SEAP.  相似文献

This paper surveys the use of economic appraisal techniques in the field of transportation. After surveying the history of such approaches, a critical assessment is offered of the most recent contributions to the debate, centering on the 1977 Leitch Report. The limited room for manoeuvre in making local assessments is highlighted: national policy considerations are seen as frequently dominating the local choice. While most of the debate on the ‘inadequacies’ of cost-benefit have focussed on ‘intangible’ items, the author argues for a much closer look at the ‘hard’ data on the value of time-savings and accident costs. Some of the Leitch committee's proposals are found wanting in this respect. In the wider context, a plea is made for the use of common criteria for assessing projects throughout the entire transport sector. Only in this way can misallocation of resources be minimised.  相似文献
