In the Australian policy context, there has recently been a discernible shift in the discourse used when considering responses to the impacts of current weather extremes and future climate change. Commonly used terminology, such as climate change impacts and vulnerability, is now being increasingly replaced by a preference for language with more positive connotations as represented by resilience and a focus on the ‘strengthening’ of local communities. However, although this contemporary shift in emphasis has largely political roots, the scientific conceptual underpinning for resilience, and its relationship with climate change action, remains contested. To contribute to this debate, the authors argue that how adaptation is framed—in this case by the notion of resilience—can have an important influence on agenda setting, on the subsequent adaptation pathways that are pursued and on eventual adaptation outcomes. Drawing from multi-disciplinary adaptation research carried out in three urban case studies in the State of Victoria, Australia (‘Framing multi-level and multi-actor adaptation responses in the Victorian context’, funded by the Victorian Centre for Climate Change Adaptation Research (2010–2012)), this article is structured according to three main discussion points. Firstly, the importance of being explicit when framing adaptation; secondly, this study reflects on how resilience is emerging as part of adaptation discourse and narratives in different scientific, research and policy-making communities; and finally, the authors reflect on the implications of resilience framing for evolving adaptation policy and practice.  相似文献

This study aims to answer the following research question: how is the resilience of firms defined in the business and management field? In doing so, we answer recent calls for research about a more thorough conceptualisation of the resilience of firms and its definition. We conducted a systematic literature review of 66 selected papers published between 2000 and 2017. By means of inductive content analysis, we analyse the definitions of ‘resilience’ and elaborate a novel conceptual framework that introduces a dynamic perspective on the resilience of firms. The proposed framework overcomes existing definitional fragmentation and raises awareness of the temporal dimension in the conceptualisation of the resilience of firms. We contribute to extant business and management literature on the resilience of firms by proposing a model that articulates two main paths for explaining organisational resilience, i.e. absorptive resilience and adaptive resilience paths. We also identify a set of key capabilities needed to be successfully resilient at the different stages of the two paths.  相似文献

The risks from singular natural hazards such as a hurricane have been extensively investigated in the literature. However, little is understood about how individual and collective responses to repeated hazards change communities and impact their preparation for future events. Individual mitigation actions may drive how a community's resilience evolves under repeated hazards. In this paper, we investigate the effect that learning by homeowners can have on household mitigation decisions and on how this influences a region's vulnerability to natural hazards over time, using hurricanes along the east coast of the United States as our case study. To do this, we build an agent-based model (ABM) to simulate homeowners’ adaptation to repeated hurricanes and how this affects the vulnerability of the regional housing stock. Through a case study, we explore how different initial beliefs about the hurricane hazard and how the memory of recent hurricanes could change a community's vulnerability both under current and potential future hurricane scenarios under climate change. In some future hurricane environments, different initial beliefs can result in large differences in the region's long-term vulnerability to hurricanes. We find that when some homeowners mitigate soon after a hurricane—when their memory of the event is the strongest—it can help to substantially decrease the vulnerability of a community.  相似文献

We urgently need to put the concept of resilience into practice if we are to prepare our communities for climate change and exacerbated natural hazards. Yet, despite the extensive discussion surrounding community resilience, operationalizing the concept remains challenging. The dominant approaches for assessing resilience focus on either evaluating community characteristics or infrastructure functionality. While both remain useful, they have several limitations to their ability to provide actionable insight. More importantly, the current conceptualizations do not consider essential services or how access is impaired by hazards. We argue that people need access to services such as food, education, health care, and cultural amenities, in addition to water, power, sanitation, and communications, to get back some semblance of normal life. Providing equitable access to these types of services and quickly restoring that access following a disruption are paramount to community resilience. We propose a new conceptualization of community resilience that is based on access to essential services. This reframing of resilience facilitates a new measure of resilience that is spatially explicit and operational. Using two illustrative examples from the impacts of Hurricanes Florence and Michael, we demonstrate how decisionmakers and planners can use this framework to visualize the effect of a hazard and quantify resilience-enhancing interventions. This “equitable access to essentials” approach to community resilience integrates with spatial planning, and will enable communities not only to “bounce back” from a disruption, but to “bound forward” and improve the resilience and quality of life for all residents.  相似文献

Regulatory agencies have long adopted a three‐tier framework for risk assessment. We build on this structure to propose a tiered approach for resilience assessment that can be integrated into the existing regulatory processes. Comprehensive approaches to assessing resilience at appropriate and operational scales, reconciling analytical complexity as needed with stakeholder needs and resources available, and ultimately creating actionable recommendations to enhance resilience are still lacking. Our proposed framework consists of tiers by which analysts can select resilience assessment and decision support tools to inform associated management actions relative to the scope and urgency of the risk and the capacity of resource managers to improve system resilience. The resilience management framework proposed is not intended to supplant either risk management or the many existing efforts of resilience quantification method development, but instead provide a guide to selecting tools that are appropriate for the given analytic need. The goal of this tiered approach is to intentionally parallel the tiered approach used in regulatory contexts so that resilience assessment might be more easily and quickly integrated into existing structures and with existing policies.  相似文献

Recent natural and man‐made catastrophes, such as the Fukushima nuclear power plant, flooding caused by Hurricane Katrina, the Deepwater Horizon oil spill, the Haiti earthquake, and the mortgage derivatives crisis, have renewed interest in the concept of resilience, especially as it relates to complex systems vulnerable to multiple or cascading failures. Although the meaning of resilience is contested in different contexts, in general resilience is understood to mean the capacity to adapt to changing conditions without catastrophic loss of form or function. In the context of engineering systems, this has sometimes been interpreted as the probability that system conditions might exceed an irrevocable tipping point. However, we argue that this approach improperly conflates resilience and risk perspectives by expressing resilience exclusively in risk terms. In contrast, we describe resilience as an emergent property of what an engineering system does, rather than a static property the system has. Therefore, resilience cannot be measured at the systems scale solely from examination of component parts. Instead, resilience is better understood as the outcome of a recursive process that includes: sensing, anticipation, learning, and adaptation. In this approach, resilience analysis can be understood as differentiable from, but complementary to, risk analysis, with important implications for the adaptive management of complex, coupled engineering systems. Management of the 2011 flooding in the Mississippi River Basin is discussed as an example of the successes and challenges of resilience‐based management of complex natural systems that have been extensively altered by engineered structures.  相似文献

Many attempts are made to assess future changes in extreme weather events due to anthropogenic climate change, but few studies have estimated the potential change in economic losses from such events. Projecting losses is more complex as it requires insight into the change in the weather hazard but also into exposure and vulnerability of assets. This article discusses the issues involved as well as a framework for projecting future losses, and provides an overview of some state‐of‐the‐art projections. Estimates of changes in losses from cyclones and floods are given, and particular attention is paid to the different approaches and assumptions. All projections show increases in extreme weather losses due to climate change. Flood losses are generally projected to increase more rapidly than losses from tropical and extra‐tropical cyclones. However, for the period until the year 2040, the contribution from increasing exposure and value of capital at risk to future losses is likely to be equal or larger than the contribution from anthropogenic climate change. Given the fact that the occurrence of loss events also varies over time due to natural climate variability, the signal from anthropogenic climate change is likely to be lost among the other causes for changes in risk, at least during the period until 2040. More efforts are needed to arrive at a comprehensive approach that includes quantification of changes in hazard, exposure, and vulnerability, as well as adaptation effects.  相似文献

Abstract

This paper explores how engineering companies develop and integrate solution-based capabilities for complex ‘one-off’ or small-batch production. Although there is extant literature on developing a stand-alone service, product and process capabilities, an integrated solution-based capability for effective execution of complex ‘design-build’ projects is currently underdeveloped. For such firms to be successful in delivering complex solutions, there is the need for organisational structured routines and processes which we conceptualise as complex solution-based capabilities (CSC). The study was based on a multiple case study using in-depth semi-structured interviews with managers and engineers. Primary data collected were complemented by documentary evidence, for triangulation and validity. The data were analysed using thematic analysis to develop a framework of CSC. The findings show that the case study companies have developed and integrated CSC through organisational routines and processes of make-to-concept approach, value creation and strategic coordination. Abstract

This study proposes a fuzzy-based VIKOR (VIseKriterijumska Optimizacija I Kompromisno Resenje) framework for evaluating barriers to implementing green supply chain management (GSCM) in the context of an emerging economy. The methodology uses a mix method approach combining literature review and opinions of some selected managers from the plastic industry of Bangladesh to identify four main-barriers and twenty-five sub-barriers relevant to GSCM implementation. Fuzzy-VIKOR approach was applied to aid in the analysis of the barriers in the plastic industry of Bangladesh. The findings of the study show the order/rank of intensity and severity of the main-barriers to implementing GSCM practices in the plastic industry of Bangladesh as follows: ‘inadequate knowledge and support’, ‘insufficient technology and infrastructure’, ‘financial constraints and unsupportive organizational’ and ‘operational policies’. The results also show the rankings of the sub-barriers under each main barriers. This research contributes to the literature in a number of ways. First, it identifies multi-levels of barriers to GSCM implementation. Secondly, it identifies and proposes alternative action plans (strategies) to help mitigate and implement GSCM practices. Though this study has significant contributions, a number of limitations do exist. The barriers in this study were identified using the extant literature review and industrial managers’ opinions. A more scientific approach and empirical validation is required, especially in the plastic manufacturing industry of Bangladesh to identify more new challenging barriers. However, this study can provide managers with a better understanding of the barriers to implementing GSCM practices and motivate the researchers to further extend the investigation on the insights for developing strategic plans for implementing GSCM practices in the plastic industry of Bangladesh.  相似文献

Academic entrepreneurship, which refers to efforts undertaken by universities to promote commercialization on campus and in surrounding regions of the university, has changed dramatically in recent years. Two key consequences of this change are that more stakeholders have become involved in academic entrepreneurship and that universities have become more ‘strategic’ in their approach to this activity. The authors assert that the time is ripe to rethink academic entrepreneurship. Specifically, theoretical and empirical research on academic entrepreneurship needs to take account of these changes, so as to improve the rigour and relevance of future studies on this topic. We outline such a framework and provide examples of key research questions that need to be addressed to broaden understanding of academic entrepreneurship.  相似文献

During the last third of the 20th century, citizens throughout North America and Europe organized protests against urban highway projects, influencing urban transport planning in ways that shape its evolution to this day. With the globalization of car-centred urban planning models, some similar movements have emerged in developing countries. What, if anything, can they tell us about citizens' role in innovation to achieve more socially just, good and livable cities? Using a multidisciplinary approach grounded in planning theory and a local adaptation of participatory action research methods, this study explores lessons from an anti-highway movement in Santiago, Chile (1997). This study contributes citizens' perspective on crucial issues within the philosophy and history of city planning, examining shifts in governance that can significantly influence the potential for change in planning and city systems, even under adverse conditions. Is improving participation just a matter of ‘getting the process right’? This experience indicates that it requires re-formulating frameworks to encompass democratization, fostering multi-scalar, self-generating civil society organizations, and focusing on the role of organized citizens, rather than individuals, as they act on policy ecologies. The evidence from this Santiago case supports Portugali's argument that planning is both a profession, exercised by especially trained ‘experts’, and a skill exercised by citizens working from their everyday expertise. This example explores the mechanisms through which, even in a relatively hostile environment, self-generated citizen organizations may play a significant role in contesting business-as-usual debates and achieving innovative policies favouring greater equality and sustainability.  相似文献

This paper presents an empirically validated framework of business process management (BPM) to enable the pursuit of BPM theory. Phase 1 of the research focused on the development of an initial framework of BPM, derived from a synthesis of current literature. This comprised five key themes, subsequently categorized as ‘application components’ of BPM. The empirical validation of the framework was approached through case‐based research, utilizing semi‐structured interviews with managers of a large financial services organization, to explore the dimensions of the framework. The results suggest that, in addition to confirming the five ‘application components’ of the initial framework, three additional ‘conceptual components’ are important. These concepts differentiate BPM from other process management activities, and suggest that developing a prerequisite ‘process mindset’ is a fundamental component of a BPM approach.  相似文献

Previous research shows that public perceptions of climate change risk are strongly related to the individual willingness to support climate mitigation and adaptation policy. In this article, I investigate how public perceptions of climate change risk are affected by communications from political parties and the degree of polarization among them. Specifically, using survey data from Sweden, Norway, Australia, and New Zealand, I study the relationship between party source cues, perceived polarization, and public perceptions of climate change risk. The results reveal a positive relationship between party cues and perceptions of climate change risk, indicating that individuals adjust their risk perceptions to align with their party preference. Furthermore, a negative relationship between perceived polarization and individual risk perceptions is also discovered, showing that individuals tend to be less concerned with climate change the more polarization they perceive. However, the effect of perceived polarization is found to be limited to more abstract perceptions of risk, while being unrelated to perceptions of concrete risks. Even with some contextual variance, the results generally hold up well across the four countries.  相似文献

This paper examines the proposition that action learning is a new paradigm in management education. Action learning is becoming widely accepted methodology for the development of managers and managerial competence. This is in both public and private sector organizations and within the context of certificated and organisationally based programmes. The paper seeks to use Kuhn's work on the nature of paradigms and change as a way of explaining the increase of interest in his approach. Importantly, although this approach promises to answer some of the problems of traditional management education, it is not without its own critics. Kuhn's criteria for a paradigm change are explained with reference to action learning literature and knowledge of practice. From this a framework is developed that compares a traditional approach to management education with an action learning approach on three levels. Our conclusion is that action learning is a new paradigm, but for the maximum benefit to be gained from the approach its application needs to be more carefully considered, particularly in relation to the provision of some wider external frameworks for the manager to use as‘tools for thinking’  相似文献

The first objective of this paper is to develop understanding of organizational political behaviour in the context of change implementation, through a constructivist approach grounded in the interpretations of the initiating actor. The basis of this exploration is the concept of ‘logic of action’, which describes the cognitive schema that an actor brings to behavioural choices linking means to ends. The second objective of the paper is to demonstrate strengths and inadequacies in current conceptualizations of political behaviour, and to develop a framework to guide further research in this area. These aims are achieved through analysis of an account of political behaviour from a single initiator, who is responsible for a specific organizational change, in relation to a single target individual, who is blocking or subverting that change. This account thus represents an experiment with the ‘epistemology of the particular’. Methodological concerns surrounding the external validity of single case accounts are therefore explored, and the concepts of analytical and naturalistic generalization are deployed in contrast with statistical generalization. The main elements in the logic of action identified include characteristics of the organizational context, formal and tacit warrants for managerial action and political behaviour respectively, the variety of ongoing political tactics, the interrelated mix of personal and organizational outcomes being pursued, and the reputation of the initiator of political behaviour, which in turn hinges on the ability to generate acceptable public accounts of one's behaviour. A revised approach to the ‘defining elements’ of organizational political behaviour is advanced based on this analysis.  相似文献

There has been sustained argument for contextualization of leadership development, none more so than when working with Indigenous and other marginalized peoples. Leadership development programmes are predominantly conducted by ‘outsider’ educationalists and consultants and the question of contextualization, of how much or how little, is a decision that is ultimately made in classrooms around the world under conditions of alien tutelage. Employing an autoethnographic approach, the article examines three examples of leadership development programmes in order to think about generalization and/or contextualization. Overall, this study finds that arguments for and against ‘generalizability’ and ‘contextualization’ might depend more on the skill and experience of the teacher rather than the corpus of knowledge over which so many battles are fought. It suggests that the potential embedded in generalizable programmes can be realized if there is sufficient pedagogic engagement and space created by culturally competent teachers and facilitators for local testing of generalized knowledge claims for their adaptation: personally, organizationally, nationally and globally. It also finds that the people and outcome focus aspects of leadership development seem to be more influenced by culture than other aspects such as personal leadership style preference that would appear to transcend ethic cultural background.  相似文献

The United States’ National Flood Insurance Program (NFIP) has accumulated over $20 billion in debt to the US Treasury since 2005, partly due to discounted premiums on homes in flood-prone areas. To address this issue, FEMA introduced Risk Rating 2.0 in October 2021, which is able to assess and charge more accurate and equitable rates to homeowners. However, rates must be continually updated to account for increasing flood damage caused by sea level rise and more intense hurricanes due to climate change. This study proposes a strategy to adopt updated premium rates that account for climate change effects and address affordability and risk mitigation issues with a means-tested voucher program. The strategy is tested in a coastal community, Ortley Beach, NJ, by projecting its future flood risk under sea level rise and storm intensification. Compared with using static rates for all the properties in Ortley Beach, the proposed strategy is shown to reduce the NFIP's potential losses to the community from 2020 to 2050 by half (from $4.6 million to $2.3 million), improve the community's flood resistance, and address affordability concerns. Sensitivity analysis of varying incomes, loan interest rates, and conditions for a voucher indicates that the strategy is feasible and effective under a wide range of scenarios. Thus, the proposed strategy can be applied to various communities along the US coastline as an effective way of updating risk-based premiums while addressing affordability and resilience concerns.  相似文献

This paper examines the relatively unexplored area of underachievement in organization change programmes, where the original ambitions of the authors of change fail to be realized at the level of implementation. A case in point is the British Civil Service which after several years of government endeavour has not seen the large-scale, ‘second order’ change that had been expected. The paper offers a cultural perspective on this issue. Using the findings from an in-depth, ethnographic study of one of the newly formed agencies within the civil service, it argues that attempts at change can be frustrated by a ‘cultural infrastructure’ at the local level which acts to neutralize any attempt to change from above - in relative power terms a case of David defeating Goliath. This structure is a social defence against the anxieties and ambiguities brought about by the threat of impending change, and is manifested not as resistance, or even avoidance, but disregard and unstudied indifference. These local cultural orientations are the cause of ‘schematic myopia’ (Harris, 1989) or collective blindness, which prevent those affected from recognizing the significance of a major change initiative. An examination of these cultural processes reveals the inherent weaknesses and limitations of one of the most ubiquitous of change models to be found in organizations today: the top-down, ‘invasionary’ approach to change.  相似文献

The consequences that climate change could have on infrastructure systems are potentially severe but highly uncertain. This should make risk analysis a natural framework for climate adaptation in infrastructure systems. However, many aspects of climate change, such as weak background knowledge and societal controversy, make it an emerging risk where traditional approaches for risk assessment and management cannot be confidently employed. A number of research developments aimed at addressing these issues have emerged in recent years, such as the development of probabilistic climate projections, climate services, and robust decision frameworks. However, additional research is needed to improve the suitability of these methods for infrastructure planning. In this perspective, we outline some of the challenges in addressing climate change risks to infrastructure and summarize new developments aimed at meeting these challenges. We end by highlighting needs for future research, many of which could be well‐served by expertise within the risk analysis community.  相似文献
