多功能电子战系统以电子战功能为主,集电子战、雷达于一体,可以满足侦察预警、定位识别、电子情报、电子进攻、主/被动探测、协同作战、隐蔽作战等作战要求。多功能电子战系统的作战能力是通过对其作战效能的评估得以体现的。文章从仿真结构设计和视景仿真技术等方面介绍了电子战系统仿真技术,并在研究武器系统效能评估方法的基础上,重点介绍了常用的作战效能评估方法。  相似文献

舰载电子战软武器系统反导作战已成为现代海战中舰艇防御作战的主要方式之一.从分析舰载电子战软武器系统入手,研究了舰载电子战软武器系统防空反导效能评估问题,采用SEA方法建立了舰载电子战软武器系统反导作战效能评估模型,通过某型舰艇电子战软武器系统抗击反舰导弹作战想定,对模型进行了仿真,给出了仿真结果,验证了模型的有效性,为舰载电子战软武器系统作战效能研究提供了一定的借鉴.  相似文献

依据电子战实际作战环境,以可代表性和可观测性为标准,选取电子战效果评估指标;提出基于动态贝叶斯网络的电子战效果评估模型,对若干可观测的目标特征参数进行综合推理;推导了动态贝叶斯网络的推理算法;分析结果表明,动态贝叶斯网络能够综合目标不同的毁伤效果信息进行较为合理的评估;与静态贝叶斯网络相比,动态贝叶斯网络无论在准确性上,还是在滤波平滑能力上都要优于静态贝叶斯网络,可以为指挥员提供有利可靠的决策支持.  相似文献

This paper is an attempt to illustrate the stance of the Soviet Union in the law of the sea debate in the light of Soviet ocean activities. The paper has two sections. First, it examines the range of Soviet ocean activities. The considerable extent of Soviet ocean use underscores the importance which the Soviet Union places on the law of the sea debate and its consequent active participation in the process of international negotiation. Second, the paper considers the published record of the Soviet Union in the United Nations seabed debate. In seven years of debate the United Nations General Assembly and the Ad Hoc and permanent Seabed Commities and sub-Commities have generated a considerable body of documantation reflecting the public policy of over one hundred States concerning the law of the sea. Soviet expressions of opinion alone cover more than five hundred pages of documentation. Specific Soviet positions can be considered within two ganeral preferences: the protection of traditional freedoms of the high seas and opposition to ocean control by either coastal States or by an independent international ocean authority. The paper shows how these preferences and the specific Soviet negotiating positions defend and promote the maritime interests of the Soviet Union.  相似文献

U.S. ports are facing competitive pressures similar to those being felt by ports elsewhere around the world. Despite the public enterprise nature of U.S. port authorities, they tend to function as 'business-like' organizations. This enterprise-like approach stems from their evolution from being primarily private railroad ports in the 19th century to public competitive port authorities in the 20th century. This paper provides an overview of the evolution of U.S. ports and the ongoing effect of earlier legislation, the varied resulting institutional structures, and current national and regional level issues. Although there is no national ports plan or strategy in the U.S.A. (the Constitution limits federal actions in the ports field) the federal government is involved in providing dredging services through the Army Corps of Engineers, navigation aids via the Coast Guard and other minor port-related services. U.S. ports typically come under the jurisdiction of state or local governments. Increasing competition coupled with other port issues (growing financial constraints, difficulties in obtaining dredging permits, environmental concerns and restricted landside access) is forcing some U.S. ports to enter into strategic alliances with others at a regional level.  相似文献

ABSTRACT

This paper focuses on the Panama Canal expansion and its impact on American port infrastructure for the attention of academic researchers in maritime transportation and supply chain management (SCM). First, it provides a comprehensive background based on a review of pertinent practitioner as well as academic publications. This is followed by a summarization of the impact of this expansion on the infrastructure of the major East and Gulf Coast (EGC) ports, since these stand to be the most affected. Then it presents a categorization scheme for these EGC ports that capture their likelihood of attracting the expected increase in cargo traffic engendered by the expansion; this is preliminarily supported by the latest data on growth in container traffic. The policy implications of this categorization are then discussed and the paper ends by identifying key SCM research problems exposed by the above.  相似文献

This paper uses individual worker and municipal information to examine privatization's influence on public transit workers' earnings and employment. OLS findings on labor earnings reveal that privatization is associated with an erosion of the public transit union premium. These labor earning findings do not change when correcting for privatization heterogeneity, as unobserved worker characteristics do not differ with differing levels of municipal privatization of public transit services. The employment findings reveal that union public transit workers are more likely to be employed in the public sector and this union-nonunion employment probability differential, declines with increasing levels of privatization. This employment result is interpreted as suggesting that labor cost savings from privatization can be derived from the enhanced employment of relatively low wage nonunion workers in the public sector of public transit services.  相似文献
