Research Summary In 1989, the U.S. Supreme Court held that determinations about the constitutional appropriateness of police force usage—deadly or not—must be “judged from the perspective of a reasonable officer on the scene, rather than with the 20/20 vision of hindsight.” Although the Court's ruling established a clear standard for judging officers' actions (i.e., the perspective of a reasonable police officer on the scene), we know little about the sorts of factors that might frame the perspective of reasonable police officers during situations in which they apply force. This article presents the results of a study that examined 80 police officers' detailed accounts of how they perceived what transpired during 113 incidents in which they shot citizens. Respondents reported experiencing a wide range of sensory distortions, with the vast majority of officers reporting two or more distinct sorts. This study takes these findings as a point of departure to expand our understanding of what constitutes a reasonable officer's perspective during the tense, uncertain moments during which he or she makes the decision to employ deadly force. Policy Implications Given that officers are likely to experience multiple distortions during shootings, the findings have implications for civilian and police oversight policies. In particular, those responsible for reviewing police shooting incidents should take into consideration that officers' behavior will not always be based on the objective reality of what is occurring at the time they decide to pull the trigger, but rather an altered conception of it. Such an understanding is crucial to improving the image of police in certain communities and positively impacting citizen trust of, and satisfaction with, the police.  相似文献

Sexual misconduct among on-duty police officers has received little scholarly attention. Existing research that has attempted to provide police officers' views on this matter has been dominated by the male perspective. The present study focuses on female officers' perspectives and provides insight into the nature and extent of such behavior. The findings show that female officers report that police sexual misconduct is common. Differences in perceptions about such behavior between female and male officers are identified. Theoretical explanations for police sexual misconduct are explored. Policy implications of how police sexual misconduct might be better controlled are discussed.  相似文献

According to the conventional wisdom, the police culture consists of a set of values, attitudes, and norms that are widely shared among officers, who find in the culture a way to cope with the strains of their working environment. Some research implies that the conventional wisdom is overdrawn, and recent research has begun to question it more directly. Changes in the composition (i.e., the race, sex, and education) of police personnel, as well as philosophical and organizational changes associated with community policing, could be expected to further fragment police culture and to shift the distribution of police attitudes. Here we examine variation in outlooks that, according to conventional wisdom, are part of the police culture, using survey data collected in two police departments. We also examine the relationships between these outlooks and characteristics of officers—sex, race, education, length of service, community-policing training, and community-policing specialist assignment—that are associated with the changes in policing. We find that officers' outlooks do not conform to the pattern that we would expect on the basis of conventional wisdom. We also find that the variation in officers' occupational attitudes is not patterned to a great extent by their characteristics. We conclude with directions for future research on police attitudes.  相似文献

Abstract

Despite numerous advances in the last thirty years, women police officers continue to face acceptance issues in a male-dominated occupation. Qualitative accounts of policewomen have noted that many of the integration barriers stem from traditional assumptions about police work, much of which revolves around the cultural mandate to display one's coercive authority over citizens. Female officers are often perceived as unwilling (or lacking in ability) to use coercion when encountering citizens. Unfortunately, little empirical evidence is available to support this claim, as gender studies that specifically examine the use of coercion have tended to focus on excessive force. Using data collected as part of a systematic social observation study in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines both verbal and physical coercion that policewomen use in day-to-day encounters with citizens. The results of this study challenge one of the most fundamental stereotypes levied against women police officers. Contrary to traditional assumptions, female police officers (compared to their male counterparts) are not reluctant to use coercive force, and examinations of both verbal and physical force reveal few differences in not only the prevalence of each behavior, but also in the commonly associated explanatory factors. The Crisis Intervention Team (CIT) program is an approach for law enforcement officers to safely response to individuals who are experiencing a mental health crisis. Research must identify the components of CIT that are instrumental to the overall effectiveness of the program. For instance, recent studies report that CIT may have a transformative effect on officers' attitudes by increasing exposure to and familiarity with mental illness. This study explores this possibility further by examining 57 CIT officers' experiences with mental illness and attitudes about CIT. Specifically, we assessed how personal and professional exposure to mental illness associates with officers' perceptions about CIT generally, as well as with opinions about the officers' confidence in their abilities and the perceived effectiveness of the police department in responding to individuals in mental health crisis. Our findings indicate that CIT is rated very positively by officers. We found that officers' attitudes about the impact of CIT on improving overall safety, accessibility of services, officer skills and techniques, and the preparedness of officers to handle calls involving persons with mental illness are positively associated with officers' confidence in their abilities or with officers' perceptions of overall departmental effectiveness. There is further evidence that personal contact with individuals with mental illness affects the relationship between attitudes that CIT impacts overall safety and perceived departmental effectiveness. The results of this exploratory study underscore the importance of CIT officers' perceptions of key elements of CIT and the role of exposure to mental illness in examining program effectiveness.  相似文献

This article discusses whether different motivations for and perceptions of the police role, either as ‘law and order‐oriented thrill‐seekers’ or as ‘social workers’ lead officers to adopt different approaches towards the public. The first category police rank‐and‐file officers' desire for action and excitement, causing them to perceive policing as a mission, also causes them to have a distorted view of reality whereby they perceive members of the public either as significant adversaries or as insignificant ones. For them, ‘real police work’ means chasing and catching villains, and this delusional picture of what policing is may lead them to enlarge and redefine ‘insignificant criminals’ and thus perceive them as ‘villains’ who merit and justify police targeting. However, as these insignificant criminals—beggars, drug addicts, vagrants, ethnic minority youths, and drunks—are not perceived as actually ‘significant adversaries’, the targeting of and encounters with them also produce fatigue in police officers as these activities fail to comply with many police officers' desire to ‘catch the villain’, and the encounters are repetitive and tedious. Police fatigue and stereotyping may entail cynicism due to the ways in which some groups respond to police targeting, such as accusing the police of racism or threatening them with complaints. It is argued that the first type of police officers to a larger degree will experience fatigue and cynicism than the second type of officers—‘the social workers’—who are motivated by a will to ‘help others’, and who receive more rewarding responses from the public.  相似文献

This study examines how patrol officers respond to citizens' requests that officers control another citizen—by advising or persuading them, warning or threatening them, making them leave someone alone or leave the scene, or arresting them. Data are drawn from field observations conducted in Indianapolis, Indiana, in 1996 and St. Petersburg, Florida, in 1997. Officers granted the request for the most restrictive form of control requested by the citizen in 70% of the 396 observed cases. Several factors were modeled to determine their influence on officers' decisions to grant or deny the most restrictive request. These factors include legal considerations, need, factors that attenuate the impact of law or need, the social relationship between the requester and target of control, and personal characteristics of the officer. Multivariate analysis shows that the most influential factors were legal considerations. When citizens requested an arrest, the likelihood that the police would be responsive dropped considerably. However, as the evidence of a legal violation against the targeted citizen increased, so did the odds of an arrest. Officers were less likely to grant the requests of citizens having a close relationship with the person targeted for control, disrespectful of the police, or intoxicated or mentally ill. The race, wealth, and organization affiliation of citizen adversaries had little impact on the police decision. Male officers, officers with fewer years of police experience, and officers with a stronger proclivity to community policing, had significantly greater odds of giving citizens what they requested. The implications of the findings for research and policy are discussed.  相似文献

This article explores the extent to which black policemen are victims of “double marginality” (Alex. 1969). From secondary data on 576 black male policemen in a large metropolitan area, it was found that the concept of double marginality has little explanatory power in accounting for variation in either black officers' perception of public involvement in police affairs or black officers' perception of police authority. These findings raise serious questions about the general applicability of the marginality concept in explaining black officer' perceptions today.  相似文献

Using a sample of 300 homeless street youths, this study examines differential coercion theory and the role that coercion and the socialpsychological deficits of anger, low self‐control, coercive modeling, coercive ideation, and control imbalances play in the generation of violent crime. Results from cross‐sectional and prospective offending models that examine the individual mediators reveal that coercion has a direct relationship with violent offending as well as a relationship that is mediated by low self‐control, anger, coercive modeling, and coercive ideation. Although control imbalances have a direct relationship with crime, they do not mediate the relationship between coercion and crime. In the cross‐sectional model that contains all the mediators, coercion, low self‐control, anger, coercive modeling, and coercive ideation are associated with crime. In the prospective model that contains all the mediators, only anger, coercive modeling, and coercive ideation remain associated with crime. Results are discussed regarding future theory development and policy implications.  相似文献

Problem solving has been recognized as a key aspect of community policing. We use expectancy motivation theory to explain variation in police officers' problem-solving behavior. Specifically, we expect that the amount of problem solving performed by officers will be explained by (1) the opportunity to do so, (2) the ability to do so, (3) the likelihood that officers will be recognized by their performance in this area, and (4) police officers' calculation of the costs and rewards of such behavior. Using data collected from ridealongs with police officers, we find that officers who engage in more problem-solving are motivated by potential recognition of such behavior. We also find that expectancy motivation theory provides a more likely explanation for the behavior of community police officers than that of traditional “beat” officers.  相似文献

This vignette study examines the differences in Dutch people's attitudes towards sexual coercion perpetrated by a male against a female versus sexual coercion perpetrated by a female against a male. In total, 583 Dutch citizens (16–86 years, 59.7% female) evaluated a control scenario and three sexually coercive scenarios (verbal coercion, purposeful intoxication and force), in which the sex of perpetrator and victim was purposely varied. The variables studied include: (1) scenario acceptability, (2) victim responsibility, (3) perpetrator responsibility, (4) victim pleasure, (5) victim distress and (6) support for filing a police report. The results indicate that sexual coercion of men is taken less seriously than sexual coercion of women, especially among Dutch men. However, most differences between attitudes towards male and female victims were found only in the physical force scenario. The findings highlight the importance of educational programmes to raise awareness and reduce stereotypical views on male sexual victimisation.  相似文献

This paper examines the influence of officers' and supervisors' attitudes and priorities toward community policing and problem solving over the time officers spend conducting problem‐solving activities. Analyzing data collected for the Project on Policing Neighborhoods, a multi‐method study of police patrol in two police departments, results show that officers' perceptions of their supervisors' priorities for problem solving affect the amount of time they spend conducting these activities, although their own attitudes toward community policing are unrelated to their behavior. We also find that officers' attitudes regarding problem solving are weakly correlated with their supervisors' attitudes and, further, that officers' perceptions of their supervisors' attitudes are often inaccurate.  相似文献

In the twentieth century, the antinomy of freedom and coercion served as the dominant paradigm for understanding issues of crime and punishment. Roscoe Pound in Criminal Justice in America (1930) and Herbert Packer in The Limits of the Criminal Sanction (1968) described a tension between the values of individual liberty and general security to explain the problems with the justice system and the public's disagreements over their solution. Historians of twentieth‐century criminal law have also adopted this framework to explain causation and change. This essay argues that an antinomic perspective of criminal justice history, while useful, has obscured important historical questions. A focus on social changes, such as the transformations that the automobile brought about in the commission of crimes and police practices, instead of on contrasting values, offers a different account of how proceduralism became inextricably tied to notions of American freedom in the twentieth century. This approach also historicizes the “paradigm of antinomies” and shows how people in the past, like Pound and Packer, mobilized dualistic thinking, which shaped a criminal legal culture based on an antagonism—both real and perceived—between citizens and law enforcement.  相似文献

This paper addresses the relationship between law and coercive force. It defends, against Frederick Schauer's contrary claims, the following propositions: (a) The force of law consists in three things, not one: the imposition of duties, the use of coercion, and the exercise of social power. These are different and distinct. (b) Even if coercion is not part of the concept of law, coercion is connected to law many important ways, and these are amply recognized in contemporary analytic jurisprudence. (c) We cannot determine how important coercion is to the efficacy of law until we know what counts as coercive force. The question of what counts as coercion is not a matter for generalization or stipulation. It requires an explanation of the concept of coercion.  相似文献

Previous studies concerning public confidence in the police had primarily focused on demographic, attitudinal, and contextual factors in the United States. Little research, however, has used country-level variables to explain variations that exist across countries. As a result, this study examined the impact of country-level predictors (e.g., homicide rate and level of democracy) as well as individual-level predictors on public confidence in the police by utilizing data sets collected from three international surveys. Using hierarchical generalized linear modeling (HGLM) for the multinomial dependent variable, this study found a significant and negative relationship between homicide rate and public confidence in the police. People living in a country with a higher homicide rate reported lower levels of confidence in the police. Level of democracy was also found to be positively related to public confidence in the police. Of the individual-level variables, age and education were found to be significant predictors. A positive relationship was also found between political conservatism or personal satisfaction and confidence in the police. In line with attitudinal and contextual predictors, individuals with higher levels of acceptance toward deviant subcultures reported lower levels of confidence in the police. On the other hand, those who were more satisfied with their country's democratic development showed more favorable attitudes toward the police. The findings of this study implied that police organizations should put greater efforts toward the reduction of crime while protecting democratic values within a society.  相似文献

Women who have been sexually coerced by an intimate partner experience many negative health consequences. Recent research has focused on predicting this sexual coercion. In two studies, we investigated the relationship between men’s use of partner-directed insults and sexually coercive behaviors in the context of intimate relationships. Study 1 secured self-reports from 247 men on the Partner-Directed Insults Scale and the Sexual Coercion in Intimate Relationships Scale. Study 2 obtained partner-reports from 378 women on the same measures. Across both studies, results indicate that men’s use of sexually coercive behaviors can be statistically predicted by the frequency and content of the insults that men direct at their intimate partner. Insults derogating a partner’s value as a person and accusing a partner of sexual infidelity were most useful in predicting sexual coercion. The discussion notes limitations of the current research and highlights directions for future research.  相似文献

Today, the TASER is a ubiquitous less‐than‐lethal force technology lauded for its ability to curb police officers' use of excessive and lethal force. Although less injurious than other weapons, concerns exist that the TASER can still be misused by police officers. This article uses ethnographic observations and unstructured interviews across three urban police departments to describe how the TASER affects officers' understanding and use of force in beneficial and unintended ways. I find that officers understand and use the TASER as a device that can enhance safety for themselves and suspects, including in cases where the TASER is used in lieu of lethal force that officers believe would have been justified. Despite these benefits, understanding of the TASER as a safety‐enhancing technology also influences the use of excessive force via TASER by young, inexperienced officers, ultimately contributing to the very problem TASERs were intended to ameliorate.  相似文献

This research examined the direct effects of coping strategies on stress and the moderating effects of coping strategies on the associations between workplace problems experienced by police and stress in South Korea and the United States. Data revealed that coping strategies did not change the strength of connections between workplace problems and stress. Especially in the United States, the use of escape as a coping strategy was related to high stress. Findings were most consistent with the use of organizational-level interventions to increase police officers' job control and advancement opportunities, and pointed to the need to consider support as a way to limit stress.  相似文献

Parole officials have traditionally been afforded considerable discretion when making sanctioning decisions to be able to tailor sanctions according to substantively rational concerns such as individuals' unique needs and situations. However, the application of substantive rationality in sanctioning can also generate unwanted disparities because sanctioning decisions may be based on extralegal factors that parole officials consider relevant. Concerns regarding disparate treatment of offender groups have prompted a number of states to consider adopting administrative violation response policies that emphasize formal rationality and uniformity by restricting parole officers' discretion and structuring sanctioning decisions according to legally relevant criteria. By emphasizing formal rationality in sanctioning, structured sanction policies present a dilemma for parole officers—uniformity versus individualized treatment. In 2005, the state of Ohio implemented an administrative violation response policy designed to reduce parole officers' reliance on revocation hearings and promote uniformity in sanctioning decisions. This study involved an examination of whether Ohio's shift to structured sanctioning coincided with differences in legal and extralegal effects on parole officers' decisions to pursue revocation hearings. Analyses of data collected before and after the implementation of the policy revealed a reduction in the number of revocation hearings officers pursued. Only modest increases in uniformity were observed, however, because there was little disparity resulting from officers' hearing decisions before the policy was put in place. These findings are discussed within perspectives on justice system actors' decision making.  相似文献
