Reforms known collectively as the new public management (NPM) are sweeping governments worldwide. For a movement espousing customer-based service orientations, there is a curious paucity of research on citizens' attitudes toward these reforms. We know little about how citizens feel about them, how they arrive at their conclusions, and how durable their attitudes are likely to be. Using citizen attitudes culled from the 1987--1992 British General Election Panel Survey, we apply multiple regression analysis to begin exploring these issues in one critical area of NPM reform: privatization of state-owned enterprises. We find that the overall predictive power of the five theoretical perspectives culled from public opinion research and operationalized in our model is quite respectable, but that evaluations are too complex for any single explanation of public opinion formation to capture. We also find that British attitudes toward privatization were most associated with cue-taking from leaders and parties, ideological moorings associated with individualism, and income. From these findings we offer a set of hypotheses suitable for testing in future research—most especially, a disparate impact hypothesis—that have important implications for practice and theory-building regarding public opinion and market-based administrative reforms worldwide.  相似文献

This paper examines the continuing reform of the public sector in European countries. While reform fatigue might be expected after the major efforts at reforming that were undertaken during the 1980s and into the 1990s, there is apparently little loss of fervor about reform. The reasons for the continued reform efforts are discussed in administrative and political terms. Likewise, the logic of the continuation of reform in the contemporary era, as contrasted to earlier periods of reform, is discussed.  相似文献

The good government models of the 1990s realized a focus that included reinventing, reengineer-ing, rethinking, quality, empowerment, and devolution of the organization. These organizational reform ideologies sought to increase involvement, improve productivity, manage performance, and drive results. One essential key that has been disregarded in these government models is the involvement of community in the decision-making process. This paper points to the importance of involving and empowering citizens in the decision-making process, particularly in regard to community justice based on the notion of restorative justice system. Community justice, a modern day reform movement with international proportions, is based on the principles of empowering community, repairing harm caused by a crime or disturbance, and reducing risk to the community.  相似文献

Business success in the 21st century will be based on the widespread mastery of leadership roles, rather than on the directives of a professional or leadership elite. The first step for systematically enacting a leadership development agenda for our nation is to identify the factors, values or qualities most important to leadership effectiveness. Next, we must improve our understanding of how these guiding ideas and insights translate into what successful leaders do. As we perfect this understanding, we will need to operationally define the best practices of successful leaders. These best practices must then become benchmarks for intensive leadership development efforts.This article considers nine methodological challenges of the first agenda item-identification of the factors, values or qualities most important to leadership effectiveness. To illustrate these challenges, the authors use their own business leadership research as a case study. This research surveys 127 chairmen, chief executive officers, and presidents-a cross section of successful U.S.A. business leaders, including men and women from all parts of the nation who have diverse industry, racial, ethnic and religious backgrounds. The authors identify where methodological improvements are needed to cope with the challenges of leadership research. They suggest important directions for methodological development and propose three minimum standards for future leadership research.  相似文献

This paper reviews existing data on the variability in parameters relevant for health risk analyses. We cover both exposure-related parameters and parameters related to individual susceptibility to toxicity. The toxicity/susceptibility data base under construction is part of a longer term research effort to lay the groundwork for quantitative distributional analyses of non-cancer toxic risks. These data are broken down into a variety of parameter types that encompass different portions of the pathway from external exposure to the production of biological responses. The discrete steps in this pathway, as we now conceive them, are:Contact Rate (Breathing rates per body weight; fish consumption per body weight)Uptake or Absorption as a Fraction of Intake or Contact RateGeneral Systemic Availability Net of First Pass Elimination and Dilution via Distribution Volume (e.g., initial blood concentration per mg/kg of uptake)Systemic Elimination (half life or clearance)Active Site Concentration per Systemic Blood or Plasma ConcentrationPhysiological Parameter Change per Active Site Concentration (expressed as the dose required to make a given percentage change in different people, or the dose required to achieve some proportion of an individual's maximum response to the drug or toxicant)Functional Reserve Capacity–Change in Baseline Physiological Parameter Needed to Produce a Biological Response or Pass a Criterion of Abnormal FunctionComparison of the amounts of variability observed for the different parameter types suggests that appreciable variability is associated with the final step in the process–differences among people in functional reserve capacity. This has the implication that relevant information for estimating effective toxic susceptibility distributions may be gleaned by direct studies of the population distributions of key physiological parameters in people that are not exposed to the environmental and occupational toxicants that are thought to perturb those parameters. This study uses a sample comprised of U.S. students and Iraqi students to determine if differences occur over ethical perceptions based on cultural/demographic issues. Irrespective of demographics, the results of this study indicate significant cultural differences between Iraqi students and American students with regard to selected ethical issues concerning graduate education. Specifically the differences occurred in the students' perceptions of winning is everything, selling one's soul, logic before emotion, and pander to professors. Iraqi students consistently viewed these beliefs as more necessary for success in their graduate education than did their American counterparts.  相似文献

New Public Management held the promise of changing traditional bureaucracies into a results-oriented and transparent form of government. Though many of the principles of NPM are being implemented as a way of thinking about government it has been largely discredited. This paper gives examples from Switzerland and The Netherlands where the premises of NPM have either explicitly or implicitly been rejected. The paper concludes by suggesting reasons that led to the decline of NPM and concludes by offering a conceptual restart of public administrative reform. This is based on a constructive mix between aspects of NPM and traditional administration, leading to a New Public Administration.  相似文献

This article employs an institutional perspective in formulating predictions about the ethical futures of privatization partnerships. Although this paper focuses on ethical concerns in the U.S. public sector, it incorporates a multinational dimension in (a) comparing the meaning of privatization among societies and (b) probing privatization financing in the global economy. Five assumptions that flow from institutional reasoning are made explicit as supports for subsequent predictions. The institutional logic shifts privatization conversation away from conventional debate about competition and efficiency toward centralizing forces in both sectors in response to globalization. In that regard, this study identifies the systemic erosion of (local) community integrity as the key privatization problem of the future.  相似文献

We investigated the way results of human health risk assessments are used, and the theory used to describe those methods, sometimes called the NAS paradigm. Contrary to a key tenet of that theory, current methods have strictly limited utility. The characterizations now considered standard, Safety Indices such as Acceptable Daily Intake, Reference Dose, and so on, usefully inform only decisions that require a choice between two policy alternatives (e.g., approve a food additive or not), decided solely on the basis of a finding of safety. Risk is characterized as the quotient of one of these Safety Indices divided by an estimate of exposure: a quotient greater than one implies that the situation may be considered safe. Such decisions are very widespread, both in the U. S. federal government and elsewhere. No current method is universal; different policies lead to different practices, for example, in California's Proposition 65, where statutory provisions specify some practices. Further, an important kind of human health risk assessment is not recognized by this theory: this kind characterizes risk as likelihood of harm, given estimates of exposure consequent to various decision choices. Likelihood estimates are necessary whenever decision makers have many possible decision choices and must weigh more than two societal values, such as in EPA's implementation of conventional air pollutants. These estimates can not be derived using current methods; different methods are needed. Our analysis suggests changes needed in both the theory and practice of human health risk assessment, and how what is done is depicted.  相似文献

Given a set of N sequence, the Multiple Sequence Alignment problem is to align these N sequences, possibly with gaps, that brings out the best commonality of the N sequences. The quality of the alignment is usually measured by penalizing the mis-matches and gaps, and rewarding the matches with appropriate weight functions. However for larger values of N, additional constraints are required to give meaningful alignments. We identify a user-controlled parameter, an alignment number K (2 K N): this additional requirement constrains the alignment to have at least K sequences agree on a character, whenever possible, in the alignment. We identify a natural optimization problem for this approach called the K-MSA problem. We show that the problem is MAX SNP hard. We give a natural extension of this problem that incorporates biological relevance by using motifs (common patterns in the sequences) and give an approximation algorithm for this problem in terms of the motifs in the data. MUSCA is an implementation of this approach and our experimental results indicate that this approach is efficient, particularly on large numbers of long sequences, and gives good alignments when tested on biological data such as DNA and protein sequences.  相似文献

A small group of citizens wields significant influence in the corporate, political, and military realms of American society. This group is known in the literature as the elite. Looking at the disparity between the elite and the masses of society in terms of education, wealth, and political power, one might surmise a conspiracy against fundamental democratic principles of equality, justice, and economic fair play. This article addresses non-conspiratorial cultural-contextual factors of history, social structure, media, psychology, education, and the marketplace contributing to the elites existence. It is concluded that non-conspiratorial factors play a primary role in their rise to global influence.  相似文献

As the use of digital computers for instrumentation and control of safety-critical systems has increased, there has been a growing debate over the issue of whether probabilistic risk assessment techniques can be applied to these systems. This debate has centered on the issue of whether software failures can be modeled probabilistically. This paper describes a context-based approach to software risk assessment that explicitly recognizes the fact that the behavior of software is not probabilistic. The source of the perceived uncertainty in its behavior results from both the input to the software as well as the application and environment in which the software is operating. Failures occur as the result of encountering some context for which the software was not properly designed, as opposed to the software simply failing randomly. The paper elaborates on the concept of error-forcing context as it applies to software. It also illustrates a methodology which utilizes event trees, fault trees, and the Dynamic Flowgraph Methodology (DFM) to identify error-forcing contexts for software in the form of fault tree prime implicants.  相似文献

Voluntary sector organizations claim to be private institutions acting for the public good. However, if the concept of public is disengaged from the state and connected instead to citizenship, VSOs can be shown to have both private and public origins, as well as private and public impacts. As citizens, VSOs are public organizations serving the public good through their purported representation of the people and civic leadership. The legitimacy of their assumption of these public roles remains a continuing challenge.  相似文献

Public administrations in all parts of the world are faced with multiple pressures to innovate and improve effectiveness and efficiency. Reforms range from New Public Administration (NPM) to other forms of reorganizations like gestion publique par contrats (France, Belgium) resulting in various forms of New Public Administrations (NPA). While many of these reforms may have proven successful, criticism vis-a`-vis all forms of public administrative reforms have increased. Neither NPM nor NPA have a documented track record of success and debates abound about the democratic legitimacy of NPM or the economic effectiveness of NPA. Concerned citizens and government officials alike are looking for methods to find a common ground to assess the quality of public administrations be they based on NPM or NPA. Quality assessment methods offer a transparent method of assessing the performance of public administrations. This article proposes such a quality method based on an adapted version of the ISO Quality guideline as recently developed by a working group within the Swiss national quality association.  相似文献

This paper uses social theory to explicate the competing perspectives on the on-going and, increasing, privatization of public services in the U.K. It suggests that if business ignores these perspectives then political imperatives will come into play that will inevitably turn privatization initiatives commercially sour.Contrary to political rhetoric, public/private partnerships (PPPs) constitute a more strategic form and process of out-sourcing, demanding that wherever public funding flows, private rent-seeking opportunities be created for the private sector. Seen in these terms, managerial elites will need to understand and anticipate conditions under which the state would seek to terminate lucrative partnering arrangements in the public interest.Political–administrative dialogue on partnerships can involve an unresponsive discourse or a dialogue of the deaf, both constituting a threat to business through the imposition of undefined community service obligations or hostile and unprofitable terminations by the state. Performance required of PPPs goes beyond market success and requires co-optation of strategic stakeholders, raising significant issues about corporate governance directions. Business leaders will need to develop communicative rationalities that build pluralized decision structures and implementation capacities. The paper concludes by outlining design features of more effective regulatory regimes to avoid hostile and unprofitable terminations of increasingly contested PPPs. The conclusion is less sanguine about the ability, or even the wish, of governments to do so.  相似文献

This article reports results of a study of some 200 college-aged students at California State University. Ethical values are measured using a subset of the well-known and frequently used Rokeach Value Survey. Using nonparametric statistical analysis, four value measures, and four different consistent tests of significance and probability, the research data, perhaps disappointedly for many observers including the authors, reveal that there is no relationship between college grade point average and student ethics. Statistical analysis was done on g.p.a. splits of less than 3.0 versus 3.0 or more and also on g.p.a. data for 2.5 or less versus 3.5 or more. In all cases, there are no significant relationships between high or low grade point averages and scores on ethical value rankings.  相似文献

Popular strategies for reform have come directly from the private sector in what is perhaps the most profound redefinition of public administration since the field first emerged as an identifiable specialty. The purpose of this paper is to examine the context out of which these reforms have grown, the challenges that have arisen as a result, and cases where private sector reform strategies have been successfully (and sometimes unsuccessfully) applied in human resource management (HRM). We discuss the benefits and hazards of many of the reforms and conclude that restoring a measure of confidence in the legitimate role of the civil service is essential for nations dealing with the challenges of globalization.  相似文献

Breakpoint graph decomposition is a crucial step in all recent approximation algorithms for SORTING BY REVERSALS, which is one of the best-known algorithmic problems in computational molecular biology. Caprara and Rizzi recently improved the approximation ratio for breakpoint graph decomposition from to + 1.4348 + , for any positive . In this paper, we extend the techniques of Caprara and Rizzi and incorporate a balancing argument to further improve the approximation ratio to + 1.4193 + , for any positive . This paper uses a Rokeach Value Survey methodology to again ask the question, now in the mid 1990s, whether business student ethics are different from non-business student ethics. Additionally, the paper addresses the question of whether a course can alter or change student ethics and values during a semester. Classification is important generally as an aid to better understanding of complex phenomena. In the context of public sector understanding and reform, it should have added importance as a guide to policy makers and reformers. There have been some notable efforts to classify public sector organizations, mostly built on interactions between analysts and the reformers themselves. One such mid-20th century exercise postulated a division of public sector organizations into three categories: departments, local governments, and the rest embracing a mass of quasi-autonomous agencies. The developments of the later 20th century, often associated with changing views about the role of the state, have increased the complexity of this third category and have imposed new pressures on our understandings, with the result that there is now a renewed interest in classification issues.  相似文献
